ਟਰੰਪ ਨੇ ਭਾਰਤ, ਚੀਨ ਸਮੇਤ 23 ਦੇਸ਼ਾਂ ਨੂੰ ਨਸ਼ੀਲੇ ਪਦਾਰਥਾਂ ਦੇ ਉਤਪਾਦਕ ਵਜੋਂ ਨਾਮਜ਼ਦ ਕੀਤਾ
ਅਮਰੀਕੀ ਰਾਸ਼ਟਰਪਤੀ ਡੋਨਲਡ ਟਰੰਪ ਨੇ ਭਾਰਤ, ਚੀਨ ਸਮੇਤ 23 ਦੇਸ਼ਾਂ ਨੂੰ ਗੈਰਕਾਨੂੰਨੀ ਨਸ਼ੀਲੇ ਪਦਾਰਥਾਂ ਦੇ ਉਤਪਾਦਕ ਅਤੇ ਆਵਾਜਾਈ ਲਈ ਜ਼ਿੰਮੇਵਾਰ ਦੱਸਿਆ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਦੇਸ਼ ਅਮਰੀਕਾ ਦੀ ਸੁਰੱਖਿਆ ਲਈ ਖਤਰਾ ਹਨ ਅਤੇ ਚੀਨ ਨੂੰ ਫੈਂਟਾਨਿਲ ਦੇ ਰਸਾਇਣਾਂ ਦੀ ਸਪਲਾਈ ਰੋਕਣ ਦੀ ਮੰਗ ਕੀਤੀ। ਅਫਗਾਨਿਸਤਾਨ ਸਮੇਤ ਪੰਜ ਦੇਸ਼ਾਂ ਨੂੰ ਨਸ਼ਾ ਵਿਰੋਧੀ ਯਤਨਾਂ ਵਿੱਚ ਨਾਕਾਮ ਦੱਸਿਆ ਗਿਆ।
ਅਮਰੀਕੀ ਰਾਸ਼ਟਰਪਤੀ ਡੋਨਲਡ ਟਰੰਪ ਨੇ ਭਾਰਤ, ਚੀਨ, ਅਫਗਾਨਿਸਤਾਨ ਅਤੇ ਪਾਕਿਸਤਾਨ ਸਮੇਤ 23 ਦੇਸ਼ਾਂ ਨੂੰ ਪ੍ਰਮੁੱਖ ਨਸ਼ੀਲੇ ਪਦਾਰਥਾਂ ਦੀ ਆਵਾਜਾਈ ਜਾਂ ਗੈਰਕਾਨੂੰਨੀ ਨਸ਼ੀਲੇ ਪਦਾਰਥਾਂ ਦੇ ਉਤਪਾਦਕ ਦੇਸ਼ਾਂ ਵਜੋਂ ਨਾਮਜ਼ਦ ਕੀਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਦੇਸ਼ ਗੈਰਕਾਨੂੰਨੀ ਨਸ਼ੀਲੇ ਪਦਾਰਥਾਂ ਅਤੇ ਰਸਾਇਣਾਂ ਦਾ ਨਿਰਮਾਣ ਅਤੇ ਤਸਕਰੀ ਕਰਕੇ ਅਮਰੀਕਾ ਦੀ ਸੁਰੱਖਿਆ ਅਤੇ ਇਸ ਦੇ ਨਾਗਰਿਕਾਂ ਲਈ ਖਤਰਾ ਬਣ ਰਹੇ ਹਨ।
ਟਰੰਪ ਨੇ ਸੋਮਵਾਰ ਨੂੰ ਅਮਰੀਕੀ ਕਾਂਗਰਸ ਨੂੰ ਸੌਂਪੇ ‘ਰਾਸ਼ਟਰਪਤੀ ਨਿਰਧਾਰਨ’ ਵਿੱਚ ਇਨ੍ਹਾਂ 23 ਦੇਸ਼ਾਂ ਦੀ ਸੂਚੀ ਜਾਰੀ ਕੀਤੀ। ਇਸ ਸੂਚੀ ਵਿੱਚ ਅਫਗਾਨਿਸਤਾਨ, ਬਹਾਮਾਸ, ਬੇਲੀਜ਼, ਬੋਲੀਵੀਆ, ਬਰਮਾ, ਚੀਨ, ਕੋਲੰਬੀਆ, ਕੋਸਟਾ ਰੀਕਾ, ਡੋਮਿਨਿਕਨ ਰਿਪਬਲਿਕ, ਇਕਵਾਡੋਰ, ਅਲ ਸਲਵਾਡੋਰ, ਗੁਆਟੇਮਾਲਾ, ਹੈਤੀ, ਹੌਂਡੁਰਸ, ਭਾਰਤ, ਜਮਾਇਕਾ, ਲਾਓਸ, ਮੈਕਸੀਕੋ, ਨਿਕਾਰਾਗੁਆ, ਪਾਕਿਸਤਾਨ, ਪਨਾਮਾ, ਪੇਰੂ ਅਤੇ ਵੈਨੇਜ਼ੁਏਲਾ ਸ਼ਾਮਲ ਹਨ। ਵ੍ਹਾਈਟ ਹਾਊਸ ਨੇ ਦੱਸਿਆ ਕਿ ਇਹ ‘ਪ੍ਰਮੁੱਖ ਦੇਸ਼ਾਂ ਦੀ ਸੂਚੀ’ ਉਨ੍ਹਾਂ ਮੁਲਕਾਂ ਨੂੰ ਦਰਸਾਉਂਦੀ ਹੈ, ਜੋ ਅਮਰੀਕਾ ਵਿੱਚ ਗੈਰਕਾਨੂੰਨੀ ਨਸ਼ੀਲੇ ਪਦਾਰਥਾਂ ਦੀ ਸਪਲਾਈ ਅਤੇ ਆਵਾਜਾਈ ਲਈ ਜ਼ਿੰਮੇਵਾਰ ਹਨ।
ਅਮਰੀਕੀ ਵਿਦੇਸ਼ ਵਿਭਾਗ ਨੇ ਇਸ ਸੂਚੀ ਦਾ ਐਲਾਨ ਕਰਦਿਆਂ ਸਪੱਸ਼ਟ ਕੀਤਾ ਕਿ ਕਿਸੇ ਦੇਸ਼ ਦਾ ਇਸ ਸੂਚੀ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣਾ ਇਹ ਨਹੀਂ ਦਰਸਾਉਂਦਾ ਕਿ ਉਸ ਦੀ ਸਰਕਾਰ ਨਸ਼ੀਲੇ ਪਦਾਰਥਾਂ ਵਿਰੁੱਧ ਕੋਈ ਯਤਨ ਨਹੀਂ ਕਰ ਰਹੀ। ਸਗੋਂ, ਇਹ ਸੂਚੀ ਭੂਗੋਲਿਕ, ਵਪਾਰਕ ਅਤੇ ਆਰਥਿਕ ਕਾਰਨਾਂ ’ਤੇ ਅਧਾਰਤ ਹੈ, ਜੋ ਨਸ਼ੀਲੇ ਪਦਾਰਥਾਂ ਜਾਂ ਰਸਾਇਣਾਂ ਦੀ ਆਵਾਜਾਈ ਜਾਂ ਉਤਪਾਦਨ ਨੂੰ ਸੰਭਵ ਬਣਾਉਂਦੇ ਹਨ। ਪੰਜ ਦੇਸ਼ਾਂ—ਅਫਗਾਨਿਸਤਾਨ, ਬੋਲੀਵੀਆ, ਬਰਮਾ, ਕੋਲੰਬੀਆ ਅਤੇ ਵੈਨੇਜ਼ੁਏਲਾ—ਨੂੰ ਟਰੰਪ ਨੇ ‘ਨਸ਼ੀਲੇ ਪਦਾਰਥਾਂ ਵਿਰੁੱਧ ਲੋੜੀਂਦੇ ਯਤਨਾਂ ਵਿੱਚ ਨਾਕਾਮ’ ਦੱਸਿਆ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਆਪਣੀਆਂ ਕੋਸ਼ਿਸ਼ਾਂ ਵਧਾਉਣ ਲਈ ਕਿਹਾ।
ਟਰੰਪ ਨੇ ਖਾਸ ਤੌਰ ’ਤੇ ਚੀਨ ’ਤੇ ਨਿਸ਼ਾਨਾ ਸਾਧਦਿਆਂ ਕਿਹਾ ਕਿ ਚੀਨ ਗੈਰਕਾਨੂੰਨੀ ਫੈਂਟਾਨਿਲ ਦੇ ਉਤਪਾਦਨ ਲਈ ਰਸਾਇਣਾਂ ਦਾ ਸਭ ਤੋਂ ਵੱਡਾ ਸਪਲਾਇਰ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਚੀਨ ਦੀ ਸਰਕਾਰ ਨੂੰ ਇਨ੍ਹਾਂ ਰਸਾਇਣਾਂ ਦੀ ਸਪਲਾਈ ਰੋਕਣ ਅਤੇ ਨਸ਼ੀਲੇ ਪਦਾਰਥਾਂ ਦੀ ਤਸਕਰੀ ਕਰਨ ਵਾਲਿਆਂ ਵਿਰੁੱਧ ਸਖ਼ਤ ਕਾਰਵਾਈ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ। ਇਸ ਦੇ ਨਾਲ ਹੀ, ਅਫਗਾਨਿਸਤਾਨ ਬਾਰੇ ਟਰੰਪ ਨੇ ਕਿਹਾ ਕਿ ਤਾਲਿਬਾਨ ਦੇ ਨਸ਼ਿਆਂ ’ਤੇ ਪਾਬੰਦੀ ਦੇ ਐਲਾਨ ਦੇ ਬਾਵਜੂਦ, ਨਸ਼ੀਲੇ ਪਦਾਰਥਾਂ ਦਾ ਉਤਪਾਦਨ ਅਤੇ ਸਟਾਕ ਅਜੇ ਵੀ ਜਾਰੀ ਹੈ, ਜਿਸ ਵਿੱਚ ਮੈਥਾਮਫੇਟਾਮਾਈਨ ਦੀ ਵਧਦੀ ਉਤਪਾਦਨ ਸ਼ਾਮਲ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਇਸ ਨਸ਼ੇ ਦੇ ਵਪਾਰ ਦੀ ਕਮਾਈ ਅੰਤਰਰਾਸ਼ਟਰੀ ਅੱਤਵਾਦੀਆਂ ਅਤੇ ਅਪਰਾਧੀ ਸਮੂਹਾਂ ਨੂੰ ਸਹਾਇਤਾ ਕਰਦੀ ਹੈ।
ਟਰੰਪ ਨੇ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਅਮਰੀਕਾ ਇਸ ਗੈਰਕਾਨੂੰਨੀ ਨਸ਼ੀਲੇ ਪਦਾਰਥਾਂ ਦੀ ਸਮੱਸਿਆ ਨਾਲ ਨਜਿੱਠਣ ਲਈ ਪੂਰੀ ਤਰ੍ਹਾਂ ਵਚਨਬੱਧ ਹੈ। ਵ੍ਹਾਈਟ ਹਾਊਸ ਨੇ ਕਿਹਾ ਕਿ ਟਰੰਪ ਦੀ ਅਗਵਾਈ ਵਿੱਚ ਅਮਰੀਕਾ ਦੇ ਨਸ਼ਾ ਨਿਯੰਤਰਣ ਨੀਤੀ ਦਫਤਰ (ONDCP) ਇਨ੍ਹਾਂ ਦੇਸ਼ਾਂ ਨੂੰ ਜਵਾਬਦੇਹ ਬਣਾਉਣ ਅਤੇ ਅਮਰੀਕਾ ਵਿੱਚ ਨਸ਼ੀਲੇ ਪਦਾਰਥਾਂ ਦੀ ਸਪਲਾਈ ਰੋਕਣ ਲਈ ਹਰ ਸੰਭਵ ਕਦਮ ਚੁੱਕੇਗਾ।
US President Donald Trump has designated 23 countries, including India, China, Afghanistan, and Pakistan, as major drug trafficking or illegal drug producers. He stated that these countries, by manufacturing and trafficking illegal drugs and chemicals, pose a threat to the safety of the United States and its citizens.
