ਪੰਜਾਬ ਸਰਕਾਰ ਵਿੱਚ ਵੱਡਾ ਬਦਲਾਅ: ਸੰਜੀਵ ਅਰੋੜਾ ਨਵੇਂ ਮੰਤਰੀ, ਕੁਲਦੀਪ ਧਾਲੀਵਾਲ ਦੀ ਵਿਦਾਈ
ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਕੈਬਨਿਟ ਵਿੱਚ ਵੱਡਾ ਫੇਰਬਦਲ ਹੋਇਆ ਹੈ, ਜਿਸ ਵਿੱਚ ਲੁਧਿਆਣਾ ਪੱਛਮੀ ਤੋਂ ਵਿਧਾਇਕ ਸੰਜੀਵ ਅਰੋੜਾ ਨੂੰ ਨਵਾਂ ਮੰਤਰੀ ਬਣਾਇਆ ਗਿਆ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਉਦਯੋਗ ਤੇ ਐੱਨਆਰਆਈ ਮਾਮਲਿਆਂ ਦਾ ਵਿਭਾਗ ਦਿੱਤਾ ਗਿਆ। ਉਥੇ ਹੀ, ਕੁਲਦੀਪ ਸਿੰਘ ਧਾਲੀਵਾਲ ਨੂੰ ਕੈਬਨਿਟ ਵਿੱਚੋਂ ਹਟਾ ਦਿੱਤਾ ਗਿਆ ਅਤੇ ਉਨ੍ਹਾਂ ਦਾ ਅਸਤੀਫਾ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਲੈ ਲਿਆ। ਸੰਜੀਵ ਅਰੋੜਾ ਨੇ ਰਾਜ ਭਵਨ ਵਿੱਚ ਸੰਖੇਪ ਸਮਾਗਮ ਵਿੱਚ ਸਹੁੰ ਚੁੱਕੀ।
ਲੁਧਿਆਣਾ ਪੱਛਮੀ ਵਿਧਾਨ ਸਭਾ ਹਲਕੇ ਤੋਂ ਨਵੇਂ ਚੁਣੇ ਗਏ ਵਿਧਾਇਕ ਸੰਜੀਵ ਅਰੋੜਾ ਨੂੰ ਪੰਜਾਬ ਕੈਬਨਿਟ ਵਿੱਚ ਨਵੇਂ ਮੰਤਰੀ ਵਜੋਂ ਸ਼ਾਮਲ ਕੀਤਾ ਗਿਆ ਹੈ। ਉਨ੍ਹਾਂ ਨੂੰ ਉਦਯੋਗ ਅਤੇ ਐੱਨਆਰਆਈ ਮਾਮਲਿਆਂ ਦਾ ਵਿਭਾਗ ਸੌਂਪਿਆ ਗਿਆ ਹੈ। ਦੂਜੇ ਪਾਸੇ, ਕੁਲਦੀਪ ਸਿੰਘ ਧਾਲੀਵਾਲ ਨੂੰ ਪੰਜਾਬ ਕੈਬਨਿਟ ਵਿੱਚੋਂ ਹਟਾ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਸੰਜੀਵ ਅਰੋੜਾ ਨੇ ਪੰਜਾਬ ਰਾਜ ਭਵਨ ਵਿੱਚ ਇੱਕ ਸੰਖੇਪ ਸਮਾਗਮ ਦੌਰਾਨ ਨਵੇਂ ਕੈਬਨਿਟ ਮੰਤਰੀ ਵਜੋਂ ਸਹੁੰ ਚੁੱਕੀ।
ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੇ ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਕੈਬਨਿਟ ਵਿੱਚ ਇਹ ਵੱਡਾ ਫੇਰਬਦਲ ਕੀਤਾ। ਸੂਤਰਾਂ ਮੁਤਾਬਕ, ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕੁਲਦੀਪ ਸਿੰਘ ਧਾਲੀਵਾਲ ਨੂੰ ਆਪਣੀ ਸਰਕਾਰੀ ਰਿਹਾਇਸ਼ ’ਤੇ ਸੱਦ ਕੇ ਅਸਤੀਫਾ ਦੇਣ ਲਈ ਕਿਹਾ। ਧਾਲੀਵਾਲ ਨੇ ਤੁਰੰਤ ਆਪਣੇ ਅਹੁਦੇ ਤੋਂ ਲਿਖਤੀ ਅਸਤੀਫਾ ਮੁੱਖ ਮੰਤਰੀ ਨੂੰ ਸੌਂਪ ਦਿੱਤਾ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਧਾਲੀਵਾਲ ਤੋਂ ਖੇਤੀਬਾੜੀ ਅਤੇ ਪੰਚਾਇਤ ਵਿਭਾਗ ਵੀ ਵਾਪਸ ਲਏ ਗਏ ਸਨ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਧਾਲੀਵਾਲ ਨੂੰ ਭਰੋਸਾ ਦਿੱਤਾ ਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਜਲਦੀ ਹੀ ਨਵੀਂ ਜ਼ਿੰਮੇਵਾਰੀ ਸੌਂਪੀ ਜਾਵੇਗੀ।
