ਡੀਆਈਜੀ ਭੁੱਲਰ ਵਿਰੁੱਧ ਵੱਧ ਜਾਇਦਾਦ ਦਾ ਨਵਾਂ ਕੇਸ
ਸੀਬੀਆਈ ਨੇ ਰਿਸ਼ਵਤ ਮਾਮਲੇ ਵਿੱਚ ਗ੍ਰਿਫ਼ਤਾਰ ਪੰਜਾਬ ਦੇ ਸਾਬਕਾ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਵਿਰੁੱਧ ਸਰੋਤਾਂ ਤੋਂ ਵੱਧ ਜਾਇਦਾਦ ਦਾ ਨਵਾਂ ਕੇਸ ਦਰਜ ਕੀਤਾ ਹੈ। ਉਸ ਦੇ ਘਰ ਤੋਂ 7.36 ਕਰੋੜ ਨਕਦ, 2.32 ਕਰੋੜ ਦੇ ਗਹਿਣੇ, 5 ਗੱਡੀਆਂ ਅਤੇ 150 ਏਕੜ ਜ਼ਮੀਨਾਂ ਬਰਾਮਦ ਹੋਈਆਂ ਹਨ, ਜੋ ਉਸ ਦੀ ਆਮਦਨ ਤੋਂ ਕਿਤੇ ਜ਼ਿਆਦਾ ਹਨ। ਦਲਾਲ ਕ੍ਰਿਸ਼ਨੂੰ ਸ਼ਾਰਦਾ ਨੂੰ 9 ਦਿਨਾਂ ਦਾ ਰੀਮੰਡ ਮਿਲਿਆ ਹੈ ਅਤੇ ਵਿਦੇਸ਼ੀ ਜਾਇਦਾਦਾਂ ਦੀ ਵੀ ਜਾਂਚ ਹੋਵੇਗੀ।
ਕੇਂਦਰੀ ਜਾਂਚ ਬਿਊਰੋ (ਸੀਬੀਆਈ) ਨੇ ਰਿਸ਼ਵਤਖੋਰੀ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤੇ ਗਏ ਪੰਜਾਬ ਦੇ ਸਾਬਕਾ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਵਿਰੁੱਧ ਸਰੋਤਾਂ ਤੋਂ ਵੱਧ ਜਾਇਦਾਦ ਬਣਾਉਣ ਸਬੰਧੀ ਇੱਕ ਨਵਾਂ ਕੇਸ ਦਰਜ ਕੀਤਾ ਹੈ। ਸੀਬੀਆਈ ਦੀ ਚੰਡੀਗੜ੍ਹ ਬ੍ਰਾਂਚ ਨੇ ਇੰਸਪੈਕਟਰ ਸੋਨਲ ਮਿਸ਼ਰਾ ਦੀ ਸ਼ਿਕਾਇਤ ’ਤੇ ਇਹ ਕੇਸ ਰਜਿਸਟਰ ਕੀਤਾ ਹੈ। ਸੀਬੀਆਈ ਨੇ ਇਸ ਵੱਧ ਜਾਇਦਾਦ ਵਾਲੇ ਮਾਮਲੇ ਦੀ ਵੀ ਜਾਂਚ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੀ ਹੈ।
ਸੀਬੀਆਈ ਨੇ 16 ਅਕਤੂਬਰ ਨੂੰ ਮੰਡੀ ਗੋਬਿੰਦਗੜ੍ਹ ਵਿੱਚ ਰਹਿਣ ਵਾਲੇ ਸਕ੍ਰੈਪ ਡੀਲਰ ਅਕਾਸ਼ ਬੱਤਾ ਤੋਂ ‘ਸੇਵਾ ਪਾਣੀ’ ਦੇ ਨਾਮ ’ਤੇ 5 ਲੱਖ ਰੁਪਏ ਲੈਂਦਿਆਂ ਕ੍ਰਿਸ਼ਨੂੰ ਸ਼ਾਰਦਾ ਨੂੰ ਚੰਡੀਗੜ੍ਹ ਤੋਂ ਰੰਗੇ ਹੱਥੀਂ ਕਾਬੂ ਕੀਤਾ ਸੀ। ਉਸ ਨੇ ਬੱਤਾ ਦਾ ਪੁਰਾਣਾ ਕੇਸ ਨਿਬੇੜਨ ਲਈ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਦੇ ਨਾਮ ’ਤੇ ਇਹ ਰਕਮ ਲਈ ਸੀ। ਇਸ ਤੋਂ ਬਾਅਦ ਸੀਬੀਆਈ ਨੇ ਭੁੱਲਰ ਨੂੰ 16 ਅਕਤੂਬਰ ਨੂੰ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰ ਲਿਆ ਸੀ ਅਤੇ ਉਸ ਦੀ ਚੰਡੀਗੜ੍ਹ ਦੇ ਸੈਕਟਰ-40 ਵਾਲੀ ਰਿਹਾਇਸ਼ ’ਤੇ ਛਾਪਾ ਮਾਰਿਆ ਸੀ। ਛਾਪੇ ਦੌਰਾਨ ਸੀਬੀਆਈ ਨੂੰ 7.36 ਕਰੋੜ ਰੁਪਏ ਨਕਦ ਅਤੇ ਭੁੱਲਰ ਦੇ ਬੈੱਡਰੂਮ ਵਿੱਚੋਂ 2.32 ਕਰੋੜ ਰੁਪਏ ਦੇ ਢਾਈ ਕਿੱਲੋ ਦੇ ਕਰੀਬ ਸੋਨੇ ਤੇ ਚਾਂਦੀ ਦੇ ਗਹਿਣੇ ਮਿਲੇ ਸਨ। ਸੀਬੀਆਈ ਨੇ ਘਰ ਵਿੱਚੋਂ 26 ਮਹਿੰਗੀਆਂ ਘੜੀਆਂ, 2.95 ਕਰੋੜ ਰੁਪਏ ਵਾਲੀਆਂ 5 ਗੱਡੀਆਂ ਅਤੇ ਜਾਇਦਾਦਾਂ ਦੇ ਦਸਤਾਵੇਜ਼ ਬਰਾਮਦ ਕੀਤੇ ਸਨ। ਜਾਂਚ ਵਿੱਚ ਸੀਬੀਆਈ ਨੂੰ ਭੁੱਲਰ ਦੀ ਮੁਹਾਲੀ, ਹੁਸ਼ਿਆਰਪੁਰ ਅਤੇ ਲੁਧਿਆਣਾ ਵਿੱਚ 150 ਏਕੜ ਦੇ ਕਰੀਬ ਖੇਤੀਬਾੜੀ ਜ਼ਮੀਨ ਅਤੇ ਹੋਰ ਵਪਾਰਕ ਜਾਇਦਾਦਾਂ ਦਾ ਪਤਾ ਚੱਲਿਆ ਸੀ।
