ਸੀਬੀਆਈ ਨੇ ਰੋਪੜ ਰੇਂਜ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਨੂੰ ਰਿਸ਼ਵਤ ਲੈਣ ਵਾਲੇ ਕੇਸ ਵਿੱਚ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ

ਸੀਬੀਆਈ ਨੇ ਅੱਜ ਰੋਪੜ ਰੇਂਜ ਦੇ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਨੂੰ ਰਿਸ਼ਵਤਖੋਰੀ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ ਹੈ। ਭੁੱਲਰ ਨੂੰ ਉਨ੍ਹਾਂ ਦੇ ਮੁਹਾਲੀ ਵਿੱਚ ਸਥਿਤ ਦਫ਼ਤਰ ਵਿੱਚੋਂ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ ਗਿਆ। ਸੀਬੀਆਈ ਦੀ ਟੀਮ ਨੇ ਇੱਕ ਹੋਰ ਵਿਅਕਤੀ ਨੂੰ ਵੀ ਫੜਿਆ ਹੈ। ਗ੍ਰਿਫ਼ਤਾਰੀ ਤੋਂ ਬਾਅਦ ਸੀਬੀਆਈ ਨੇ ਡੀਆਈਜੀ ਹਰਚਰਨ ਭੁੱਲਰ ਦੇ ਚੰਡੀਗੜ੍ਹ ਵਿੱਚ ਸੈਕਟਰ-40 ਸਥਿਤ ਘਰ ਤੇ ਛਾਪਾ ਮਾਰਿਆ। ਇਸ ਵੇਲੇ ਪੰਜ ਕਰੋੜ ਰੁਪਏ ਨਕਦ ਪੈਸੇ, ਡੇਢ ਕਿਲੋ ਸੋਨਾ, 22 ਮਹਿੰਗੀਆਂ ਘੜੀਆਂ, 40 ਬੋਤਲਾਂ ਮਹਿੰਗੀ ਸ਼ਰਾਬ, ਆਡੀ ਅਤੇ ਬੀਐੱਮਡਬਲਿਊ ਵਰਗੀਆਂ ਦੋ ਲਗਜ਼ਰੀ ਕਾਰਾਂ ਦੀਆਂ ਚਾਬੀਆਂ ਅਤੇ ਪੰਜਾਬ ਵਿੱਚ ਕੁਝ ਜਾਇਦਾਦਾਂ ਦੇ ਕਾਗਜ਼ ਵੀ ਬਰਾਮਦ ਕੀਤੇ ਗਏ ਹਨ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਦੁਨਾਲੀ ਰਾਈਫਲ, ਪਿਸਤੌਲ, ਰਿਵਾਲਵਰ ਅਤੇ ਏਅਰਗੰਨ ਨਾਲ ਗੋਲੀਆਂ ਵੀ ਮਿਲੀਆਂ ਹਨ। ਭੁੱਲਰ ਦੇ ਕਥਿਤ ਸਹਿਯੋਗੀ ਕ੍ਰਿਸ਼ਾਨੂ ਨੂੰ 21 ਲੱਖ ਰੁਪਏ ਨਕਦ ਨਾਲ ਫੜਿਆ ਗਿਆ ਹੈ। ਸੀਬੀਆਈ ਅਧਿਕਾਰੀਆਂ ਨੇ ਦੱਸਿਆ ਕਿ ਛਾਪੇਮਾਰੀ ਅਤੇ ਜਾਂਚ ਜਾਰੀ ਹੈ। ਨਕਦ ਪੈਸੇ ਗਿਣਨ ਲਈ ਪੈਸੇ ਗਿਣਨ ਵਾਲੀਆਂ ਮਸ਼ੀਨਾਂ ਬੁਲਾਈਆਂ ਗਈਆਂ ਹਨ।

ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਨੂੰ ਭੋਲੇ ਵਿਸ਼ੇਸ਼ ਅਦਾਲਤ ਵਿੱਚ ਪੇਸ਼ ਕੀਤਾ ਜਾਵੇਗਾ। ਸੀਨੀਅਰ ਪੁਲਿਸ ਅਧਿਕਾਰੀ ਇਸ ਗ੍ਰਿਫ਼ਤਾਰੀ ਬਾਰੇ ਚੁੱਪ ਹਨ। ਰਿਪੋਰਟਾਂ ਅਨੁਸਾਰ, ਸੀਬੀਆਈ ਨੂੰ ਡੀਆਈਜੀ ਭੁੱਲਰ ਵਿਰੁੱਧ ਰਿਸ਼ਵਤ ਲੈਣ-ਦੇਣ ਅਤੇ ਅਹੁਦੇ ਦੀ ਗਲਤ ਵਰਤੋਂ ਨਾਲ ਜੁੜੀਆਂ ਸ਼ਿਕਾਇਤਾਂ ਮਿਲੀਆਂ ਸਨ। ਇਸ ਆਧਾਰ ਤੇ ਏਜੰਸੀ ਨੇ ਜਾਂਚ ਸ਼ੁਰੂ ਕੀਤੀ ਸੀ। ਸੂਤਰਾਂ ਨੇ ਦੱਸਿਆ ਕਿ ਭੁੱਲਰ ਦੇ ਦਫ਼ਤਰ, ਘਰ ਅਤੇ ਖੰਨਾ ਦੇ ਫਾਰਮਹਾਊਸ ਵਿੱਚ ਵੀ ਛਾਪੇ ਮਾਰੇ ਗਏ ਹਨ। ਭੁੱਲਰ ਨੂੰ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰਨ ਤੋਂ ਬਾਅਦ ਪੰਚਕੂਲਾ ਲਿਜਾਇਆ ਗਿਆ ਅਤੇ ਫਿਰ ਵਾਪਸ ਲਿਆਂਦਾ ਗਿਆ। ਸੂਤਰਾਂ ਅਨੁਸਾਰ, ਸੀਬੀਆਈ ਚੰਡੀਗੜ੍ਹ ਨੇ ਇਹ ਕਾਰਵਾਈ ਫਤਹਿਗੜ੍ਹ ਸਾਹਿਬ ਦੇ ਇੱਕ ਸਕ੍ਰੈਪ ਵਿਕਰੇਤਾ (ਕਬਾੜੀ) ਦੀ ਸ਼ਿਕਾਇਤ ਤੇ ਕੀਤੀ ਹੈ। ਸੀਬੀਆਈ ਨੇ ਯਕੀਨੀ ਬਣਾਇਆ ਕਿ ਡਿਪੂਟੇਸ਼ਨ ਤੇ ਆਏ ਪੰਜਾਬ ਪੁਲਿਸ ਦੇ ਕੋਈ ਵੀ ਮੁਲਾਜ਼ਮ ਨੂੰ ਛਾਪੇਮਾਰੀ ਵਾਲੀ ਟੀਮ ਵਿੱਚ ਨਾ ਸ਼ਾਮਲ ਕੀਤਾ ਜਾਵੇ।