ਰਾਜਪਾਲ ਗੁਲਾਬ ਚੰਦ ਕਟਾਰੀਆ ਨੇ ਸੰਜੀਵ ਅਰੋੜਾ ਨੂੰ ਰਾਜ ਭਵਨ ਵਿੱਚ ਆਯੋਜਿਤ ਸਮਾਗਮ ਵਿੱਚ ਅਹੁਦੇ ਦੀ ਸਹੁੰ ਚੁਕਾਈ। ਅਰੋੜਾ ਨੂੰ ਉਦਯੋਗ ਅਤੇ ਐੱਨਆਰਆਈ ਮਾਮਲਿਆਂ ਦਾ ਵਿਭਾਗ ਦਿੱਤਾ ਗਿਆ, ਜੋ ਪਹਿਲਾਂ ਕੁਲਦੀਪ ਧਾਲੀਵਾਲ ਕੋਲ ਸੀ। ਇਸੇ ਤਰ੍ਹਾਂ, ਉਦਯੋਗ ਵਿਭਾਗ ਪਹਿਲਾਂ ਤਰੁਣਪ੍ਰੀਤ ਸਿੰਘ ਸੌਂਦ ਕੋਲ ਸੀ, ਜਿਨ੍ਹਾਂ ਕੋਲ ਹੁਣ ਪੇਂਡੂ ਵਿਕਾਸ, ਕਿਰਤ ਅਤੇ ਸੈਰ-ਸਪਾਟਾ ਵਿਭਾਗਾਂ ਦਾ ਚਾਰਜ ਰਹੇਗਾ। ਧਾਲੀਵਾਲ ਦੇ ਅਸਤੀਫੇ ਤੋਂ ਬਾਅਦ ਪੰਜਾਬ ਕੈਬਨਿਟ ਵਿੱਚ ਮੰਤਰੀਆਂ ਦੀ ਗਿਣਤੀ 16 ਰਹਿ ਗਈ ਹੈ, ਅਤੇ ਅਜੇ ਵੀ ਦੋ ਅਹੁਦੇ ਖਾਲੀ ਹਨ।
ਸੰਜੀਵ ਅਰੋੜਾ ਦੀ ਹਲਫ਼ਦਾਰੀ ਸਮਾਗਮ ਲਗਭਗ ਛੇ ਮਿੰਟ ਚੱਲਿਆ। ਪਿਛਲੇ ਹਫ਼ਤੇ ਵਿਧਾਇਕ ਚੁਣੇ ਜਾਣ ਤੋਂ ਬਾਅਦ ਉਨ੍ਹਾਂ ਦਾ ਮੰਤਰੀ ਮੰਡਲ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣਾ ਲਗਭਗ ਪੱਕਾ ਸੀ। ‘ਆਪ’ ਦੇ ਕੌਮੀ ਕਨਵੀਨਰ ਅਰਵਿੰਦ ਕੇਜਰੀਵਾਲ ਨੇ ਜ਼ਿਮਨੀ ਚੋਣਾਂ ਦੌਰਾਨ ਪ੍ਰਚਾਰ ਵਿੱਚ ਸੰਜੀਵ ਅਰੋੜਾ ਨੂੰ ਮੰਤਰੀ ਬਨਾਉਣ ਦਾ ਐਲਾਨ ਕੀਤਾ ਸੀ। ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੇ ਵੀ ਪਿਛਲੇ ਹਫ਼ਤੇ ਪੁਸ਼ਟੀ ਕੀਤੀ ਸੀ ਕਿ ਸੰਜੀਵ ਅਰੋੜਾ ਨੂੰ ਕੈਬਨਿਟ ਵਿੱਚ ਸ਼ਾਮਲ ਕੀਤਾ ਜਾਵੇਗਾ। ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਸਰਕਾਰ ਦੇ ਤਿੰਨ ਸਾਲਾਂ ਦੇ ਕਾਰਜਕਾਲ ਵਿੱਚ ਇਹ ਸੱਤਵਾਂ ਕੈਬਨਿਟ ਵਿਸਥਾਰ ਹੈ।
ਸੰਜੀਵ ਅਰੋੜਾ ਨੇ ਪੀਲੇ ਰੰਗ ਦਾ ਕੁੜਤਾ-ਪਜਾਮਾ ਪਹਿਨ ਕੇ ਪੰਜਾਬੀ ਵਿੱਚ ਸਹੁੰ ਚੁੱਕੀ। ਸਮਾਗਮ ਦੀ ਕਾਰਵਾਈ ਮੁੱਖ ਸਕੱਤਰ ਕੇ ਏ ਪੀ ਸਿਨਹਾ ਨੇ ਚਲਾਈ। ਸਮਾਗਮ ਕੌਮੀ ਗੀਤ ਨਾਲ ਸ਼ੁਰੂ ਹੋਇਆ ਅਤੇ ਸਹੁੰ ਚੁੱਕਣ ਤੋਂ ਬਾਅਦ ਕੌਮੀ ਗੀਤ ਨਾਲ ਸਮਾਪਤ ਹੋਇਆ। ਇਸ ਮੌਕੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ, ਉਨ੍ਹਾਂ ਦੀ ਪਤਨੀ ਗੁਰਪ੍ਰੀਤ ਕੌਰ ਮਾਨ ਅਤੇ ਕਈ ਹੋਰ ਮੰਤਰੀ ਅਤੇ ਪਤਵੰਤੇ ਮੌਜੂਦ ਸਨ।
In a significant Punjab cabinet reshuffle, Sanjeev Arora, the newly elected MLA from Ludhiana West, has been inducted as a new minister in the Punjab government. He has been assigned the portfolios of the industry department and NRI affairs. Meanwhile, Kuldeep Singh Dhaliwal has been removed from the Punjab cabinet. Sanjeev Arora took the oath as a cabinet minister during a brief oath ceremony at the Punjab Raj Bhawan.
