ਚੋਣਾਂ 'ਚ 'ਮੁਫ਼ਤ ਤੋਹਫ਼ਿਆਂ' ਦੇ ਵਾਅਦਿਆਂ 'ਤੇ ਸੁਪਰੀਮ ਕੋਰਟ ਸਖ਼ਤ: ਮੁਫ਼ਤਖੋਰੀ ਵਿਰੁੱਧ ਪਟੀਸ਼ਨ 'ਤੇ ਸੁਣਵਾਈ ਲਈ ਤਿਆਰ ਸਰਵਉੱਚ ਅਦਾਲਤ
ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਚੋਣਾਂ ਦੌਰਾਨ ਸਿਆਸੀ ਪਾਰਟੀਆਂ ਵੱਲੋਂ ਕੀਤੇ ਜਾਣ ਵਾਲੇ 'ਮੁਫ਼ਤ ਤੋਹਫ਼ਿਆਂ' (Freebies) ਦੇ ਵਾਅਦਿਆਂ ਵਿਰੁੱਧ ਦਾਇਰ ਪਟੀਸ਼ਨ 'ਤੇ ਸੁਣਵਾਈ ਕਰਨ ਦਾ ਫੈਸਲਾ ਕੀਤਾ ਹੈ। ਅਦਾਲਤ ਨੇ ਇਸ ਮੁੱਦੇ ਨੂੰ ਗੰਭੀਰ ਮੰਨਦਿਆਂ ਕੇਂਦਰ ਸਰਕਾਰ ਅਤੇ ਚੋਣ ਕਮਿਸ਼ਨ ਤੋਂ ਜਵਾਬ ਮੰਗਿਆ ਹੈ। ਪਟੀਸ਼ਨ ਵਿੱਚ ਦਲੀਲ ਦਿੱਤੀ ਗਈ ਹੈ ਕਿ ਅਜਿਹੇ ਵਾਅਦੇ ਦੇਸ਼ ਦੀ ਆਰਥਿਕਤਾ 'ਤੇ ਬੋਝ ਪਾਉਂਦੇ ਹਨ ਅਤੇ ਨਿਰਪੱਖ ਚੋਣ ਪ੍ਰਕਿਰਿਆ ਨੂੰ ਪ੍ਰਭਾਵਿਤ ਕਰਦੇ ਹਨ
ਭਾਰਤ ਦੀਆਂ ਚੋਣਾਂ ਵਿੱਚ ਵੋਟਰਾਂ ਨੂੰ ਲੁਭਾਉਣ ਲਈ ਸਿਆਸੀ ਪਾਰਟੀਆਂ ਵੱਲੋਂ ਕੀਤੇ ਜਾਣ ਵਾਲੇ ਮੁਫ਼ਤ ਸਹੂਲਤਾਂ ਦੇ ਵਾਅਦੇ ਹੁਣ ਸੁਪਰੀਮ ਕੋਰਟ ਦੇ ਘੇਰੇ ਵਿੱਚ ਆ ਗਏ ਹਨ। ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਉਸ ਪਟੀਸ਼ਨ 'ਤੇ ਸੁਣਵਾਈ ਲਈ ਸਹਿਮਤੀ ਜਤਾਈ ਹੈ, ਜਿਸ ਵਿੱਚ ਚੋਣਾਂ ਦੌਰਾਨ 'ਮੁਫ਼ਤ ਤੋਹਫ਼ਿਆਂ' (Freebies) ਦੇ ਐਲਾਨਾਂ 'ਤੇ ਰੋਕ ਲਗਾਉਣ ਦੀ ਮੰਗ ਕੀਤੀ ਗਈ ਹੈ। ਚੀਫ਼ ਜਸਟਿਸ ਦੀ ਅਗਵਾਈ ਵਾਲੇ ਬੈਂਚ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਇੱਕ ਅਹਿਮ ਮੁੱਦਾ ਹੈ ਜੋ ਸਿੱਧੇ ਤੌਰ 'ਤੇ ਦੇਸ਼ ਦੀ ਆਰਥਿਕ ਸਿਹਤ ਅਤੇ ਲੋਕਤੰਤਰੀ ਮਰਯਾਦਾ ਨਾਲ ਜੁੜਿਆ ਹੋਇਆ ਹੈ।
