ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਦੇ ਦੋਸ਼ਾਂ ਹੇਠ ਜੇਲ੍ਹ ਵਿੱਚ ਬੰਦ ਪੰਜਾਬ ਪੁਲਿਸ ਦੇ ਮੁਅੱਤਲ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਦੀ ਨਿਯਮਤ ਜ਼ਮਾਨਤ ਪਟੀਸ਼ਨ 'ਤੇ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈਕੋਰਟ ਨੇ ਸੁਣਵਾਈ ਕੀਤੀ। ਅਦਾਲਤ ਨੇ ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਸੀਬੀਆਈ (CBI) ਨੂੰ ਨੋਟਿਸ ਜਾਰੀ ਕਰਦਿਆਂ ਆਪਣਾ ਪੱਖ ਪੇਸ਼ ਕਰਨ ਦੇ ਹੁਕਮ ਦਿੱਤੇ ਹਨ। ਕੇਸ ਦੀ ਅਗਲੀ ਸੁਣਵਾਈ ਹੁਣ 9 ਫਰਵਰੀ ਨੂੰ ਹੋਵੇਗੀ
ਪੰਜਾਬ ਪੁਲਿਸ ਦੇ ਸੀਨੀਅਰ ਅਧਿਕਾਰੀ ਅਤੇ ਮੁਅੱਤਲ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਲਈ ਇਨਸਾਫ਼ ਦੀ ਕਾਨੂੰਨੀ ਲੜਾਈ ਹੁਣ ਹਾਈਕੋਰਟ ਤੱਕ ਪਹੁੰਚ ਗਈ ਹੈ। ਰਿਸ਼ਵਤਖੋਰੀ ਦੇ ਗੰਭੀਰ ਇਲਜ਼ਾਮਾਂ ਦਾ ਸਾਹਮਣਾ ਕਰ ਰਹੇ ਭੁੱਲਰ, ਜੋ ਕਿ ਲੰਬੇ ਸਮੇਂ ਤੋਂ ਜੇਲ੍ਹ ਦੀਆਂ ਸੀਖਾਂ ਪਿੱਛੇ ਹਨ, ਨੇ ਹੁਣ ਆਪਣੀ ਆਜ਼ਾਦੀ ਅਤੇ ਸਨਮਾਨ ਦੀ ਬਹਾਲੀ ਲਈ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈਕੋਰਟ ਦਾ ਦਰਵਾਜ਼ਾ ਖੜਕਾਇਆ ਹੈ। ਅੱਜ ਹੋਈ ਸੁਣਵਾਈ ਦੌਰਾਨ ਅਦਾਲਤ ਨੇ ਸੀਬੀਆਈ ਨੂੰ ਨੋਟਿਸ ਜਾਰੀ ਕਰਕੇ ਇਸ ਜ਼ਮਾਨਤ ਅਰਜ਼ੀ 'ਤੇ ਜਵਾਬ ਮੰਗਿਆ ਹੈ।
ਇਹ ਮਾਮਲਾ ਸਿਰਫ਼ ਇੱਕ ਕਾਨੂੰਨੀ ਪ੍ਰਕਿਰਿਆ ਨਹੀਂ, ਸਗੋਂ ਇੱਕ ਅਜਿਹੇ ਅਧਿਕਾਰੀ ਦੇ ਜੀਵਨ ਦਾ ਇੱਕ ਔਖਾ ਦੌਰ ਹੈ ਜਿਸ ਨੇ ਤਿੰਨ ਦਹਾਕਿਆਂ ਤੋਂ ਵੱਧ ਸਮਾਂ ਪੁਲਿਸ ਸੇਵਾ ਵਿੱਚ ਗੁਜ਼ਾਰਿਆ। ਭੁੱਲਰ ਦੇ ਵਕੀਲਾਂ ਨੇ ਅਦਾਲਤ ਵਿੱਚ ਦਲੀਲ ਦਿੱਤੀ ਕਿ ਉਹ ਇੱਕ ਸਨਮਾਨਿਤ ਅਧਿਕਾਰੀ ਰਹੇ ਹਨ ਅਤੇ ਉਨ੍ਹਾਂ ਵਿਰੁੱਧ ਲਗਾਏ ਗਏ ਇਲਜ਼ਾਮਾਂ ਦੀ ਪੂਰੀ ਤਰ੍ਹਾਂ ਜਾਂਚ ਹੋਣੀ ਅਜੇ ਬਾਕੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜਾਂਚ ਪੂਰੀ ਹੋ ਚੁੱਕੀ ਹੈ ਅਤੇ ਚਲਾਨ ਵੀ ਪੇਸ਼ ਕੀਤਾ ਜਾ ਚੁੱਕਾ ਹੈ, ਇਸ ਲਈ ਹੁਣ ਉਨ੍ਹਾਂ ਨੂੰ ਹੋਰ ਸਮਾਂ ਹਿਰਾਸਤ ਵਿੱਚ ਰੱਖਣਾ ਪਰਿਵਾਰਕ ਸਾਂਝ ਅਤੇ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਪੱਖੋਂ ਠੀਕ ਨਹੀਂ ਹੈ। ਪਿਛਲੇ ਸਾਲ ਅਕਤੂਬਰ ਵਿੱਚ ਸੀਬੀਆਈ ਵੱਲੋਂ ਕੀਤੀ ਗਈ ਗ੍ਰਿਫ਼ਤਾਰੀ ਤੋਂ ਬਾਅਦ, ਭੁੱਲਰ ਦਾ ਪਰਿਵਾਰ ਵੀ ਇਸ ਭਾਵੁਕ ਲੜਾਈ ਵਿੱਚ ਉਨ੍ਹਾਂ ਦੇ ਨਾਲ ਖੜ੍ਹਾ ਹੈ। ਹੁਣ ਸਭ ਦੀਆਂ ਨਜ਼ਰਾਂ 9 ਫਰਵਰੀ 'ਤੇ ਟਿਕੀਆਂ ਹੋਈਆਂ ਹਨ, ਜਦੋਂ ਅਦਾਲਤ ਸੀਬੀਆਈ ਦੇ ਜਵਾਬ ਤੋਂ ਬਾਅਦ ਅਗਲਾ ਫੈਸਲਾ ਸੁਣਾਏਗੀ।