Chief Minister Bhagwant Mann spearheaded this major Punjab cabinet reshuffle. Sources reveal that Mann summoned Kuldeep Singh Dhaliwal to his official residence and asked for his resignation. Dhaliwal promptly submitted his written resignation to the Chief Minister. Earlier, the agriculture and panchayat departments had already been taken away from Dhaliwal. The Chief Minister assured Dhaliwal that he would soon be assigned a new responsibility in the Punjab government.
Governor Gulab Chand Kataria administered the oath to Sanjeev Arora during a ceremony at the Raj Bhawan. Arora was given the industry department and NRI affairs, portfolios previously held by Kuldeep Dhaliwal. The industry department was earlier with Tarunpreet Singh Sond, who will continue to hold the portfolios of rural development, labor, and tourism. Following Dhaliwal’s resignation, the Punjab cabinet now has 16 ministers, with two positions still vacant.
Sanjeev Arora’s oath ceremony lasted approximately six minutes. His inclusion in the cabinet was almost certain after being elected as an MLA from Ludhiana West last week. Aam Aadmi Party’s national convener, Arvind Kejriwal, had announced during the bypoll campaign that Sanjeev Arora would be made a minister. Chief Minister Bhagwant Mann also confirmed last week that Arora would join the Punjab cabinet. This marks the seventh cabinet expansion in the three-year tenure of the Aam Aadmi Party government in Punjab politics.
Dressed in a yellow kurta-pajama, Sanjeev Arora took the oath in Punjabi. The oath ceremony was conducted by Punjab’s Chief Secretary, K A P Sinha. The event began with the national anthem, followed by the swearing-in, and concluded with the national anthem. Chief Minister Bhagwant Mann, his wife Gurpreet Kaur Mann, and several other ministers and dignitaries were present at the oath ceremony.
