ਪੰਜਾਬ ਸਰਕਾਰ ਦਰਿਆ ਵਿੱਚ ਮਾਈਨਿੰਗ ਮੁੜ ਸ਼ੁਰੂ ਕਰਨ ਦੀ ਤਿਆਰੀ ਵਿੱਚ
ਪੰਜਾਬ ਸਰਕਾਰ ਪਿੰਡ ਦਾਊਦਪੁਰ ਅਤੇ ਫੱਸਿਆਂ ਨੇੜੇ ਸਤਲੁਜ ਦਰਿਆ ਵਿੱਚ ਮਾਈਨਿੰਗ ਮੁੜ ਸ਼ੁਰੂ ਕਰਨ ਦੀ ਤਿਆਰੀ ਕਰ ਰਹੀ ਹੈ, ਜਿਸ ਦਾ ਸਥਾਨਕ ਲੋਕਾਂ ਅਤੇ ਵਾਤਾਵਰਣ ਪ੍ਰੇਮੀਆਂ ਨੇ ਸਖ਼ਤ ਵਿਰੋਧ ਕੀਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਬੰਨ੍ਹ ਦੀ ਸੁਰੱਖਿਆ ਅਤੇ ਵਾਤਾਵਰਣ ਨੂੰ ਖਤਰੇ ਦਾ ਹਵਾਲਾ ਦਿੰਦਿਆਂ ਮਾਈਨਿੰਗ ਰੋਕਣ ਲਈ ਸੰਘਰਸ਼ ਦੀ ਚਿਤਾਵਨੀ ਦਿੱਤੀ ਹੈ। ਸਰਕਾਰ ਨੇ ਸੁਝਾਅ ਅਤੇ ਇਤਰਾਜ਼ ਮੰਗਣ ਲਈ ਪਬਲਿਕ ਨੋਟਿਸ ਜਾਰੀ ਕੀਤਾ ਹੈ।
ਚਮਕੌਰ ਸਾਹਿਬ ਦੇ ਵਾਤਾਵਰਣ ਪ੍ਰੇਮੀਆਂ ਅਤੇ ਸਥਾਨਕ ਲੋਕਾਂ ਨੇ ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਪਿੰਡ ਦਾਊਦਪੁਰ ਅਤੇ ਫੱਸਿਆਂ ਵਿਖੇ ਸਤਲੁਜ ਦਰਿਆ ਵਿੱਚ ਮਾਈਨਿੰਗ ਮੁੜ ਸ਼ੁਰੂ ਕਰਨ ਦੇ ਫੈਸਲੇ ਦਾ ਸਖ਼ਤ ਵਿਰੋਧ ਕੀਤਾ ਹੈ। ਸਰਕਾਰ ਨੇ ਮਾਈਨਿੰਗ ਵਿਭਾਗ ਰਾਹੀਂ ਇਸ ਸਬੰਧੀ ਸੁਝਾਅ ਅਤੇ ਇਤਰਾਜ਼ ਮੰਗਣ ਲਈ ਪਬਲਿਕ ਨੋਟਿਸ ਜਾਰੀ ਕੀਤਾ ਹੈ, ਪਰ ਸਥਾਨਕ ਲੋਕਾਂ ਨੇ ਸਰਕਾਰ ਨੂੰ ਚਿਤਾਵਨੀ ਦਿੱਤੀ ਹੈ ਕਿ ਉਹ ਇਸ ਮਾਈਨਿੰਗ ਨੂੰ ਰੋਕਣ ਲਈ ਸੰਘਰਸ਼ ਕਰਨਗੇ।
ਮੋਰਚੇ ਦੇ ਆਗੂਆਂ ਖੁਸ਼ਵਿੰਦਰ ਸਿੰਘ, ਲਖਬੀਰ ਸਿੰਘ, ਹਾਫਿਜ਼ਾਬਾਦ ਜੁਝਾਰ ਸਿੰਘ ਅਤੇ ਜਸਪ੍ਰੀਤ ਸਿੰਘ ਜੱਸਾ ਨੇ ਦੱਸਿਆ ਕਿ ਮਾਈਨਿੰਗ ਵਿਭਾਗ ਦੇ ਰੂਪਨਗਰ ਦਫਤਰ ਨੇ ਅਖਬਾਰਾਂ ਵਿੱਚ ਇਸ਼ਤਿਹਾਰ ਜਾਰੀ ਕਰਕੇ ਪਿੰਡ ਦਾਊਦਪੁਰ ਅਤੇ ਫੱਸਿਆਂ ਨੇੜੇ ਸਤਲੁਜ ਦਰਿਆ ਵਿੱਚ ਸਰਕਾਰੀ ਰੇਤ ਖੱਡ ਚਲਾਉਣ ਲਈ ਸੁਝਾਅ ਅਤੇ ਇਤਰਾਜ਼ ਮੰਗੇ ਹਨ। ਇਸ ਸਬੰਧੀ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਰੂਪਨਗਰ ਦੀ ਅਗਵਾਈ ਵਿੱਚ ਬਣੀ ਕਮੇਟੀ ਨੇ 15 ਮਈ 2025 ਨੂੰ ਇਨ੍ਹਾਂ ਥਾਵਾਂ ਦਾ ਦੌਰਾ ਕੀਤਾ ਅਤੇ ਮਾਈਨਿੰਗ ਸ਼ੁਰੂ ਕਰਨ ਦੀ ਸਿਫਾਰਸ਼ ਕੀਤੀ। ਸਰਕਾਰ ਨੇ ਇਸ ਸਿਫਾਰਸ਼ ਦੇ ਅਧਾਰ ’ਤੇ ਮਾਈਨਿੰਗ ਸ਼ੁਰੂ ਕਰਨ ਦੀ ਯੋਜਨਾ ਬਣਾਈ ਹੈ।