ਸੀਬੀਆਈ ਦੀ ਟੀਮ ਨੇ ਇਹ ਕਾਰਵਾਈ ਮੰਡੀ ਗੋਬਿੰਦਗੜ੍ਹ ਦੇ ਸਕ੍ਰੈਪ ਵਪਾਰੀ ਆਕਾਸ਼ ਬੱਤਾ ਦੀ ਸ਼ਿਕਾਇਤ ਤੇ ਕੀਤੀ ਹੈ। ਉਸ ਨੇ 11 ਅਕਤੂਬਰ ਨੂੰ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਵਿਰੁੱਧ ਸ਼ਿਕਾਇਤ ਦਿੱਤੀ ਸੀ। ਸ਼ਿਕਾਇਤਕਰਤਾ ਨੇ ਕਿਹਾ ਕਿ ਭੁੱਲਰ ਵੱਲੋਂ ਕ੍ਰਿਸ਼ਾਨੂ ਨਾਮ ਵਾਲੇ ਵਿਅਕਤੀ ਰਾਹੀਂ ਥਾਣਾ ਸਰਹਿੰਦ ਵਿੱਚ 2023 ਵਿੱਚ ਦਰਜ ਕੇਸ ਨੂੰ ਨਿਪਟਾਉਣ ਲਈ 'ਸੇਵਾ ਪਾਣੀ' ਦੇ ਨਾਮ ਤੇ ਹਰ ਮਹੀਨੇ 5 ਲੱਖ ਰੁਪਏ ਵਾਲੀ ਰਿਸ਼ਵਤ ਮੰਗੀ ਜਾ ਰਹੀ ਸੀ। ਸੀਬੀਆਈ ਨੇ ਇਸ ਸ਼ਿਕਾਇਤ ਤੇ ਕਾਰਵਾਈ ਕਰਦਿਆਂ ਅੱਜ ਵਿਚੋਲੇ ਕ੍ਰਿਸ਼ਾਨੂ ਨੂੰ ਚੰਡੀਗੜ੍ਹ ਦੇ ਸੈਕਟਰ-21 ਵਿੱਚੋਂ 8 ਲੱਖ ਰੁਪਏ ਲੈਂਦੇ ਹੋਏ ਰੰਗੇ ਹੱਥੀਆਂ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ। ਇਸ ਤੋਂ ਬਾਅਦ ਸੀਬੀਆਈ ਨੇ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਨੂੰ ਉਸ ਦੇ ਮੁਹਾਲੀ ਦਫ਼ਤਰ ਵਿੱਚ ਜਾਂਚ ਲਈ ਬੁਲਾਇਆ ਅਤੇ ਚੰਡੀਗੜ੍ਹ ਲੈ ਜਾ ਕੇ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ।

ਸੀਬੀਆਈ ਟੀਮ ਨੇ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਦੇ ਚੰਡੀਗੜ੍ਹ ਸੈਕਟਰ-40 ਵਾਲੇ ਘਰ ਵਿੱਚ ਜਾ ਕੇ ਜਾਂਚ ਸ਼ੁਰੂ ਕੀਤੀ। ਉੱਥੇ ਤਿੰਨ ਬੈਗਾਂ ਅਤੇ ਇੱਕ ਅਟੈਚੀ ਵਿੱਚੋਂ ਲਗਭਗ 5 ਕਰੋੜ ਰੁਪਏ ਨਕਦ ਬਰਾਮਦ ਕੀਤੇ ਗਏ। ਨਾਲ ਹੀ ਡੇਢ ਕਿਲੋ ਸੋਨਾ, 22 ਮਹਿੰਗੀਆਂ ਘੜੀਆਂ ਅਤੇ 40 ਬੋਤਲਾਂ ਵਿਦੇਸ਼ੀ ਮਹਿੰਗੀ ਸ਼ਰਾਬ ਵੀ ਮਿਲੀ। ਸੀਬੀਆਈ ਨੇ ਭੁੱਲਰ ਦੇ ਚੰਡੀਗੜ੍ਹ ਘਰ ਤੋਂ ਇਲਾਵਾ ਸਮਰਾਲਾ ਫਾਰਮਹਾਊਸ ਤੇ ਵੀ ਛਾਪੇ ਮਾਰੇ। ਇਸੇ ਵੇਲੇ ਭੁੱਲਰ ਨੂੰ ਪੰਚਕੂਲਾ ਵੀ ਲਿਜਾਇਆ ਗਿਆ ਹੈ। ਸੀਬੀਆਈ ਵੱਲੋਂ ਇਸ ਰਿਸ਼ਵਤਖੋਰੀ ਮਾਮਲੇ ਨਾਲ ਜੁੜੀ ਜਾਂਚ ਜਾਰੀ ਹੈ।

