ਇਜ਼ਰਾਇਲੀ ਹਮਲੇ ਦੇ ਵਿਰੋਧ ’ਚ ਮੁਸਲਿਮ ਮੁਲਕਾਂ ਦੀ ਮੀਟਿੰਗ
ਕਤਰ ਨੇ ਇਜ਼ਰਾਇਲ ਦੇ ਦੋਹਾ ਵਿੱਚ ਹਮਾਸ ਆਗੂਆਂ ’ਤੇ ਹਮਲੇ ਦੀ ਨਿੰਦਾ ਲਈ ਅਰਬ ਅਤੇ ਮੁਸਲਿਮ ਦੇਸ਼ਾਂ ਦਾ ਸੰਮੇਲਨ ਕਰਵਾਇਆ, ਜਿਸ ਵਿੱਚ 60 ਦੇਸ਼ਾਂ ਨੇ ਹਿੱਸਾ ਲਿਆ। ਸੰਮੇਲਨ ਵਿੱਚ ਇਜ਼ਰਾਇਲ ਨਾਲ ਸਬੰਧਾਂ ਦੀ ਸਮੀਖਿਆ ਅਤੇ ਕਾਨੂੰਨੀ ਕਾਰਵਾਈ ਦੀ ਮੰਗ ਕੀਤੀ ਗਈ। ਕਤਰ ਨੇ ਜੰਗਬੰਦੀ ਲਈ ਵਿਚੋਲਗੀ ਜਾਰੀ ਰੱਖਣ ਦਾ ਵਾਅਦਾ ਕੀਤਾ।
ਪਿਛਲੇ ਹਫਤੇ ਕਤਰ ਦੀ ਰਾਜਧਾਨੀ ਦੋਹਾ ਵਿੱਚ ਹਮਾਸ ਦੇ ਆਗੂਆਂ ’ਤੇ ਇਜ਼ਰਾਇਲ ਦੇ ਹਮਲੇ ਤੋਂ ਬਾਅਦ, ਕਤਰ ਨੇ ਸੋਮਵਾਰ ਨੂੰ ਅਰਬ ਅਤੇ ਇਸਲਾਮੀ ਦੇਸ਼ਾਂ ਦੇ ਆਗੂਆਂ ਦਾ ਇੱਕ ਸੰਮੇਲਨ ਕਰਵਾਇਆ। ਇਸ ਸੰਮੇਲਨ ਵਿੱਚ ਲਗਪਗ 60 ਦੇਸ਼ਾਂ ਨੇ ਹਿੱਸਾ ਲਿਆ, ਜਿਨ੍ਹਾਂ ਨੇ ਇਜ਼ਰਾਇਲ ਦੇ ਇਸ ਹਮਲੇ ਦੀ ਸਖਤ ਨਿੰਦਾ ਕੀਤੀ। ਕਤਰ ਦੇ ਅਮੀਰ ਸ਼ੇਖ ਤਮੀਮ ਬਿਨ ਹਮਦ ਅਲ ਥਾਨੀ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਹਮਲਾ ਕੌਮਾਂਤਰੀ ਕਾਨੂੰਨ ਅਤੇ ਮਨੁੱਖੀ ਸਿਧਾਂਤਾਂ ਦੀ ਉਲੰਘਣਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਅਰਬ ਅਤੇ ਮੁਸਲਿਮ ਦੇਸ਼ਾਂ ਨੂੰ ਇੱਕਜੁਟ ਹੋ ਕੇ ਇਜ਼ਰਾਇਲ ਦੇ ਵਿਰੁੱਧ ਕਾਰਵਾਈ ਕਰਨ ਦੀ ਅਪੀਲ ਕੀਤੀ।
ਕਤਰ ਦੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਅਤੇ ਵਿਦੇਸ਼ ਮੰਤਰੀ ਸ਼ੇਖ ਮੁਹੰਮਦ ਬਿਨ ਅਬਦੁਲਰਹਿਮਾਨ ਅਲ ਥਾਨੀ ਨੇ ਕਿਹਾ, “ਕੌਮਾਂਤਰੀ ਭਾਈਚਾਰੇ ਨੂੰ ਦੋਹਰੇ ਮਾਪਦੰਡ ਛੱਡ ਕੇ ਇਜ਼ਰਾਇਲ ਨੂੰ ਸਜ਼ਾ ਦੇਣੀ ਚਾਹੀਦੀ ਹੈ।” ਇਸ ਸੰਮੇਲਨ ਵਿੱਚ ਇਰਾਨ ਦੇ ਰਾਸ਼ਟਰਪਤੀ ਮਸੂਦ ਪੇਜ਼ੇਸ਼ਕੀਅਨ ਨੇ ਵੀ ਹਿੱਸਾ ਲਿਆ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਇਜ਼ਰਾਇਲ ਨੇ 7 ਅਕਤੂਬਰ 2023 ਤੋਂ ਬਾਅਦ ਕਈ ਮੁਸਲਿਮ ਦੇਸ਼ਾਂ ’ਤੇ ਹਮਲੇ ਕੀਤੇ ਹਨ, ਜਿਸ ਵਿੱਚ ਗਾਜ਼ਾ, ਲਿਬਨਾਨ, ਸੀਰੀਆ, ਯਮਨ ਅਤੇ ਹੁਣ ਕਤਰ ਸ਼ਾਮਲ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਇਜ਼ਰਾਇਲ ਨੂੰ “ਖੇਤਰ ਵਿੱਚ ਅੱਤਵਾਦ ਫੈਲਾਉਣ ਵਾਲਾ” ਕਰਾਰ ਦਿੱਤਾ।