ਜਾਂਚ ਦੌਰਾਨ ਇਹ ਗੱਲ ਸਾਹਮਣੇ ਆਈ ਕਿ ਹਰਚਰਨ ਭੁੱਲਰ ਨੇ ਵਿੱਤੀ ਵਰ੍ਹਾ 2024-25 ਦੀ ਸਾਲਾਨਾ ਇਨਕਮ ਟੈਕਸ ਰਿਟਰਨ ਵਿੱਚ 45.95 ਲੱਖ ਰੁਪਏ ਦੀ ਆਮਦਨ ਦੱਸੀ ਹੈ ਜਿਸ ਵਿੱਚੋਂ 13.82 ਲੱਖ ਰੁਪਏ ਟੈਕਸ ਅਦਾ ਕੀਤਾ। ਇਹ ਵੀ ਪਤਾ ਲੱਗਾ ਹੈ ਕਿ ਸਾਬਕਾ ਡੀਆਈਜੀ ਦੇ ਘਰੋਂ ਬਰਾਮਦ ਨਕਦੀ, ਗਹਿਣੇ ਅਤੇ ਹੋਰ ਜਾਇਦਾਦਾਂ ਉਸ ਦੀ ਆਮਦਨ ਦੇ ਸਰੋਤਾਂ ਨਾਲੋਂ ਕਈ ਗੁਣਾ ਵੱਧ ਹਨ।
ਵਿਦੇਸ਼ਾਂ ਵਿੱਚ ਜਾਇਦਾਦਾਂ ਦੀ ਜਾਂਚ
ਸੀਬੀਆਈ ਨੂੰ ਸਾਬਕਾ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਦੇ ਘਰ, ਫਾਰਮ ਹਾਊਸ ਅਤੇ ਹੋਰ ਥਾਵਾਂ ’ਤੇ ਛਾਪਿਆਂ ਦੌਰਾਨ ਵਿਦੇਸ਼ਾਂ ਵਿੱਚ ਕਈ ਜਾਇਦਾਦਾਂ ਹੋਣ ਦੀ ਸੂਝ ਲੱਗੀ ਹੈ। ਸੀਬੀਆਇ ਵੱਲੋਂ ਇਸ ਮਾਮਲੇ ਦੀ ਜਾਂਚ ਵਿੱਚ ਹਰਚਰਨ ਭੁੱਲਰ ਦੇ ਭਾਰਤ ਤੇ ਵਿਦੇਸ਼ਾਂ ਵਿੱਚ ਹੋਰ ਜਾਇਦਾਦਾਂ ਅਤੇ ਸੰਪਤੀਆਂ ਦੇ ਵੇਰਵੇ ਲੱਭੇ ਜਾਣਗੇ।
ਦਲਾਲ ਕ੍ਰਿਸ਼ਨੂੰ ਨੂੰ 9 ਦਿਨ ਦਾ ਰੀਮੰਡ
ਚੰਡੀਗੜ੍ਹ ਵਾਲੀ ਸੀਬੀਆਈ ਦੀ ਖਾਸ ਅਦਾਲਤ ਨੇ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਮਾਮਲੇ ਵਿੱਚ ਸਾਬਕਾ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਨਾਲ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤੇ ਗਏ ਦਲਾਲ ਕ੍ਰਿਸ਼ਨੂੰ ਸ਼ਾਰਦਾ ਨੂੰ 9 ਦਿਨਾਂ ਦਾ ਰੀਮੰਡ ਦੇ ਦਿੱਤਾ ਹੈ। ਸੀਬੀਆਈ ਨੂੰ ਇਸ ਮਾਮਲੇ ਵਿੱਚ 10 ਦਿਨਾਂ ਦੀ ਜਾਂਚ ਵਿੱਚ ਕਈ ਤਰ੍ਹਾਂ ਦੇ ਖੁਲਾਸੇ ਹੋਏ ਹਨ। ਇਸ ਲਈ ਸੀਬੀਆਈ ਨੇ 27 ਅਕਤੂਬਰ ਨੂੰ ਚੰਡੀਗੜ੍ਹ ਸੀਬੀਆਈ ਅਦਾਲਤ ਵਿੱਚ ਅਰਜ਼ੀ ਦੇ ਕੇ ਕ੍ਰਿਸ਼ਨੂੰ ਸ਼ਾਰਦਾ ਨੂੰ 12 ਦਿਨਾਂ ਦਾ ਰੀਮੰਡ ਮੰਗਿਆ ਸੀ। ਬੀਤੇ ਦਿਨ ਕ੍ਰਿਸ਼ਨੂੰ ਨੂੰ ਵੀਡੀਓ ਕਾਨਫਰੰਸਿੰਗ ਰਾਹੀਂ ਅਦਾਲਤ ਵਿੱਚ ਪੇਸ਼ ਕੀਤਾ ਗਿਆ ਸੀ। ਅੱਜ ਦੀ ਸੁਣਵਾਈ ਵਿੱਚ ਕ੍ਰਿਸ਼ਨੂੰ ਅਦਾਲਤ ਵਿੱਚ ਹਾਜ਼ਰ ਸੀ।
The Central Bureau of Investigation (CBI) has registered a disproportionate assets case against former Punjab DIG Harcharan Singh Bhullar, who was arrested in a bribery case. The Chandigarh branch of CBI filed this case on the complaint of Inspector Sonam Mishra and has started investigation into this excess property matter.