2007-ਬੈਚ ਦੇ ਆਈਪੀਐੱਸ ਅਧਿਕਾਰੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਨੇ ਪਿਛਲੇ ਸਾਲ 27 ਨਵੰਬਰ ਨੂੰ ਰੋਪੜ ਰੇਂਜ ਦੇ ਡੀਆਈਜੀ ਵਜੋਂ ਕੰਮ ਸੰਭਾਲਿਆ ਸੀ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਉਹ ਪਟਿਆਲਾ ਰੇਂਜ ਡੀਆਈਜੀ ਸਨ। ਭੁੱਲਰ ਰੋਪੜ ਰੇਂਜ ਵਿੱਚ 'ਯੁੱਧ ਨਸ਼ਿਆਂ ਵਿਰੁੱਧ' ਨਸ਼ਾ ਵਿਰੋਧੀ ਮੁਹਿੰਮ ਵਿੱਚ ਸ਼ਾਮਲ ਸਨ। ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਪੰਜਾਬ ਦੇ ਸਾਬਕਾ ਡੀਜੀਪੀ ਮਹਿਲ ਸਿੰਘ ਭੁੱਲਰ ਦੇ ਪੁੱਤਰ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਵਿਸ਼ੇਸ਼ ਜਾਂਚ ਟੀਮ ਦੀ ਅਗਵਾਈ ਵੀ ਕੀਤੀ ਸੀ, ਜਿਸ ਨੇ ਨਸ਼ਾ ਤਸਕਰੀ ਦੇ ਦੋਸ਼ਾਂ ਵਿੱਚ ਅਕਾਲੀ ਆਗੂ ਬਿਕਰਮ ਸਿੰਘ ਮਜੀਠੀਆ ਤੋਂ ਪੁੱਛਗਿੱਛ ਕੀਤੀ ਸੀ।

During this, five crore rupees in cash, one and a half kilograms of gold, 22 expensive watches, 40 bottles of expensive liquor, keys to two luxury cars including Audi and BMW, and documents of some properties in Punjab were recovered. In addition, a double-barreled rifle, pistol, revolver, air gun, and ammunition were also seized. Bhullar's alleged associate Krishanu was caught with 21 lakh rupees in cash. CBI officials said that the raids and investigation are ongoing. Cash counting machines have been called to count the seized money.

Harcharan Singh Bhullar will be produced in a special court tomorrow. Senior police officers are silent regarding this arrest. According to reports, the CBI had received complaints against DIG Bhullar related to taking bribes, giving bribes, and misuse of office. Based on this, the agency had started the investigation. Sources said that raids were also conducted at Bhullar's office, house, and farmhouse in Khanna. After arresting Bhullar, he was taken to Panchkula and then brought back. According to sources, the CBI Chandigarh carried out this action on the complaint of a scrap dealer (kabadi) from Fatehgarh Sahib. The CBI ensured that no Punjab Police employee on deputation was included in the raiding team.

The complainant said that Bhullar was demanding a bribe of 28 lakh rupees through a person named Krishanu to settle a case registered in 2023 at Sarhind police station under the name 'sewa paani'. Acting on the above complaint, the CBI today arrested the middleman Krishanu red-handed while taking 8 lakh rupees from Sector-21 in Chandigarh. After this, the CBI summoned DIG Harcharan Singh Bhullar to his Mohali office for questioning and arrested him after bringing him to Chandigarh.

The CBI team reached DIG Harcharan Singh Bhullar's residence in Sector-40, Chandigarh, and started the investigation. There, approximately 5 crore rupees in cash were recovered from three bags and one attaché. Along with this, one and a half kilograms of gold, 22 expensive watches, and 40 bottles of foreign expensive liquor were also seized from Bhullar's house. Apart from Bhullar's Chandigarh residence, raids were also conducted at the Samrala farmhouse. During this time, Bhullar was also taken to Panchkula. The CBI is conducting an investigation related to the above bribery case.

Harcharan Singh Bhullar, an officer of the 2007-IPS batch, had assumed charge as DIG of Ropar Range on November 27 last year. Before this, he was DIG of Patiala Range. Bhullar was involved in the 'War Against Drugs' anti-drug campaign in Ropar Range. Harcharan Singh Bhullar is the son of former Punjab DGP Mahil Singh Bhullar. He had also led a special investigation team, which had questioned Akali leader Bikram Singh Majithia in a drug trafficking case.
