ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਵਿਸ਼ੇਸ਼ ਇਜਲਾਸ: ਕੇਂਦਰ ਵਿਰੋਧੀ ਮਤਾ ਪੇਸ਼, 20 ਹਜ਼ਾਰ ਕਰੋੜ ਪੈਕੇਜ ਮੰਗਿਆ ਗਿਆ, ਬਾਜਵਾ ਨੇ ਹੜ੍ਹਾਂ ਦੀ ਨਿਰਪੱਖ ਜਾਂਚ ਮੰਗੀ

ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਦੇ ਵਿਸ਼ੇਸ਼ ਇਜਲਾਸ ਦੇ ਪਹਿਲੇ ਦਿਨ ਜਲ ਸਰੋਤ ਮੰਤਰੀ ਬਰਿੰਦਰ ਕੁਮਾਰ ਗੋਇਲ ਨੇ ਹੜ੍ਹਾਂ ਬਾਰੇ ਬਹਿਸ ਦੀ ਸ਼ੁਰੂਆਤ ਕੀਤੀ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਸਪੀਕਰ ਕੁਲਤਾਰ ਸਿੰਘ ਸੰਧਵਾਂ ਨੇ ਹਾਕਮ ਧਿਰ ਅਤੇ ਵਿਰੋਧੀ ਧਿਰ ਨੂੰ ਕਿਹਾ ਕਿ ਅੱਜ ਦੀ ਬਹਿਸ ਨੂੰ ਹੜ੍ਹਾਂ ਵਿੱਚੋਂ ਉਭਰ ਰਹੇ ਪੰਜਾਬ ਨੂੰ ਮੁੜ ਮਜ਼ਬੂਤ ਬਣਾਉਣ ਉੱਤੇ ਧਿਆਨ ਦੇਣਾ ਚਾਹੀਦਾ ਹੈ। ਜਲ ਸਰੋਤ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਇਸ ਵਾਰ ਦੀਆਂ ਬਹੁਤ ਜ਼ਿਆਦਾ ਬਾਰਸ਼ਾਂ ਨੇ ਮੌਸਮ ਵਿਭਾਗ ਦੀ ਭਵਿੱਖਬਾਣੀ ਨੂੰ ਵੀ ਗਲਤ ਸਾਬਤ ਕਰ ਦਿੱਤਾ ਅਤੇ ਇਹ ਪਾਣੀ ਪੰਜਾਬ ਵਿੱਚ ਵੱਡੀ ਤਬਾਹੀ ਦਾ ਕਾਰਨ ਬਣ ਗਿਆ। ਇਸ ਬਹਿਸ ਵਿੱਚ ਸੂਬਾ ਸਰਕਾਰ ਨੇ ਕੇਂਦਰ ਨੂੰ ਨਿਸ਼ਾਨੇ ਉੱਤੇ ਰੱਖਿਆ ਜਦਕਿ ਵਿਰੋਧੀ ਧਿਰ ਨੇ ਮਾਨ ਸਰਕਾਰ ਨੂੰ ਘੇਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ।

ਬਹਿਸ ਦੌਰਾਨ ਜਲ ਸਰੋਤ ਮੰਤਰੀ ਬਰਿੰਦਰ ਗੋਇਲ ਨੇ ਕੇਂਦਰ ਸਰਕਾਰ ਵਿਰੋਧੀ ਮਤਾ ਪੇਸ਼ ਕੀਤਾ ਅਤੇ ਕੇਂਦਰ ਤੋਂ ਪੰਜਾਬ ਲਈ 20 ਹਜ਼ਾਰ ਕਰੋੜ ਰੁਪਏ ਦਾ ਪੈਕੇਜ ਮੰਗਿਆ। ਵਿੱਤ ਮੰਤਰੀ ਹਰਪਾਲ ਚੀਮਾ ਨੇ ਕਿਹਾ ਕਿ ਵਿਰੋਧੀ ਧਿਰ ਲਾਸ਼ਾਂ ਉੱਤੇ ਰਾਜਨੀਤੀ ਕਰ ਰਹੀ ਹੈ। ਉੱਥੇ ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਨੇਤਾ ਪ੍ਰਤਾਪ ਸਿੰਘ ਬਾਜਵਾ ਨੇ ਹੜ੍ਹਾਂ ਦੇ ਕਾਰਨਾਂ ਦੀ ਨਿਰਪੱਖ ਜਾਂਚ ਦੀ ਮੰਗ ਕੀਤੀ ਅਤੇ ਕਿਹਾ ਕਿ ਇਹ ਜਾਂਚ ਹਾਈ ਕੋਰਟ ਦੇ ਜੱਜ ਵੱਲੋਂ ਕਰਵਾਈ ਜਾਵੇ। ਬਾਜਵਾ ਨੇ ਰੰਗਲਾ ਪੰਜਾਬ ਸੁਸਾਇਟੀ ਉੱਤੇ ਵੀ ਸਵਾਲ ਉਠਾਏ ਅਤੇ ਵਿਧਾਨ ਸਭਾ ਵਿੱਚੋਂ ਪਰਵਾਸੀ ਪੰਜਾਬੀਆਂ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਕਿ ਉਹ ਇਸ ਸੁਸਾਇਟੀ ਨੂੰ ਫੰਡ ਨਾ ਦੇਣ ਅਤੇ ਸਿੱਧੇ ਹੜ੍ਹ ਪੀੜਤਾਂ ਨੂੰ ਮਦਦ ਭੇਜਣ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਰੰਗਲਾ ਪੰਜਾਬ ਫੰਡ ਵਿੱਚ ਲੋਕਾਂ ਨਾਲ ਧੋਖਾ ਹੋ ਸਕਦਾ ਹੈ। ਬਾਜਵਾ ਨੇ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਵਿੱਚ ਹੜ੍ਹ ਵੱਡੇ ਪੱਧਰ ਉੱਤੇ ਮਨੁੱਖੀ ਗਲਤੀਆਂ ਕਾਰਨ ਆਏ ਹਨ ਅਤੇ ਸੂਬਾ ਸਰਕਾਰ ਨੇ ਡੈਮਾਂ ਵਿੱਚੋਂ ਪਾਣੀ ਛੱਡਣ ਵਿੱਚ ਗਲਤੀ ਕੀਤੀ ਹੈ।

ਜਲ ਸਰੋਤ ਮੰਤਰੀ ਬਰਿੰਦਰ ਗੋਇਲ ਨੇ ਬਹਿਸ ਵਿੱਚ ਮੰਗ ਕੀਤੀ ਕਿ ਬੀਬੀਐਮਬੀ ਦਾ ਕੰਟਰੋਲ ਪੰਜਾਬ ਨੂੰ ਸੌਂਪ ਦਿੱਤਾ ਜਾਵੇ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਹੜ੍ਹਾਂ ਦੌਰਾਨ ਬੀਬੀਐਮਬੀ ਨੇ ਪੰਜਾਬ ਨੂੰ ਬੇਸਹਾਰਾ ਛੱਡ ਦਿੱਤਾ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ ਜ਼ਿੱਦੀ ਫੈਸਲਿਆਂ ਨੇ ਪੰਜਾਬ ਨੂੰ ਨੁਕਸਾਨ ਪਹੁੰਚਾਇਆ। ਉਨ੍ਹਾਂ ਨੇ ਦਰਿਆਵਾਂ ਦੀ ਡੀਸਿਲਟਿੰਗ ਵਿੱਚ ਕੇਂਦਰ ਵੱਲੋਂ ਪਾਈਆਂ ਅੜਚਣਾਂ ਦਾ ਵੀ ਜ਼ਿਕਰ ਕੀਤਾ। ਗੋਇਲ ਨੇ ਕੇਂਦਰ ਸਰਕਾਰ ਨੂੰ ਘੇਰਦਿਆਂ ਕਿਹਾ ਕਿ ਕੇਂਦਰ ਨੇ ਹੜ੍ਹਾਂ ਵਿੱਚ ਪੰਜਾਬ ਦੇ ਜ਼ਖ਼ਮਾਂ ਉੱਤੇ ਮਲ੍ਹਮ ਲਾਉਣ ਦੀ ਬਜਾਏ ਨਮਕ ਛਿੜਕਿਆ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਮੁਸੀਬਤ ਦੀ ਘੜੀ ਵਿੱਚ ਕੇਂਦਰ ਨੇ ਪੰਜਾਬ ਦਾ ਸਾਥ ਨਹੀਂ ਨਿਭਾਇਆ ਅਤੇ ਸਥਾਨਕ ਲੀਡਰਾਂ ਨੇ ਵੀ ਕੇਂਦਰ ਦਾ ਪੱਖ ਲਿਆ। ਗੋਇਲ ਨੇ ਕਿਹਾ ਕਿ ਕੇਂਦਰ ਕੋਲ ਹੁਣ ਗਲਤੀਆਂ ਸੁਧਾਰਨ ਦਾ ਵਧੀਆ ਮੌਕਾ ਹੈ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਪੰਜਾਬ ਵਿੱਚ ਹੜ੍ਹਾਂ ਨਾਲ ਹੋਏ ਨੁਕਸਾਨ ਦੀ ਭਰਪਾਈ ਲਈ ਖੁੱਲ੍ਹੇ ਦਿਲ ਨਾਲ ਮਦਦ ਕਰਨੀ ਚਾਹੀਦੀ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੂੰ ਅੱਗੇ ਆ ਕੇ ਤੁਰੰਤ ਸੂਬੇ ਦੀ ਮਦਦ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ।

