ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਕੇਸ ਵਿੱਚ ਪੰਜਾਬ ਪੁਲੀਸ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਗ੍ਰਿਫ਼ਤਾਰ, ਘਰੋਂ 5 ਕਰੋੜ ਨਕਦੀ ਅਤੇ 1.5 ਕਿੱਲੋ ਸੋਨਾ ਜ਼ਬਤ

ਸੀਬੀਆਈ ਨੇ ਪੰਜਾਬ ਪੁਲੀਸ ਦੇ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਨੂੰ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਦੇ ਦੋਸ਼ਾਂ ਵਿੱਚ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰ ਲਿਆ ਹੈ। ਇਹ ਗ੍ਰਿਫ਼ਤਾਰੀ ਮੰਡੀ ਗੋਬਿੰਦਗੜ੍ਹ ਦੇ ਸਕ੍ਰੈਪ ਵਪਾਰੀ ਅਕਾਸ਼ ਬੱਤਾ ਦੀ ਸ਼ਿਕਾਇਤ ਤੇ ਅਧਾਰਤ ਹੈ, ਜਿਸ ਨੇ ਦੋਸ਼ ਲਗਾਇਆ ਸੀ ਕਿ ਭੁੱਲਰ ਨੇ ਉਸ ਵਿਰੁੱਧ ਦਰਜ ਐਫਆਈਆਰ ਨੂੰ ਨਿਪਟਾਰਾ ਕਰਨ ਲਈ 8 ਲੱਖ ਰੁਪਏ ਦੀ ਰਿਸ਼ਵਤ ਮੰਗੀ ਸੀ। ਭੁੱਲਰ ਨੇ ਆਪਣੇ ਮਧੌਲੇ ਕ੍ਰਿਸ਼ਨੂ ਰਾਹੀਂ ਇਹ ਰਿਸ਼ਵਤ ਮੰਗੀ ਸੀ, ਜਿਸ ਨੂੰ ਵੀ ਸੀਬੀਆਈ ਨੇ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰ ਲਿਆ ਹੈ। ਗ੍ਰਿਫ਼ਤਾਰੀ ਤੋਂ ਬਾਅਦ, ਸੀਬੀਆਈ ਨੇ ਭੁੱਲਰ ਦੇ ਚੰਡੀਗੜ੍ਹ ਦੇ ਸੈਕਟਰ 40 ਵਾਲੇ ਘਰ ਅਤੇ ਹੋਰ ਥਾਵਾਂ ਤੇ ਛਾਪੇ ਮਾਰੇ, ਜਿਥੋਂ ਲਗਭਗ 5 ਕਰੋੜ ਰੁਪਏ ਦੀ ਨਕਦੀ ਅਤੇ 1.5 ਕਿਲੋ ਸੋਨੇ ਦੇ ਗਹਿਣੇ ਬਰਾਮਦ ਹੋਏ ਹਨ। ਇਸ ਤੋਂ ਇਲਾਵਾ, ਬੀਐਮਡਬਲਿਊ ਅਤੇ ਔਡੀ ਵਰਗੀਆਂ ਲੱਗਜ਼ਰੀ ਕਾਰਾਂ ਦੀਆਂ ਚਾਬੀਆਂ, ਪੰਜਾਬ ਵਿੱਚ ਕਈ ਜਾਇਦਾਦਾਂ ਦੇ ਕਾਗਜ਼, ਸਮਰਾਲਾ ਵਿੱਚ ਇੱਕ ਫਾਰਮ ਹਾਊਸ, 22 ਲੱਗਜ਼ਰੀ ਘੜੀਆਂ, 40 ਲੀਟਰ ਵਿਦੇਸ਼ੀ ਸ਼ਰਾਬ, ਇੱਕ ਡਬਲ-ਬੈਰਲ ਬੰਦੂਕ, ਪਿਸਤੌਲ, ਰਿਵਾਲਵਰ, ਏਅਰਗੰਨ ਅਤੇ ਬਹੁਤ ਸਾਰੇ ਗੋਲੇ-ਬਾਰੂਦ ਵੀ ਜ਼ਬਤ ਕੀਤੇ ਗਏ ਹਨ।

