ਰਿਸ਼ਵਤ ਮਾਮਲੇ ’ਚ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਮੁਅੱਤਲ
ਪੰਜਾਬ ਦੇ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਨੂੰ ਰਿਸ਼ਵਤਖੋਰੀ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਸੀਬੀਆਈ ਨੇ ਮੁਹਾਲੀ ਦੇ ਦਫ਼ਤਰ ਵਿੱਚੋਂ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ ਅਤੇ ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਮੁਅੱਤਲ ਕਰ ਦਿੱਤਾ। ਸੀਬੀਆਈ ਨੇ ਉਨ੍ਹਾਂ ਦੀ ਰਿਹਾਇਸ਼ ’ਤੇ ਛਾਪੇਮਾਰੀ ਦੌਰਾਨ ਸਾਢੇ ਸੱਤ ਕਰੋੜ ਰੁਪਏ, ਸੋਨਾ, ਲਗਜ਼ਰੀ ਵਾਹਨ ਅਤੇ ਹਥਿਆਰ ਬਰਾਮਦ ਕੀਤੇ। ਇਹ ਮਾਮਲਾ ਇੱਕ ਸਕਰੈਪ ਡੀਲਰ ਦੀ ਸ਼ਿਕਾਇਤ ’ਤੇ ਸਾਹਮਣੇ ਆਇਆ।
ਪੰਜਾਬ ਦੇ ਡੀਆਈਜੀ ਰੋਪੜ ਰੇਂਜ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਨੂੰ ਰਿਸ਼ਵਤਖੋਰੀ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਸੀਬੀਆਈ ਨੇ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰਨ ਤੋਂ ਬਾਅਦ ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਮੁਅੱਤਲ ਕਰ ਦਿੱਤਾ ਹੈ। ਇਹ ਗ੍ਰਿਫ਼ਤਾਰੀ ਵੀਰਵਾਰ ਨੂੰ ਮੁਹਾਲੀ ਸਥਿਤ ਉਨ੍ਹਾਂ ਦੇ ਦਫ਼ਤਰ ਵਿੱਚੋਂ ਹੋਈ, ਜਦੋਂ ਇੱਕ ਸਕਰੈਪ ਡੀਲਰ ਦੀ ਸ਼ਿਕਾਇਤ ’ਤੇ ਸੀਬੀਆਈ ਨੇ 8 ਲੱਖ ਰੁਪਏ ਦੀ ਰਿਸ਼ਵਤ ਲੈਂਦਿਆਂ ਉਨ੍ਹਾਂ ਨੂੰ ਕਾਬੂ ਕੀਤਾ। ਸੀਬੀਆਈ ਨੇ ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਇੱਕ ਹੋਰ ਵਿਅਕਤੀ ਨੂੰ ਵੀ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ। ਗ੍ਰਿਫ਼ਤਾਰੀ ਤੋਂ ਬਾਅਦ ਸੀਬੀਆਈ ਅਦਾਲਤ ਨੇ ਹਰਚਰਨ ਭੁੱਲਰ ਨੂੰ ਨਿਆਂਇਕ ਹਿਰਾਸਤ ਵਿੱਚ ਭੇਜ ਦਿੱਤਾ।
ਪੰਜਾਬ ਦੇ ਗ੍ਰਹਿ ਮਾਮਲਿਆਂ ਦੇ ਵਿਭਾਗ ਨੇ ਆਲ ਇੰਡੀਆ ਸਰਵਿਸਿਜ਼ (ਅਨੁਸ਼ਾਸਨ ਅਤੇ ਅਪੀਲ) ਨਿਯਮਾਂ ਦੇ ਤਹਿਤ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਨੂੰ 16 ਅਕਤੂਬਰ ਤੋਂ ਮੁਅੱਤਲ ਕਰ ਦਿੱਤਾ। ਇਨ੍ਹਾਂ ਨਿਯਮਾਂ ਅਨੁਸਾਰ, ਜੇਕਰ ਕੋਈ ਸਰਕਾਰੀ ਮੁਲਾਜ਼ਮ ਅਪਰਾਧਿਕ ਮਾਮਲੇ ਵਿੱਚ 48 ਘੰਟਿਆਂ ਤੋਂ ਵੱਧ ਸਮੇਂ ਲਈ ਹਿਰਾਸਤ ਵਿੱਚ ਰਹਿੰਦਾ ਹੈ, ਤਾਂ ਉਸ ਨੂੰ ਮੁਅੱਤਲ ਮੰਨਿਆ ਜਾਂਦਾ ਹੈ।
ਸੀਬੀਆਈ ਨੇ ਹਰਚਰਨ ਭੁੱਲਰ ਦੀ ਗ੍ਰਿਫ਼ਤਾਰੀ ਤੋਂ ਬਾਅਦ ਚੰਡੀਗੜ੍ਹ ਦੇ ਸੈਕਟਰ-40 ਵਿੱਚ ਉਨ੍ਹਾਂ ਦੀ ਰਿਹਾਇਸ਼ ’ਤੇ ਛਾਪਾ ਮਾਰਿਆ। ਇਸ ਦੌਰਾਨ ਸਾਢੇ ਸੱਤ ਕਰੋੜ ਰੁਪਏ ਨਕਦ, ਢਾਈ ਕਿਲੋ ਸੋਨਾ, 22 ਮਹਿੰਗੀਆਂ ਘੜੀਆਂ, 40 ਮਹਿੰਗੀ ਸ਼ਰਾਬ ਦੀਆਂ ਬੋਤਲਾਂ, Audi ਅਤੇ BMW ਵਰਗੇ ਦੋ ਲਗਜ਼ਰੀ ਵਾਹਨਾਂ ਦੀਆਂ ਚਾਬੀਆਂ, ਅਤੇ ਪੰਜਾਬ ਵਿੱਚ ਕੁਝ ਜਾਇਦਾਦਾਂ ਦੇ ਦਸਤਾਵੇਜ਼ ਬਰਾਮਦ ਹੋਏ। ਇਸ ਤੋਂ ਇਲਾਵਾ, ਦੋਨਾਲੀ ਰਾਈਫਲ, ਪਿਸਤੌਲ, ਰਿਵਾਲਵਰ, ਏਅਰਗੰਨ ਅਤੇ ਗੋਲੀ-ਸਿੱਕਾ ਵੀ ਮਿਲਿਆ। ਸੀਬੀਆਈ ਨੇ ਭੁੱਲਰ ਦੇ ਕਥਿਤ ਸਹਿਯੋਗੀ ਕ੍ਰਿਸ਼ਾਨੂ ਨੂੰ ਵੀ 21 ਲੱਖ ਰੁਪਏ ਦੀ ਨਕਦੀ ਸਮੇਤ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ।