In a ‘Presidential Determination’ submitted to the US Congress on Monday, Trump released a list of these 23 countries. The list includes Afghanistan, the Bahamas, Belize, Bolivia, Burma, China, Colombia, Costa Rica, the Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, Honduras, India, Jamaica, Laos, Mexico, Nicaragua, Pakistan, Panama, Peru, and Venezuela. The White House clarified that this ‘Major’s List’ identifies countries responsible for the supply and trafficking of illegal drugs into the US.
The US State Department announced this list, stating that a country’s inclusion does not necessarily reflect a lack of counternarcotics efforts by its government. Instead, the list is based on geographic, commercial, and economic factors that enable drug trafficking or production. Trump specifically named five countries—Afghanistan, Bolivia, Burma, Colombia, and Venezuela—as having “failed demonstrably” in their counternarcotics efforts and urged them to strengthen their actions.
Targeting China, Trump noted that it is the largest supplier of chemicals used in illegal fentanyl production. He demanded that the Chinese government take strict measures to stop the supply of these chemicals and act against drug traffickers. Regarding Afghanistan, Trump said that despite the Taliban’s announced ban on drugs, production and stockpiling of illegal drugs, including methamphetamine, continue. He added that the revenue from this drug trade supports international terrorists and criminal groups.
Trump emphasized that the US is fully committed to tackling the issue of illegal drugs. The White House stated that under Trump’s leadership, the Office of National Drug Control Policy (ONDCP) will take all possible steps to hold these countries accountable and prevent the flow of illegal drugs into the US.