ਸੀਬੀਆਈ ਨੇ ਭੁੱਲਰ ਨੂੰ ਮੁਹਾਲੀ ਵਾਲੇ ਉਨ੍ਹਾਂ ਦੇ ਦਫ਼ਤਰ ਤੋਂ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ ਸੀ। ਇਹ ਕੇਸ 11 ਅਕਤੂਬਰ 2025 ਨੂੰ ਚੰਡੀਗੜ੍ਹ ਦੇ ਸੈਕਟਰ 9ਡੀ ਮਾਰਕੀਟ ਵਿੱਚ ਹੋਈ ਇੱਕ ਵਟਸਐਪ ਕਾਲ ਦੀ ਰਿਕਾਰਡਿੰਗ ਤੇ ਆਧਾਰਤ ਹੈ, ਜਿਸ ਵਿੱਚ ਭੁੱਲਰ ਨੂੰ ਕਹਿੰਦੇ ਸੁਣਿਆ ਗਿਆ ਹੈ, ‘8 ਫੜਨੇ ਨੇ 8... ਚੱਲ ਜਿੰਨਾ ਦਿੰਦੈ ਨਾਲ ਨਾਲ ਫੜੀ ਚੱਲ, ਓਹਨੂੰ ਕਹਿੰਦੇ 8 ਕਰ ਦੇ ਪੂਰਾ।’ ਐਫਆਈਆਰ ਅਨੁਸਾਰ, ਡੀਆਈਜੀ ਭੁੱਲਰ ਨੇ ‘ਸੇਵਾ ਪਾਣੀ’ ਦੇ ਨਾਮ ਤੇ ਵਪਾਰੀ ਨੂੰ ਹਰ ਮਹੀਨੇ ਭੁਗਤਾਨ ਕਰਨ ਲਈ ਕਿਹਾ ਸੀ ਅਤੇ ਅਜਿਹਾ ਨਾ ਕਰਨ ਤੇ ਝੂਠੇ ਮਾਮਲਿਆਂ ਵਿੱਚ ਫਸਾਉਣ ਦੀ ਧਮਕੀ ਵੀ ਦਿੱਤੀ ਸੀ। ਸ਼ਿਕਾਇਤ ਵਿੱਚ ਦਰਜ ਹੈ ਕਿ ਭੁੱਲਰ ਅਤੇ ਉਸ ਦੇ ਮਧੌਲੇ ਨੇ ਰਿਸ਼ਵਤ ਲੈਣ ਲਈ ਗਲਤ ਭਾਸ਼ਾ ਵਰਤੀ ਅਤੇ ਕਾਲ ਨੰਬਰ ਵੀ ਭੁੱਲਰ ਦੇ ਨਾਂ ਤੇ ਰਜਿਸਟਰਡ ਸਾਬਤ ਹੋਇਆ ਹੈ।

ਛਾਪੇਮਾਰੀ ਦੌਰਾਨ, ਨਕਦੀ ਗਿਣਨ ਲਈ ਸੀਬੀਆਈ ਨੇ ਤਿੰਨ ਨੋਟ ਗਿਣਨ ਵਾਲੀਆਂ ਮਸ਼ੀਨਾਂ ਵਰਤੀਆਂ। ਮਧੌਲੇ ਕ੍ਰਿਸ਼ਨੂ ਦੇ ਘਰੋਂ ਵੀ 21 ਲੱਖ ਰੁਪਏ ਦੀ ਨਕਦੀ ਬਰਾਮਦ ਹੋਈ ਹੈ। ਅਧਿਕਾਰੀਆਂ ਅਨੁਸਾਰ, ਤਲਾਸ਼ੀ ਅਭਿਆਨ ਅਜੇ ਜਾਰੀ ਹੈ ਅਤੇ ਹੋਰ ਵੇਰਵੇ ਸਾਹਮਣੇ ਆਉਣੇ ਬਾਕੀ ਹਨ। ਅੱਜ ਮੈਡੀਕਲ ਜਾਂਚ ਤੋਂ ਬਾਅਦ ਭੁੱਲਰ ਨੂੰ ਚੰਡੀਗੜ੍ਹ ਦੀ ਸੀਬੀਆਈ ਅਦਾਲਤ ਵਿੱਚ ਪੇਸ਼ ਕੀਤਾ ਗਿਆ, ਜਿੱਥੇ ਅਦਾਲਤ ਨੇ ਉਸ ਨੂੰ 14 ਦਿਨਾਂ ਦੀ ਨਿਆਂਇਕ ਹਿਰਾਸਤ ਵਿੱਚ ਭੇਜ ਦਿੱਤਾ ਹੈ। ਮੀਡੀਆ ਨਾਲ ਗੱਲਬਾਤ ਵਿੱਚ ਭੁੱਲਰ ਨੇ ਦੋਸ਼ਾਂ ਨੂੰ ਝੂਠਾ ਠਹਿਰਾਉਂਦਿਆਂ ਕਿਹਾ ਕਿ ਉਸ ਨੂੰ ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਗਲਤ ਫਸਾਇਆ ਗਿਆ ਹੈ।

ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ 2007 ਬੈਚ ਦੇ ਆਈਪੀਐਸ ਅਧਿਕਾਰੀ ਹਨ ਅਤੇ ਨਵੰਬਰ 2024 ਵਿੱਚ ਰੂਪਨਗਰ ਰੇਂਜ ਦੇ ਡੀਆਈਜੀ ਵਜੋਂ ਤਾਇਨਾਤ ਹੋਏ ਸਨ। ਉਹ ਪੰਜਾਬ ਦੇ ਸਾਬਕਾ ਡੀਜੀਪੀ ਐਮ.ਐਸ. ਭੁੱਲਰ ਦੇ ਪੁੱਤਰ ਹਨ। ਆਪਣੇ ਕਰੀਅਰ ਵਿੱਚ ਉਨ੍ਹਾਂ ਨੇ ਪਟਿਆਲਾ ਰੇਂਜ ਦੇ ਡੀਆਈਜੀ, ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਦੇ ਸੰਯੁਕਤ ਡਾਇਰੈਕਟਰ ਅਤੇ ਮੋਹਾਲੀ, ਸੰਗਰੂਰ, ਖੰਨਾ, ਹੋਸ਼ਿਆਰਪੁਰ, ਫਤਹਗੜ੍ਹ ਸਾਹਿਬ ਅਤੇ ਗੁਰਦਾਸਪੁਰ ਵਰਗੇ ਜ਼ਿਲ੍ਹਿਆਂ ਵਿੱਚ ਐਸਐਸਪੀ ਵਜੋਂ ਕੰਮ ਕੀਤਾ ਹੈ। 2021 ਵਿੱਚ ਉਨ੍ਹਾਂ ਨੇ ਅਕਾਲੀ ਆਗੂ ਬਿਕਰਮ ਸਿੰਘ ਮਜੀਠੀਆ ਵਿਰੁੱਧ ਡਰੱਗ ਕੇਸ ਦੀ ਜਾਂਚ ਕਰਨ ਵਾਲੀ ਵਿਸ਼ੇਸ਼ ਜਾਂਚ ਟੀਮ (ਐਸਆਈਟੀ) ਦੀ ਅਗਵਾਈ ਕੀਤੀ ਸੀ ਅਤੇ ਸੂਬਾ ਸਰਕਾਰ ਦੀ ‘ਨਸ਼ਿਆਂ ਵਿਰੁੱਧ ਜੰਗ’ ਮੁਹਿੰਮ ਵਿੱਚ ਵੀ ਅਹਿਮ ਭੂਮਿਕਾ ਨਿਭਾਈ ਸੀ।

The CBI has arrested Punjab Police DIG Harcharan Singh Bhullar on charges of corruption. This arrest is based on a complaint from Akash Batta, a scrap dealer from Mandi Gobindgarh, who alleged that Bhullar demanded a bribe of Rs 8 lakh to settle an FIR against him. Bhullar demanded the bribe through his middleman Krishanu, who has also been arrested by the CBI. After the arrest, the CBI conducted raids at Bhullar's residence in Sector 40, Chandigarh, and other locations, from where approximately Rs 5 crore in cash and 1.5 kg of gold jewelry were recovered. In addition, keys to luxury cars like BMW and Audi, documents of several properties in Punjab, a farmhouse in Samrala, 22 luxury watches, 40 liters of imported liquor, a double-barrel gun, pistol, revolver, airgun, and a large quantity of ammunition were also seized.

The CBI arrested Bhullar from his office in Mohali. This case is based on a WhatsApp call recording from October 11, 2025, at Sector 9D Market in Chandigarh, in which Bhullar can be heard saying, ‘8 fadne ne 8... chhall jinna dindai naal naal fadi chhall, ohnu kehnde 8 kar de poora.’ According to the FIR, DIG Bhullar asked the businessman to make monthly payments under the guise of ‘sewa paani’ and threatened to implicate him in false cases if he did not comply. The complaint states that Bhullar and his middleman used coded language to demand the bribe, and the call number was registered in Bhullar's name.

During the raids, the CBI used three note-counting machines to tally the cash. An additional Rs 21 lakh in cash was recovered from middleman Krishanu's residence. According to officials, the search operation is still ongoing, and more details are yet to emerge. Today, after a medical examination, Bhullar was produced in the CBI court in Chandigarh, where the court remanded him to 14 days of judicial custody. In a conversation with the media, Bhullar denied the allegations, claiming that he has been wrongly implicated in this case.

Harcharan Singh Bhullar is a 2007-batch IPS officer and was posted as DIG of Ropar Range in November 2024. He is the son of former Punjab DGP M.S. Bhullar. During his career, he has served as DIG of Patiala Range, Joint Director of the Vigilance Bureau, and SSP in districts like Mohali, Sangrur, Khanna, Hoshiyarpur, Fatehgarh Sahib, and Gurdaspur. In 2021, he led the Special Investigation Team (SIT) probing the drug case against Akali leader Bikram Singh Majithia and played a key role in the state government's ‘war against drugs’ campaign.