ਇਹ ਮਾਮਲਾ ਸਕਰੈਪ ਡੀਲਰ ਦੀ ਸ਼ਿਕਾਇਤ ’ਤੇ ਸਾਹਮਣੇ ਆਇਆ, ਜਿਸ ਨੇ ਦੋਸ਼ ਲਾਇਆ ਸੀ ਕਿ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਨੇ ਉਸ ਤੋਂ ਰਿਸ਼ਵਤ ਮੰਗੀ ਸੀ। ਸੀਬੀਆਈ ਦੀ ਜਾਂਚ ਵਿੱਚ ਇਹ ਵੀ ਸਾਹਮਣੇ ਆਇਆ ਕਿ ਭੁੱਲਰ ਨੇ ਆਪਣੇ ਅਧਿਕਾਰ ਦੀ ਦੁਰਵਰਤੋਂ ਕਰਕੇ ਗੈਰ-ਕਾਨੂੰਨੀ ਢੰਗ ਨਾਲ ਜਾਇਦਾਦ ਅਤੇ ਸੰਪਤੀ ਇਕੱਠੀ ਕੀਤੀ ਸੀ।
Punjab’s DIG Ropar Range, Harcharan Singh Bhullar, has been suspended by the Punjab government following his arrest by the CBI in a bribery case. The arrest took place on Thursday at his Mohali office after a scrap dealer’s complaint led to his capture for accepting an 8 lakh rupee bribe. The CBI also arrested another individual in connection with the case. Bhullar was sent to judicial custody by a CBI court.
The Punjab Home Affairs Department, under the All India Services (Discipline and Appeal) Rules, suspended Harcharan Singh Bhullar effective October 16. According to these rules, a government employee detained for more than 48 hours in a criminal case is deemed suspended.
Following Bhullar’s arrest, the CBI conducted a raid at his residence in Sector-40, Chandigarh, recovering 7.5 crore rupees in cash, 2.5 kilograms of gold, 22 luxury watches, 40 bottles of expensive liquor, keys to two luxury vehicles (Audi and BMW), and property documents related to assets in Punjab. Additionally, a double-barrel rifle, pistol, revolver, airgun, and ammunition were seized. The CBI also arrested Bhullar’s alleged associate, Krishanu, with 21 lakh rupees in cash.
The case surfaced after a scrap dealer alleged that DIG Harcharan Singh Bhullar demanded a bribe from him. The CBI investigation revealed that Bhullar had misused his authority to amass wealth and assets illegally.