ਇਸ ਸੰਮੇਲਨ ਦਾ ਮੁੱਖ ਮਕਸਦ ਗਾਜ਼ਾ ਵਿੱਚ ਜਾਰੀ ਜੰਗ ਨੂੰ ਰੋਕਣ ਅਤੇ ਇਜ਼ਰਾਇਲ ਦੇ ਹਮਲਿਆਂ ਨੂੰ ਰੋਕਣ ਲਈ ਇੱਕ ਸਾਂਝੀ ਰਣਨੀਤੀ ਬਣਾਉਣਾ ਸੀ। ਸੰਮੇਲਨ ਦੇ ਅੰਤ ਵਿੱਚ ਜਾਰੀ ਬਿਆਨ ਵਿੱਚ ਦੇਸ਼ਾਂ ਨੇ ਇਜ਼ਰਾਇਲ ਨਾਲ ਸਬੰਧਾਂ ਦੀ ਸਮੀਖਿਆ ਕਰਨ ਅਤੇ ਕਾਨੂੰਨੀ ਕਾਰਵਾਈ ਸ਼ੁਰੂ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ। ਹਾਲਾਂਕਿ, ਕੁਝ ਦੇਸ਼ਾਂ ਜਿਨ੍ਹਾਂ ਦੇ ਇਜ਼ਰਾਇਲ ਨਾਲ ਕੂਟਨੀਤਕ ਸਬੰਧ ਹਨ, ਜਿਵੇਂ ਮਿਸਰ, ਜਾਰਡਨ ਅਤੇ ਸੰਯੁਕਤ ਅਰਬ ਅਮੀਰਾਤ, ਨੇ ਇਨ੍ਹਾਂ ਸਬੰਧਾਂ ਨੂੰ ਤੋੜਨ ਦੀ ਬਜਾਏ ਸੰਭਾਵੀ ਕਾਨੂੰਨੀ ਅਤੇ ਆਰਥਿਕ ਕਾਰਵਾਈ ’ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ।
ਸੰਯੁਕਤ ਰਾਸ਼ਟਰ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕੌਂਸਲ ਨੇ ਵੀ ਇਸ ਮੁੱਦੇ ’ਤੇ ਮੰਗਲਵਾਰ ਨੂੰ ਜਨੇਵਾ ਵਿੱਚ ਇੱਕ ਐਮਰਜੈਂਸੀ ਬੈਠਕ ਬੁਲਾਈ, ਜਿਸ ਵਿੱਚ ਇਜ਼ਰਾਇਲ ਦੇ 9 ਸਤੰਬਰ ਦੇ ਹਮਲੇ ’ਤੇ ਵਿਚਾਰ-ਚਰਚਾ ਕੀਤੀ ਜਾਵੇਗੀ। ਇਸ ਹਮਲੇ ਵਿੱਚ ਪੰਜ ਹਮਾਸ ਮੈਂਬਰਾਂ ਅਤੇ ਇੱਕ ਕਤਰੀ ਸੁਰੱਖਿਆ ਅਧਿਕਾਰੀ ਦੀ ਮੌਤ ਹੋਈ ਸੀ। ਕਤਰ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਹਮਲਾ ਉਸ ਸਮੇਂ ਹੋਇਆ ਜਦੋਂ ਹਮਾਸ ਦੇ ਆਗੂ ਅਮਰੀਕਾ ਦੇ ਜੰਗਬੰਦੀ ਪ੍ਰਸਤਾਵ ’ਤੇ ਵਿਚਾਰ ਕਰ ਰਹੇ ਸਨ।
ਇਸ ਦੌਰਾਨ, ਅਮਰੀਕੀ ਵਿਦੇਸ਼ ਮੰਤਰੀ ਮਾਰਕੋ ਰੂਬੀਓ ਨੇ ਇਜ਼ਰਾਇਲ ਦੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਬੈਂਜਾਮਿਨ ਨੇਤਨਯਾਹੂ ਨਾਲ ਮੁਲਾਕਾਤ ਕੀਤੀ ਅਤੇ ਇਜ਼ਰਾਇਲ ਦੇ ਸਮਰਥਨ ਦੀ ਪੁਸ਼ਟੀ ਕੀਤੀ। ਨੇਤਨਯਾਹੂ ਨੇ ਕਿਹਾ ਕਿ ਉਹ ਹਮਾਸ ਦੇ ਆਗੂਆਂ ਨੂੰ ਜਿੱਥੇ ਵੀ ਹੋਣਗੇ, ਨਿਸ਼ਾਨਾ ਬਣਾਉਣਗੇ। ਇਸ ਹਮਲੇ ਨੇ ਖਾੜੀ ਦੇਸ਼ਾਂ ਵਿੱਚ ਅਮਰੀਕਾ ਦੀ ਸੁਰੱਖਿਆ ਗਾਰੰਟੀ ’ਤੇ ਵੀ ਸਵਾਲ ਖੜ੍ਹੇ ਕੀਤੇ ਹਨ, ਕਿਉਂਕਿ ਕਤਰ ਵਿੱਚ ਅਮਰੀਕਾ ਦਾ ਵੱਡਾ ਫੌਜੀ ਅੱਡਾ ਵੀ ਹੈ।
Last week, following Israel’s attack on Hamas leaders in Qatar’s capital, Doha, Qatar hosted a summit of Arab and Islamic leaders on Monday. Nearly 60 countries participated in the summit, strongly condemning Israel’s attack. Qatar’s Emir, Sheikh Tamim bin Hamad Al Thani, stated that the Israeli attack violated international law and humanitarian principles. He urged Arab and Muslim countries to unite and take action against Israel.
