ਮਨੀਪੁਰ 'ਚ ਰਾਸ਼ਟਰਪਤੀ ਰਾਜ ਲਾਗੂ, ਹਿੰਸਾ ਕਾਰਨ ਮੁੱਖ ਮੰਤਰੀ ਦਾ ਅਸਤੀਫ਼ਾ
ਮੁੱਖ ਮੰਤਰੀ ਐੱਨ ਬੀਰੇਨ ਸਿੰਘ ਦੇ ਅਸਤੀਫ਼ੇ ਤੋਂ ਚਾਰ ਦਿਨ ਬਾਅਦ, ਮਨੀਪੁਰ ਵਿੱਚ ਰਾਸ਼ਟਰਪਤੀ ਰਾਜ ਲਾਗੂ ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਇਹ ਫ਼ੈਸਲਾ ਰਾਜਪਾਲ ਅਜੈ ਕੁਮਾਰ ਭੱਲਾ ਵੱਲੋਂ ਰਾਸ਼ਟਰਪਤੀ ਦਰੋਪਦੀ ਮੁਰਮੂ ਨੂੰ ਭੇਜੀ ਗਈ ਰਿਪੋਰਟ ਦੇ ਆਧਾਰ 'ਤੇ ਲਿਆ ਗਿਆ ਹੈ। ਮਈ 2023 ਤੋਂ ਮੇਈਤੀ ਅਤੇ ਕੁਕੀ-ਜ਼ੋ ਸਮੁਦਾਇਆਂ ਵਿਚਕਾਰ ਚੱਲ ਰਹੀਆਂ ਹਿੰਸਕ ਝੜਪਾਂ ਕਾਰਨ ਰਾਜ ਵਿੱਚ ਸਿਆਸੀ ਅਸਥਿਰਤਾ ਵਧ ਗਈ ਸੀ, ਜਿਸ ਨਾਲ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਅਸਤੀਫ਼ਾ ਦਿੱਤਾ। ਹੁਣ ਕੇਂਦਰ ਸਰਕਾਰ ਰਾਜ ਵਿੱਚ ਕਾਨੂੰਨ-ਵਿਵਸਥਾ ਬਹਾਲ ਕਰਨ ਲਈ ਹਸਤਕਸ਼ੇਪ ਕਰ ਰਹੀ ਹੈ।
ਮੁੱਖ ਮੰਤਰੀ ਐੱਨ ਬੀਰੇਨ ਸਿੰਘ ਵੱਲੋਂ ਅਹੁਦੇ ਤੋਂ ਅਸਤੀਫ਼ਾ ਦੇਣ ਤੋਂ ਚਾਰ ਦਿਨ ਬਾਅਦ, ਮਨੀਪੁਰ ਵਿੱਚ ਰਾਸ਼ਟਰਪਤੀ ਰਾਜ ਲਾਗੂ ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਇਹ ਫ਼ੈਸਲਾ ਰਾਜਪਾਲ ਅਜੈ ਕੁਮਾਰ ਭੱਲਾ ਵੱਲੋਂ ਰਾਸ਼ਟਰਪਤੀ ਦਰੋਪਦੀ ਮੁਰਮੂ ਨੂੰ ਭੇਜੀ ਗਈ ਰਿਪੋਰਟ ਦੇ ਆਧਾਰ 'ਤੇ ਲਿਆ ਗਿਆ ਹੈ। ਕੇਂਦਰੀ ਗ੍ਰਹਿ ਮੰਤਰਾਲੇ ਵੱਲੋਂ ਜਾਰੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਮਨੀਪੁਰ ਵਿੱਚ ਅਜਿਹੇ ਹਾਲਾਤ ਬਣ ਗਏ ਸਨ ਕਿ ਸੂਬਾ ਸਰਕਾਰ ਸੰਵਿਧਾਨ ਮੁਤਾਬਕ ਨਹੀਂ ਚੱਲ ਸਕਦੀ ਸੀ। ਨਤੀਜੇ ਵਜੋਂ, ਸੰਵਿਧਾਨ ਦੀ ਧਾਰਾ 356 ਤਹਿਤ ਸਾਰੀਆਂ ਤਾਕਤਾਂ ਰਾਜਪਾਲ ਨੂੰ ਸੌਂਪੀਆਂ ਗਈਆਂ ਹਨ।
ਮਨੀਪੁਰ ਵਿੱਚ ਮਈ 2023 ਤੋਂ ਮੇਈਤੀ ਅਤੇ ਕੁਕੀ-ਜ਼ੋ ਸਮੁਦਾਇਆਂ ਵਿਚਕਾਰ ਹਿੰਸਕ ਝੜਪਾਂ ਚੱਲ ਰਹੀਆਂ ਹਨ, ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਹੁਣ ਤੱਕ 250 ਤੋਂ ਵੱਧ ਲੋਕ ਮਾਰੇ ਜਾ ਚੁੱਕੇ ਹਨ ਅਤੇ ਹਜ਼ਾਰਾਂ ਲੋਕ ਬੇਘਰ ਹੋਏ ਹਨ।
