ਸ੍ਰੀ ਅਨੰਦਪੁਰ ਸਾਹਿਬ 'ਚ ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਦਾ ਇਤਿਹਾਸਕ ਇਜਲਾਸ: 3 ਸ਼ਹਿਰ 'ਪਵਿੱਤਰ' ਐਲਾਨੇ, ਮੀਟ-ਸ਼ਰਾਬ 'ਤੇ ਮੁਕੰਮਲ ਪਾਬੰਦੀ
ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਦਾ ਇਤਿਹਾਸਕ ਵਿਸ਼ੇਸ਼ ਇਜਲਾਸ ਪਹਿਲੀ ਵਾਰ ਚੰਡੀਗੜ੍ਹ ਤੋਂ ਬਾਹਰ ਸ੍ਰੀ ਅਨੰਦਪੁਰ ਸਾਹਿਬ ਵਿਖੇ ਹੋਇਆ, ਜਿਸ ਵਿੱਚ ਸ੍ਰੀ ਗੁਰੂ ਤੇਗ ਬਹਾਦਰ ਜੀ ਦੇ 350ਵੇਂ ਸ਼ਹੀਦੀ ਦਿਹਾੜੇ ਨੂੰ ਸ਼ਰਧਾਂਜਲੀ ਭੇਟ ਕੀਤੀ ਗਈ। ਸਦਨ ਨੇ ਸਰਬਸੰਮਤੀ ਨਾਲ ਮਤਾ ਪਾਸ ਕਰਕੇ ਸ੍ਰੀ ਅਨੰਦਪੁਰ ਸਾਹਿਬ, ਤਲਵੰਡੀ ਸਾਬੋ ਅਤੇ ਅੰਮ੍ਰਿਤਸਰ (ਗਲਿਆਰਾ ਖੇਤਰ) ਨੂੰ 'ਪਵਿੱਤਰ ਸ਼ਹਿਰ' ਐਲਾਨਿਆ ਹੈ, ਜਿੱਥੇ ਹੁਣ ਮੀਟ ਅਤੇ ਸ਼ਰਾਬ 'ਤੇ ਪੂਰਨ ਪਾਬੰਦੀ ਹੋਵੇਗੀ।
ਸੋਮਵਾਰ ਨੂੰ ਪੰਜਾਬ ਦੇ ਇਤਿਹਾਸ ਵਿੱਚ ਪਹਿਲੀ ਵਾਰ ਵਿਧਾਨ ਸਭਾ ਦਾ ਇਜਲਾਸ ਚੰਡੀਗੜ੍ਹ ਤੋਂ ਬਾਹਰ ਖਾਲਸੇ ਦੀ ਜਨਮ ਭੂਮੀ ਸ੍ਰੀ ਅਨੰਦਪੁਰ ਸਾਹਿਬ (Sri Anandpur Sahib) ਵਿਖੇ ਹੋਇਆ। ਇਹ ਵਿਸ਼ੇਸ਼ ਇਜਲਾਸ 'ਹਿੰਦ ਦੀ ਚਾਦਰ' ਸ੍ਰੀ ਗੁਰੂ ਤੇਗ ਬਹਾਦਰ ਜੀ ਦੇ 350ਵੇਂ ਸ਼ਹੀਦੀ ਦਿਹਾੜੇ (350th Martyrdom Anniversary) ਨੂੰ ਸਮਰਪਿਤ ਕੀਤਾ ਗਿਆ ਸੀ। ਇਸ ਇਜਲਾਸ ਦਾ ਆਯੋਜਨ ਭਾਈ ਜੈਤਾ ਜੀ ਮੈਮੋਰੀਅਲ (Bhai Jaita Ji Memorial) ਵਿਖੇ ਕੀਤਾ ਗਿਆ, ਜਿੱਥੇ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ (Bhagwant Mann) ਸਮੇਤ ਸੱਤਾਧਾਰੀ ਅਤੇ ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਵਿਧਾਇਕਾਂ ਨੇ ਸ਼ਮੂਲੀਅਤ ਕੀਤੀ।
ਇਸ ਇਤਿਹਾਸਕ ਮੌਕੇ 'ਤੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੇ ਸਦਨ ਵਿੱਚ ਇੱਕ ਅਹਿਮ ਮਤਾ ਪੇਸ਼ ਕੀਤਾ, ਜਿਸ ਨੂੰ ਸਰਬਸੰਮਤੀ ਨਾਲ ਪਾਸ ਕਰ ਦਿੱਤਾ ਗਿਆ। ਇਸ ਮਤੇ ਤਹਿਤ ਸ੍ਰੀ ਅਨੰਦਪੁਰ ਸਾਹਿਬ, ਸ੍ਰੀ ਦਮਦਮਾ ਸਾਹਿਬ ਤਲਵੰਡੀ ਸਾਬੋ (Talwandi Sabo) ਅਤੇ ਅੰਮ੍ਰਿਤਸਰ ਵਿਖੇ ਸ੍ਰੀ ਹਰਿਮੰਦਰ ਸਾਹਿਬ ਦੇ ਆਲੇ-ਦੁਆਲੇ ਦੇ ਗਲਿਆਰਾ ਖੇਤਰ ਨੂੰ 'ਪਵਿੱਤਰ ਸ਼ਹਿਰ' (Holy Cities) ਦਾ ਦਰਜਾ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਇਸ ਐਲਾਨ ਤੋਂ ਬਾਅਦ ਹੁਣ ਇਨ੍ਹਾਂ ਪਵਿੱਤਰ ਅਸਥਾਨਾਂ 'ਤੇ ਮੀਟ, ਸ਼ਰਾਬ, ਤੰਬਾਕੂ ਅਤੇ ਹੋਰ ਨਸ਼ੀਲੇ ਪਦਾਰਥਾਂ ਦੀ ਵਿਕਰੀ ਅਤੇ ਵਰਤੋਂ 'ਤੇ ਮੁਕੰਮਲ ਪਾਬੰਦੀ ਹੋਵੇਗੀ।
ਇਜਲਾਸ ਦੌਰਾਨ ਕੈਬਨਿਟ ਮੰਤਰੀ ਹਰਜੋਤ ਸਿੰਘ ਬੈਂਸ (Harjot Singh Bains) ਨੇ ਸ੍ਰੀ ਗੁਰੂ ਤੇਗ ਬਹਾਦਰ ਜੀ ਦੀ ਲਾਸਾਨੀ ਕੁਰਬਾਨੀ ਨੂੰ ਸ਼ਰਧਾਂਜਲੀ ਭੇਟ ਕਰਨ ਲਈ ਇੱਕ ਹੋਰ ਮਤਾ ਪੇਸ਼ ਕੀਤਾ। ਸਦਨ ਨੇ ਗੁਰੂ ਸਾਹਿਬ ਦੇ ਜੀਵਨ ਅਤੇ ਸਿੱਖਿਆਵਾਂ ਤੋਂ ਸੇਧ ਲੈ ਕੇ ਪੰਜਾਬ ਵਿੱਚ ਸ਼ਾਂਤੀ, ਭਾਈਚਾਰਕ ਸਾਂਝ ਅਤੇ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੀ ਰਾਖੀ ਲਈ ਕੰਮ ਕਰਨ ਦਾ ਅਹਿਦ ਲਿਆ। ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਨੇਤਾ ਪ੍ਰਤਾਪ ਸਿੰਘ ਬਾਜਵਾ (Partap Singh Bajwa) ਨੇ ਵੀ ਇਸ ਮੌਕੇ ਗੁਰੂ ਸਾਹਿਬ ਦੀ ਸ਼ਹਾਦਤ ਨੂੰ ਨਮਨ ਕੀਤਾ ਅਤੇ ਪੰਜਾਬ ਦੇ ਹੱਕਾਂ ਲਈ ਇਕਜੁੱਟ ਹੋਣ ਦੀ ਗੱਲ ਕਹੀ।
ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਇਨ੍ਹਾਂ ਪਵਿੱਤਰ ਸ਼ਹਿਰਾਂ ਦੇ ਵਿਕਾਸ ਅਤੇ ਸੁੰਦਰਤਾ ਲਈ ਇੱਕ ਵੱਖਰੀ 'ਇੰਟਰਫੇਥ ਕਮੇਟੀ' (Interfaith Committee) ਬਣਾਈ ਜਾਵੇਗੀ, ਜਿਸ ਵਿੱਚ ਵੱਖ-ਵੱਖ ਧਰਮਾਂ ਦੇ ਨੁਮਾਇੰਦੇ ਸ਼ਾਮਲ ਹੋਣਗੇ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਹ ਫੈਸਲਾ ਆਉਣ ਵਾਲੀਆਂ ਪੀੜ੍ਹੀਆਂ ਨੂੰ ਆਪਣੇ ਅਮੀਰ ਵਿਰਸੇ ਨਾਲ ਜੋੜਨ ਲਈ ਇੱਕ ਵੱਡਾ ਕਦਮ ਹੈ।
For the first time in the history of Punjab, a session of the Vidhan Sabha was held outside Chandigarh at Sri Anandpur Sahib, the birthplace of the Khalsa, on Monday. This special session was dedicated to the 350th Martyrdom Anniversary of 'Hind Di Chadar' Sri Guru Tegh Bahadur Ji. The session was organized at the Bhai Jaita Ji Memorial, where Chief Minister Bhagwant Mann, along with legislators from both the ruling and opposition parties, participated.
On this historic occasion, Chief Minister Bhagwant Mann moved a significant resolution in the House, which was passed unanimously. Under this resolution, Sri Anandpur Sahib, Sri Damdama Sahib Talwandi Sabo, and the Galiara area around Sri Harmandir Sahib in Amritsar have been accorded the status of 'Holy Cities'. Following this declaration, there will now be a complete ban on the sale and consumption of meat, liquor, tobacco, and other intoxicants in these sacred places.
During the session, Cabinet Minister Harjot Singh Bains tabled another resolution to pay tribute to the unparalleled sacrifice of Sri Guru Tegh Bahadur Ji. The House pledged to work for peace, communal harmony, and the protection of human rights in Punjab by taking inspiration from the life and teachings of the Guru Sahib. Leader of the Opposition Partap Singh Bajwa also bowed in reverence to Guru Sahib's martyrdom and spoke about uniting for the rights of Punjab.
The Chief Minister stated that a separate 'Interfaith Committee' comprising representatives of various religions will be formed for the development and beautification of these holy cities. He added that this decision is a major step towards connecting future generations with their rich heritage.