Qatar’s Prime Minister and Foreign Minister, Sheikh Mohammed bin Abdulrahman Al Thani, said, “The international community must abandon double standards and punish Israel for its crimes.” Iran’s President Masoud Pezeshkian also attended the summit. He noted that since October 7, 2023, Israel has attacked several Muslim countries, including Gaza, Lebanon, Syria, Yemen, and now Qatar. He labeled Israel as a “force spreading terrorism in the region.”
The primary goal of the summit was to devise a joint strategy to stop the ongoing war in Gaza and prevent further Israeli attacks. In the final statement, the countries called for a review of relations with Israel and the initiation of legal action. However, some countries with diplomatic ties to Israel, such as Egypt, Jordan, and the United Arab Emirates, emphasized potential legal and economic actions rather than severing ties.
The United Nations Human Rights Council also scheduled an emergency meeting in Geneva on Tuesday to discuss Israel’s attack on September 9, which killed five Hamas members and one Qatari security officer. Qatar stated that the attack occurred while Hamas leaders were reviewing a U.S. ceasefire proposal.
Meanwhile, U.S. Secretary of State Marco Rubio met with Israeli Prime Minister Benjamin Netanyahu and reaffirmed support for Israel. Netanyahu stated that he would target Hamas leaders wherever they are. The attack has also raised questions about the reliability of U.S. security guarantees in the Gulf region, as Qatar hosts a major U.S. military base.
