ਪੰਜਾਬ ਹੜ੍ਹ: ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੇ ਅਮਿਤ ਸ਼ਾਹ ਨਾਲ ਗੱਲਬਾਤ ਕੀਤੀ; ਵਿਸ਼ੇਸ਼ ਰਾਹਤ ਪੈਕੇਜ ਲਈ ਕੇਂਦਰ ਨੂੰ ਲਿਖਿਆ ਪੱਤਰ

ਪੰਜਾਬ ਵਿੱਚ ਹਾਲੀਆ ਭਿਆਨਕ ਹੜ੍ਹਾਂ ਕਾਰਨ ਪੈਦਾ ਹੋਈ ਤਬਾਹੀ ਨੂੰ ਲੈ ਕੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੇ ਅੱਜ ਨਵੀਂ ਦਿੱਲੀ ਵਿੱਚ ਕੇਂਦਰੀ ਗ੍ਰਹਿ ਮੰਤਰੀ ਅਮਿਤ ਸ਼ਾਹ ਨਾਲ ਇੱਕ ਮੀਟਿੰਗ ਕੀਤੀ ਅਤੇ ਪੰਜਾਬ ਨੂੰ ਉਭਾਰਨ ਲਈ ਵਿਸ਼ੇਸ਼ ਰਾਹਤ ਪੈਕੇਜ ਦੀ ਮੰਗ ਕੀਤੀ। ਇਹ ਮੀਟਿੰਗ ਲਗਭਗ 25 ਮਿੰਟ ਚੱਲੀ ਅਤੇ ਇਸ ਵਿੱਚ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਹੜ੍ਹਾਂ ਨਾਲ ਹੋਏ ਨੁਕਸਾਨ ਦੇ ਭਿਆਨਕ ਦ੍ਰਿਸ਼ ਨੂੰ ਗ੍ਰਹਿ ਮੰਤਰੀ ਨਾਲ ਸਾਂਝਾ ਕੀਤਾ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਹੜ੍ਹਾਂ ਕਾਰਨ ਪੰਜਾਬ ਵਿੱਚ ਜਾਨੀ ਅਤੇ ਮਾਲੀ ਨੁਕਸਾਨ ਲਗਭਗ 20 ਹਜ਼ਾਰ ਕਰੋੜ ਰੁਪਏ ਤੱਕ ਪਹੁੰਚ ਗਿਆ ਹੈ ਅਤੇ ਬੁਨਿਆਦੀ ਢਾਂਚੇ ਨੂੰ ਵੀ ਵੱਡੀ ਸੱਟ ਲੱਗੀ ਹੈ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਨੁਕਸਾਨ ਦੀ ਪੂਰੀ ਪੂਰਤੀ ਲਈ ਕੇਂਦਰੀ ਨਿਯਮਾਂ ਵਿੱਚ ਸੋਧ ਕਰਨ ਦੀ ਵੀ ਮੰਗ ਕੀਤੀ, ਜਿਸ ਵਿੱਚ ਐੱਸਡੀਆਰਐੱਫ਼ (ਸਟੇਟ ਡਿਜ਼ਾਸਟਰ ਰਿਸਪਾਂਸ ਫੰਡ) ਅਤੇ ਐੱਨਡੀਆਰਐੱਫ਼ (ਨੈਸ਼ਨਲ ਡਿਜ਼ਾਸਟਰ ਰਿਸਪਾਂਸ ਫੰਡ) ਦੇ ਨਿਯਮਾਂ ਵਿੱਚ ਬਦਲਾਅ ਸ਼ਾਮਲ ਹੈ ਤਾਂ ਜੋ ਮੁਆਵਜ਼ਾ ਰਾਸ਼ੀ ਵਿੱਚ ਵਾਧਾ ਕੀਤਾ ਜਾ ਸਕੇ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਉਨ੍ਹਾਂ ਨੇ ਚਾਲੂ ਸੀਜ਼ਨ ਵਿੱਚ ਝੋਨੇ ਦੀ ਫ਼ਸਲ ਦੀ ਖਰੀਦ ਦੇ ਮਾਪਦੰਡਾਂ ਵਿੱਚ ਸੋਧ ਅਤੇ ਕੰਡਿਆਲੀ ਤਾਰ ਤੋਂ ਪਾਰ ਦੇ ਕਿਸਾਨਾਂ ਦੇ ਮੁੱਦਿਆਂ ਨੂੰ ਵੀ ਉਠਾਇਆ।