ਪਟੀਸ਼ਨਰ ਨੇ ਅਦਾਲਤ ਵਿੱਚ ਦਲੀਲ ਦਿੱਤੀ ਹੈ ਕਿ ਸਿਆਸੀ ਪਾਰਟੀਆਂ ਸੱਤਾ ਹਾਸਲ ਕਰਨ ਲਈ ਅਜਿਹੇ ਵਾਅਦੇ ਕਰਦੀਆਂ ਹਨ ਜਿਨ੍ਹਾਂ ਨੂੰ ਪੂਰਾ ਕਰਨ ਲਈ ਸਰਕਾਰੀ ਖ਼ਜ਼ਾਨੇ 'ਤੇ ਅਰਬਾਂ ਰੁਪਏ ਦਾ ਬੋਝ ਪੈਂਦਾ ਹੈ। ਇਸ ਨਾਲ ਵਿਕਾਸ ਕਾਰਜ ਪ੍ਰਭਾਵਿਤ ਹੁੰਦੇ ਹਨ ਅਤੇ ਸੂਬਿਆਂ ਸਿਰ ਕਰਜ਼ਾ ਲਗਾਤਾਰ ਵਧਦਾ ਜਾਂਦਾ ਹੈ। ਪਟੀਸ਼ਨ ਵਿੱਚ ਇਹ ਵੀ ਮੰਗ ਕੀਤੀ ਗਈ ਹੈ ਕਿ ਚੋਣ ਕਮਿਸ਼ਨ ਨੂੰ ਅਜਿਹੀਆਂ ਪਾਰਟੀਆਂ ਦੀ ਮਾਨਤਾ ਰੱਦ ਕਰਨ ਦੇ ਅਧਿਕਾਰ ਦਿੱਤੇ ਜਾਣ ਜੋ ਗੈਰ-ਵਾਜਬ ਮੁਫ਼ਤ ਸਹੂਲਤਾਂ ਦਾ ਲਾਲਚ ਦਿੰਦੀਆਂ ਹਨ।
ਦੂਜੇ ਪਾਸੇ, ਕੁਝ ਸਿਆਸੀ ਪਾਰਟੀਆਂ ਦਾ ਤਰਕ ਹੈ ਕਿ ਜਨਤਕ ਭਲਾਈ ਦੀਆਂ ਸਕੀਮਾਂ (Welfare Schemes) ਅਤੇ 'ਮੁਫ਼ਤ ਤੋਹਫ਼ਿਆਂ' ਵਿੱਚ ਫਰਕ ਹੁੰਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਅਨੁਸਾਰ ਗਰੀਬਾਂ ਨੂੰ ਮੁਫ਼ਤ ਰਾਸ਼ਨ, ਸਿੱਖਿਆ ਜਾਂ ਸਿਹਤ ਸਹੂਲਤਾਂ ਦੇਣਾ ਸਰਕਾਰ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਹੈ। ਸੁਪਰੀਮ ਕੋਰਟ ਹੁਣ ਇਸ ਗੱਲ ਦੀ ਪੜਤਾਲ ਕਰੇਗੀ ਕਿ 'ਜਨਤਕ ਭਲਾਈ' ਅਤੇ 'ਵੋਟਾਂ ਲਈ ਲਾਲਚ' ਵਿਚਕਾਰ ਕਿੱਥੇ ਲਕੀਰ ਖਿੱਚੀ ਜਾਣੀ ਚਾਹੀਦੀ ਹੈ। ਅਦਾਲਤ ਨੇ ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਕੇਂਦਰ ਸਰਕਾਰ ਨੂੰ ਆਪਣਾ ਪੱਖ ਪੇਸ਼ ਕਰਨ ਲਈ ਕਿਹਾ ਹੈ, ਜਿਸ ਤੋਂ ਬਾਅਦ ਅਗਲੀ ਸੁਣਵਾਈ ਦੀ ਤਾਰੀਖ਼ ਤੈਅ ਕੀਤੀ ਜਾਵੇਗੀ।

They argue that providing free rations, education, or healthcare to the underprivileged is a fundamental duty of the state. The Supreme Court is now set to examine where the line should be drawn between genuine public welfare and electoral bribery. The court has sought the Central Government's stance on the matter, following which the next date of hearing will be scheduled.