ਆਗੂਆਂ ਨੇ ਦੱਸਿਆ ਕਿ ਪਿੰਡ ਦਾਊਦਪੁਰ ਅਤੇ ਫੱਸਿਆਂ ਵਿਖੇ ਸਤਲੁਜ ਦਰਿਆ ਦੇ ਬੰਨ੍ਹ ਪਹਿਲਾਂ ਹੀ ਕਮਜ਼ੋਰ ਹੋ ਚੁੱਕੇ ਹਨ। ਪਿਛਲੇ ਸਮੇਂ ਵਿੱਚ ਇੱਥੇ ਬੰਨ੍ਹ ਟੁੱਟਣ ਦੇ ਕੰਢੇ ’ਤੇ ਪਹੁੰਚ ਗਿਆ ਸੀ, ਜਿਸ ਨੂੰ ਸਥਾਨਕ ਨੌਜਵਾਨਾਂ ਅਤੇ ਫੌਜ ਨੇ ਮਿੱਟੀ ਅਤੇ ਥੈਲਿਆਂ ਨਾਲ ਬਚਾਇਆ ਸੀ। ਉਨ੍ਹਾਂ ਨੇ ਦੋਸ਼ ਲਗਾਇਆ ਕਿ ਇਸ ਖੇਤਰ ਵਿੱਚ ਪਹਿਲਾਂ ਹੋਈ ਗੈਰ-ਕਾਨੂੰਨੀ ਮਾਈਨਿੰਗ ਕਾਰਨ ਹੀ ਬੰਨ੍ਹ ਦੀ ਹਾਲਤ ਖਰਾਬ ਹੋਈ। ਸਥਾਨਕ ਲੋਕਾਂ ਨੇ ਪਹਿਲਾਂ ਵੀ ਜੰਗਲਾਤ ਵਿਭਾਗ ਦੀ ਜ਼ਮੀਨ ’ਤੇ ਦਰਿਆ ਦਾ ਪਾਣੀ ਸਿੱਧਾ ਕਰਨ ਅਤੇ ਰੇਤ ਹਟਾਉਣ ਲਈ ਡਰੇਨ ਬਣਾਉਣ ਦੀ ਮੰਗ ਕੀਤੀ ਸੀ। ਇਸ ਮੰਗ ਨੂੰ ਲੈ ਕੇ ਰੂਪਨਗਰ ਵਿੱਚ ਧਰਨਾ ਵੀ ਦਿੱਤਾ ਗਿਆ, ਪਰ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ ਅਤੇ ਮਾਈਨਿੰਗ ਵਿਭਾਗ ਨੇ ਇਸ ਵੱਲ ਧਿਆਨ ਨਹੀਂ ਦਿੱਤਾ।
ਹੁਣ ਸਰਕਾਰ ਵੱਲੋਂ ਉਸੇ ਥਾਂ ’ਤੇ ਮਾਈਨਿੰਗ ਸ਼ੁਰੂ ਕਰਨ ਦੀ ਤਿਆਰੀ ਨੂੰ ਸਥਾਨਕ ਲੋਕਾਂ ਨੇ ਵਾਤਾਵਰਣ ਅਤੇ ਬੰਨ੍ਹ ਦੀ ਸੁਰੱਖਿਆ ਲਈ ਖਤਰਾ ਦੱਸਿਆ ਹੈ। ਮੋਰਚੇ ਦੇ ਆਗੂਆਂ ਨੇ ਸਪੱਸ਼ਟ ਕੀਤਾ ਕਿ ਉਹ ਮਾਈਨਿੰਗ ਦੀ ਇਜਾਜ਼ਤ ਨਹੀਂ ਦੇਣਗੇ ਅਤੇ ਇਸ ਦੇ ਵਿਰੋਧ ਵਿੱਚ ਸੰਘਰਸ਼ ਜਾਰੀ ਰੱਖਣਗੇ। ਐੱਸਡੀਐੱਮ ਅਮਰੀਕ ਸਿੰਘ ਸਿੱਧੂ ਨੇ ਦੱਸਿਆ ਕਿ ਮਾਈਨਿੰਗ ਵਿਭਾਗ ਨੇ ਸਰਕਾਰ ਦੇ ਹੁਕਮਾਂ ਅਨੁਸਾਰ ਇਨ੍ਹਾਂ ਥਾਵਾਂ ਦਾ ਦੌਰਾ ਕੀਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸਥਾਨਕ ਲੋਕਾਂ ਦੇ ਸੁਝਾਅ ਅਤੇ ਇਤਰਾਜ਼ ਲੈ ਕੇ ਜਲਦੀ ਹੀ ਰਿਪੋਰਟ ਸਰਕਾਰ ਨੂੰ ਭੇਜੀ ਜਾਵੇਗੀ।
The Punjab government is preparing to restart mining in the Satluj River near Daudpur and Fassian villages, prompting strong opposition from local residents and environmental activists. The government, through its Mining Department, has issued a public notice seeking suggestions and objections, but locals have warned that they will protest to prevent mining.