On October 16, CBI caught Krishanu Sharda red-handed in Chandigarh while taking Rs 5 lakh as "sewa pani" from scrap dealer Akash Batta of Mandi Gobindgarh. He was taking this amount in the name of Harcharan Singh Bhullar to settle Batta's old case. After this, CBI arrested Bhullar on October 16 and raided his residence in Sector-40, Chandigarh. During the raid, CBI recovered Rs 7.36 crore in cash and about 2.5 kg of gold and silver jewelry worth Rs 2.32 crore from Bhullar's bedroom. CBI also seized 26 expensive watches, 5 cars worth Rs 2.95 crore, and property documents from the house. The probe revealed Bhullar owns about 150 acres of agricultural land in Mohali, Hoshiarpur, and Ludhiana, along with other commercial properties.
During the investigation, it came to light that Harcharan Bhullar declared an income of Rs 45.95 lakh in his annual income tax return for financial year 2024-25, out of which he paid Rs 13.82 lakh as tax. It was also found that the cash, jewelry, and other assets recovered from the former DIG's house are many times more than his sources of income.
Investigation into Foreign Properties
CBI got clues of several properties in foreign countries during raids at former DIG Harcharan Singh Bhullar's house, farmhouse, and other places. During the probe of this case, details of Bhullar's assets and properties in India and abroad will be investigated.
Middleman Krishanu Gets 9-Day Remand
The special CBI court in Chandigarh has sent middleman Krishanu Sharda, arrested with former DIG Harcharan Singh Bhullar in the corruption case, to 9-day remand. CBI made several revelations during 10 days of investigation in this case. That's why CBI filed an application in the Chandigarh CBI court on October 27 seeking 12-day remand for Krishanu Sharda. The previous day, Krishanu was produced in court via video conferencing. Today, during the hearing, Krishanu was present in court.