ਮੀਟਿੰਗ ਤੋਂ ਬਾਅਦ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਕਾਫ਼ੀ ਆਸਵਾਦਨਾਕ ਨਜ਼ਰ ਆਏ ਅਤੇ ਮੀਡੀਆ ਨੂੰ ਦੱਸਿਆ ਕਿ ਗ੍ਰਹਿ ਮੰਤਰੀ ਨੇ ਸੁਖਾਵੇਂ ਮਾਹੌਲ ਵਿੱਚ ਗੱਲਬਾਤ ਕੀਤੀ ਅਤੇ ਪਹਿਲਾਂ ਐਲਾਨੇ ਗਏ 1600 ਕਰੋੜ ਰੁਪਏ ਦੇ ਰਾਹਤ ਪੈਕੇਜ ਨੂੰ 'ਟੋਕਨ ਮਨੀ' ਕਰਾਰ ਦਿੱਤੇ ਹੋਏ ਹੋਰ ਕੇਂਦਰੀ ਮਦਦ ਦੇਣ ਦਾ ਭਰੋਸਾ ਦਿੱਤਾ ਹੈ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਉਮੀਦ ਜ਼ਾਹਰ ਕੀਤੀ ਕਿ ਕੇਂਦਰ ਸੰਕਟ ਦੀ ਘੜੀ ਵਿੱਚ ਪੰਜਾਬ ਨਾਲ ਖੜ੍ਹਾ ਰਹੇਗਾ ਕਿਉਂਕਿ ਪੰਜਾਬ ਨੇ ਹਮੇਸ਼ਾ ਦੇਸ਼ ਦੇ ਹਿੱਤਾਂ ਲਈ ਔਖੇ ਸਮੇਂ ਵਿੱਚ ਖੜ੍ਹੇ ਹੋ ਕੇ ਯੋਗਦਾਨ ਪਾਇਆ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਇਹ ਵੀ ਜ਼ਿਕਰ ਕੀਤਾ ਕਿ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ ਨੂੰ ਹੜ੍ਹ ਪੀੜਤਾਂ ਨੂੰ ਮਿਲਣ ਲਈ ਸਮਾਂ ਨਹੀਂ ਮਿਲ ਰਿਹਾ ਜਦੋਂ ਕਿ ਬਿਹਾਰ ਵਰਗੇ ਸੂਬਿਆਂ ਨੂੰ ਵਿਸ਼ੇਸ਼ ਸੌਗਾਤਾਂ ਦਿੱਤੀਆਂ ਜਾ ਰਹੀਆਂ ਹਨ। ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਹੜ੍ਹਾਂ ਦੀ ਤਬਾਹੀ ਬਾਰੇ ਆਪਣਾ ਪੂਰਾ ਪੱਖ ਗ੍ਰਹਿ ਮੰਤਰੀ ਕੋਲ ਰੱਖ ਦਿੱਤਾ ਹੈ ਅਤੇ ਹੁਣ ਫੈਸਲਾ ਕੇਂਦਰ ਦੇ ਹੱਥ ਵਿੱਚ ਹੈ। ਚੇਤੇ ਰਹੇ ਕਿ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਪਹਿਲਾਂ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਦਫ਼ਤਰ ਤੋਂ ਮੀਟਿੰਗ ਲਈ ਸਮਾਂ ਮੰਗਿਆ ਸੀ ਪਰ ਜਵਾਬ ਨਾ ਮਿਲਣ ਕਾਰਨ ਪਿਛਲੇ ਵਿਧਾਨ ਸਭਾ ਸੈਸ਼ਨ ਵਿੱਚ ਵੀ ਇਹ ਮੁੱਦਾ ਚੁੱਕਿਆ ਗਿਆ ਸੀ।

ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਪੰਜਾਬ ਵਿੱਚ ਹੜ੍ਹਾਂ ਕਾਰਨ ਲਗਭਗ 60 ਲੋਕਾਂ ਦੀਆਂ ਜਾਨਾਂ ਜਾ ਚੁੱਕੀਆਂ ਹਨ ਅਤੇ ਹਜ਼ਾਰਾਂ ਲੋਕ ਬੇਘਰ ਹੋ ਗਏ ਹਨ। ਇਹ ਪੰਜਾਬ ਦੇ ਇਤਿਹਾਸ ਵਿੱਚ ਸਭ ਤੋਂ ਭਿਆਨਕ ਹੜ੍ਹਾਂ ਵਿੱਚੋਂ ਇੱਕ ਹੈ ਜਿਸ ਨਾਲ ਫ਼ਸਲਾਂ, ਪਸ਼ੂ ਅਤੇ ਘਰਾਂ ਨੂੰ ਵੱਡਾ ਨੁਕਸਾਨ ਹੋਇਆ ਹੈ। ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਨੇ ਹਾਲ ਹੀ ਵਿੱਚ ਇੱਕ ਰੈਜ਼ੋਲੂਸ਼ਨ ਵੀ ਪਾਸ ਕੀਤਾ ਸੀ ਜਿਸ ਵਿੱਚ ਕੇਂਦਰ ਵੱਲੋਂ ਵਿਸ਼ੇਸ਼ ਵਿੱਤੀ ਪੈਕੇਜ ਨਾ ਦੇਣ ਨੂੰ ਨਿੰਦਾ ਕੀਤੀ ਗਈ ਸੀ ਅਤੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਦਫ਼ਤਰ ਵੱਲੋਂ ਮੀਟਿੰਗ ਲਈ ਸਮਾਂ ਨਾ ਦੇਣ ਨੂੰ ਪੰਜਾਬ ਦੇ ਲੋਕਾਂ ਦਾ ਅਪਮਾਨ ਕਰਾਰ ਦਿੱਤਾ ਗਿਆ ਸੀ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਅੱਜ ਮੀਟਿੰਗ ਵਿੱਚ ਵੀ ਇਸ ਨੂੰ ਉਠਾਇਆ ਅਤੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਨੂੰ ਵੀ ਬਿਹਾਰ ਵਾਂਗ ਵਿਸ਼ੇਸ਼ ਸਹਾਇਤਾ ਮਿਲਣੀ ਚਾਹੀਦੀ ਹੈ। ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਪਹਿਲਾਂ ਹੀ ਫ਼ਲਾਡ ਪੀੜਤਾਂ ਲਈ ਰਾਹਤ ਪੈਕੇਜ ਐਲਾਨ ਕੀਤੇ ਹਨ ਜਿਸ ਵਿੱਚ ਫ਼ਸਲ ਨੁਕਸਾਨ ਲਈ ਪ੍ਰਤੀ ਏਕੜ 20 ਹਜ਼ਾਰ ਰੁਪਏ, ਪਸ਼ੂ ਨੁਕਸਾਨ ਲਈ 37,500 ਰੁਪਏ ਅਤੇ ਖੇਤਾਂ ਵਿੱਚ ਕੰਡ ਨਾ ਕੱਢਣ ਲਈ ਪ੍ਰਤੀ ਏਕੜ 7,200 ਰੁਪਏ ਦੀ ਮਦਦ ਸ਼ਾਮਲ ਹੈ। ਇਹ ਰਾਹਤ ਦੀਵਾਲੀ ਤੋਂ ਪਹਿਲਾਂ ਵੰਡੀ ਜਾਣੀ ਹੈ ਅਤੇ ਗਿਰਦਾਵਰੀ ਵੀ ਜਾਰੀ ਹੈ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਫ਼ਲਾਡ ਪੀੜਤਾਂ ਨੂੰ ਦੇਸ਼ ਵਿੱਚ ਸਭ ਤੋਂ ਵੱਧ ਮੁਆਵਜ਼ਾ ਦੇਵੇਗੀ ਅਤੇ ਕੇਂਦਰ ਤੋਂ ਵੀ ਵਧੇਰੇ ਸਹਿਯੋਗ ਆਸ ਹੈ। ਇਹ ਮੀਟਿੰਗ ਪੰਜਾਬ ਹੜ੍ਹਾਂ ਮੁੱਦੇ ਨੂੰ ਹੱਲ ਕਰਨ ਵਿੱਚ ਮਹੱਤਵਪੂਰਨ ਕਦਮ ਹੈ ਅਤੇ ਅੱਗੇ ਵੀ ਗੱਲਬਾਤ ਜਾਰੀ ਰਹੇਗੀ।

Punjab Chief Minister Bhagwant Mann today held a meeting with Union Home Minister Amit Shah in New Delhi and demanded a special relief package to revive Punjab from the devastating floods. The meeting lasted about 25 minutes, during which the Chief Minister shared the horrific picture of the destruction caused by the floods with the Home Minister. He said that the loss of life and property due to the floods in Punjab has reached nearly 20,000 crore rupees, and the basic infrastructure has also suffered a major blow. The Chief Minister also demanded amendments in the central rules for full compensation, including changes in the SDRF (State Disaster Response Fund) and NDRF (National Disaster Response Fund) rules so that the compensation amount can be increased. In addition, he raised issues regarding amendments in the procurement criteria for paddy crop in the current season and problems of farmers beyond the canal line.

After the meeting, Chief Minister Bhagwant Mann appeared quite optimistic and told the media that the discussion took place in a cordial atmosphere, and the Union Home Minister assured additional central assistance besides the earlier announced 1,600 crore rupees relief package, terming it 'token money'. The Chief Minister expressed hope that the Centre will stand with Punjab in this hour of crisis, as Punjab has always contributed by standing with the country in difficult times. He also mentioned that Prime Minister Narendra Modi does not have time to meet the flood victims, while special gifts are being given to states like Bihar. The Punjab government has presented its full side regarding the flood devastation to the Home Minister, and now the decision is in the hands of the Centre. It may be recalled that the Chief Minister had previously sought time from the Prime Minister's Office for a meeting, but due to no response, this issue was also raised in the previous assembly session.

It is noteworthy that nearly 60 lives have been lost due to floods in Punjab, and thousands of people have been rendered homeless. These are one of the most devastating floods in Punjab's history, causing massive damage to crops, livestock, and houses. The Punjab Legislative Assembly had recently passed a resolution condemning the Centre for not providing a special financial package and termed the Prime Minister's Office's refusal to grant a meeting time as an insult to the people of Punjab. The Chief Minister raised this in today's meeting as well and said that Punjab should also get special assistance like Bihar. The Punjab government has already announced relief packages for flood victims, including 20,000 rupees per acre for crop loss, 37,500 rupees for livestock loss, and 7,200 rupees per acre for desilting fields. This relief will be distributed before Diwali, and girdawari (assessment) is ongoing. The Chief Minister said that the Punjab government will provide the highest compensation in the country to flood victims, and more support is expected from the Centre. This meeting is an important step in resolving the Punjab floods issue, and discussions will continue.