Leaders of the movement, including Khushwinder Singh, Lakhbir Singh, Hafizabad Jujhar Singh, and Jaspreet Singh Jassa, stated that the Rupnagar office of the Mining Department published advertisements in newspapers, inviting suggestions and objections for operating a government sand quarry in the Satluj River near Daudpur and Fassian. A committee led by the Rupnagar Deputy Commissioner visited these sites on May 15, 2025, and recommended starting mining operations. Based on this recommendation, the Punjab government plans to initiate mining activities.
The leaders noted that the embankments of the Satluj River near Daudpur and Fassian are already weakened. In the past, these embankments nearly collapsed but were saved by local youth and the army using soil and sandbags. They alleged that the poor condition of the embankments is due to years of illegal mining in the area. Locals had previously demanded that the river’s water flow be straightened and a drain be constructed by removing sand from the Forest Department’s land. They even staged a protest in Rupnagar for this demand, but the district administration and Mining Department have not acted on it.
Now, the government’s plan to restart mining at the same location has been termed a threat to the environment and embankment safety by locals. The movement’s leaders have made it clear that they will not allow mining and will continue their struggle against it. SDM Amrik Singh Sidhu stated that the Mining Department conducted site visits as per government orders. He added that suggestions and objections from locals will be documented, and a report will be sent to the government soon.