ਵਿੱਤ ਮੰਤਰੀ ਹਰਪਾਲ ਚੀਮਾ ਨੇ ਸਦਨ ਵਿੱਚ ਕੇਂਦਰੀ ਰਾਹਤ ਫੰਡ ਉੱਤੇ ਸਵਾਲ ਉਠਾਏ ਅਤੇ ਕਿਹਾ ਕਿ ਕੇਂਦਰ ਵੱਲੋਂ ਦਿੱਤੇ ਗਏ 1600 ਕਰੋੜ ਰੁਪਏ ਵਿੱਚੋਂ ਇੱਕ ਵੀ ਪੈਸਾ ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਖਜ਼ਾਨੇ ਵਿੱਚ ਨਹੀਂ ਆਇਆ। ਉਨ੍ਹਾਂ ਨੇ 12 ਹਜ਼ਾਰ ਕਰੋੜ ਰੁਪਏ ਦੇ ਰਾਹਤ ਫੰਡਾਂ ਦਾ ਹਿਸਾਬ ਵੀ ਸਦਨ ਵਿੱਚ ਰੱਖਿਆ। ਬਾਜਵਾ ਵੱਲੋਂ ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਨਿਸ਼ਾਨੇ ਉੱਤੇ ਲੈਣ ਤੋਂ ਬਾਅਦ ਸਦਨ ਵਿੱਚ ਹੰਗਾਮਾ ਹੋ ਗਿਆ। ਜਲ ਸਰੋਤ ਮੰਤਰੀ ਨੇ ਬਾਜਵਾ ਵੱਲੋਂ ਲਾਏ ਦੋਸ਼ਾਂ ਦਾ ਜਵਾਬ ਦਿੱਤਾ ਪਰ ਬਾਜਵਾ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਵਿਚਕਾਰ ਵਿੱਚ ਟੋਕਦੇ ਰਹੇ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਸੱਤਾਧਾਰੀ ਧਿਰ ਦੇ ਵਿਧਾਇਕਾਂ ਨੇ ਸਪੀਕਰ ਅੱਗੇ ਕੇਂਦਰ ਸਰਕਾਰ ਵਿਰੋਧੀ ਨਾਅਰੇ ਲਾਏ ਅਤੇ ਹੱਥਾਂ ਵਿੱਚ ਤਖ਼ਤੀਆਂ ਫੜ੍ਹ ਕੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮੋਦੀ ਵਿਰੋਧੀ ਨਾਅਰੇ ਲਗਾਏ ਜਿਨ੍ਹਾਂ ਉੱਤੇ 'ਮੋਦੀ ਜੀ ਦਾ 1600 ਕਰੋੜ ਦਾ ਜੁਮਲਾ' ਲਿਖਿਆ ਸੀ। ਇਸ ਨਾਅਰੇਬਾਜ਼ੀ ਕਾਰਨ ਸਪੀਕਰ ਨੇ ਸਦਨ ਦੀ ਕਾਰਵਾਈ 20 ਮਿੰਟ ਲਈ ਮੁਲਤਵੀ ਕਰ ਦਿੱਤੀ। ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਮੈਂਬਰ ਬੈਠੇ ਰਹੇ ਜਦਕਿ ਸੱਤਾਧਾਰੀ ਧਿਰ ਨੇ ਨਾਅਰੇ ਜਾਰੀ ਰੱਖੇ।

ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਦੇ ਵਿਸ਼ੇਸ਼ ਇਜਲਾਸ ਦੀ ਸ਼ੁਰੂਆਤ ਵਿੱਚ ਵਿਛੜੀਆਂ ਰੂਹਾਂ ਨੂੰ ਸ਼ਰਧਾਂਜਲੀ ਭੇਟ ਕੀਤੀ ਗਈ। ਮੈਂਬਰਾਂ ਨੇ ਸਾਬਕਾ ਮੰਤਰੀ ਹਰਮੇਲ ਸਿੰਘ ਟੌਹੜਾ, ਸਾਬਕਾ ਵਿਧਾਇਕ ਰਘੁਬੀਰ ਸਿੰਘ, ਲੈਫਟੀਨੈਂਟ ਕਰਨਲ ਸ਼ਹੀਦ ਭਾਨੂ ਪ੍ਰਤਾਪ ਸਿੰਘ ਮਨਕੋਟੀਆ, ਏਐਲਡੀ ਸ਼ਹੀਦ ਦਲਜੀਤ ਸਿੰਘ, ਲਾਂਸ ਨਾਇਕ ਸ਼ਹੀਦ ਰਿੰਕੂ ਸਿੰਘ, ਸ਼ਹੀਦ ਪ੍ਰਿਤਪਾਲ ਸਿੰਘ, ਸਿਪਾਹੀ ਸ਼ਹੀਦ ਹਰਮਿੰਦਰ ਸਿੰਘ, ਅਦਾਕਾਰ ਅਤੇ ਕਾਮੇਡੀਅਨ ਜਸਵਿੰਦਰ ਸਿੰਘ ਭੱਲਾ, ਸੰਗੀਤਕਾਰ ਚਰਨਜੀਤ ਅਹੂਜਾ ਅਤੇ ਭਾਜਪਾ ਵਿਧਾਇਕ ਅਸ਼ਵਨੀ ਸ਼ਰਮਾ ਦੇ ਭਰਾ ਦੇ ਅਕਾਲ ਚਲਾਣੇ ਉੱਤੇ ਦੁੱਖ ਪ੍ਰਗਟ ਕੀਤਾ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਪੰਜਾਬ ਵਿੱਚ ਹਾਲ ਹੀ ਵਿੱਚ ਆਏ ਹੜ੍ਹਾਂ ਵਿੱਚ ਜਾਨ ਗਵਾਉਣ ਵਾਲੇ 59 ਨਾਗਰਿਕਾਂ ਨੂੰ ਵੀ ਸ਼ਰਧਾਂਜਲੀ ਦਿੱਤੀ ਗਈ। ਮੈਂਬਰਾਂ ਨੇ ਆਪਣੀਆਂ ਸੀਟਾਂ ਉੱਤੇ ਖੜ੍ਹ ਕੇ ਦੋ ਮਿੰਟ ਦਾ ਮੌਨ ਰੱਖ ਕੇ ਵਿਛੜੀਆਂ ਰੂਹਾਂ ਨੂੰ ਸ਼ਰਧਾਂਜਲੀ ਭੇਟ ਕੀਤੀ। ਇਸ ਤੋਂ ਬਾਅਦ ਵਿਧਾਨ ਸਭਾ ਦੀ ਕਾਰਵਾਈ ਦੁਪਹਿਰ 12 ਵਜੇ ਤੱਕ ਮੁਲਤਵੀ ਕਰ ਦਿੱਤੀ ਗਈ। ਇਹ ਵਿਸ਼ੇਸ਼ ਇਜਲਾਸ 26 ਤੋਂ 29 ਸਤੰਬਰ ਤੱਕ ਚੱਲੇਗਾ ਅਤੇ ਵਿਰੋਧੀ ਧਿਰ ਨੇ ਫਸਲ ਨੁਕਸਾਨ ਲਈ ਪ੍ਰਤੀ ਏਕੜ 20 ਹਜ਼ਾਰ ਰੁਪਏ ਮੁਆਵਜ਼ੇ ਨੂੰ ਵਧਾਉਣ ਦੀ ਮੰਗ ਵੀ ਕੀਤੀ ਹੈ ਜਿਸ ਨੂੰ ਉਹ ਨਾਕਾਫੀ ਮੰਨਦੇ ਹਨ। ਸੈਸ਼ਨ ਵਿੱਚ ਆਪਸੀ ਇਲਜ਼ਾਮਬਾਜ਼ੀ ਵੀ ਵਧ ਗਈ ਹੈ ਜਿੱਥੇ ਹਾਕਮ ਧਿਰ ਨੇ ਕੇਂਦਰ ਨੂੰ ਨਿਸ਼ਾਨੇ ਉੱਤੇ ਰੱਖਿਆ ਅਤੇ ਵਿਰੋਧੀ ਧਿਰ ਨੇ ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਘੇਰਿਆ। ਵਿਧਾਇਕ ਅਮਨ ਅਰੋੜਾ ਨੇ ਕਿਹਾ ਕਿ ਵਿਰੋਧੀ ਧਿਰ ਭਾਜਪਾ ਦਾ ਪੱਖ ਲੈ ਰਹੀ ਹੈ।

The special session of the Punjab Assembly began on the first day with Water Resources Minister Barinder Kumar Goyal starting the debate on floods. Before this, Speaker Kultar Singh Sandhwan told the ruling party and the opposition that today's debate should focus on strengthening Punjab emerging from the floods. The Water Resources Minister said that this time's excessive rains proved even the weather department's forecast wrong and this water became the cause of massive destruction in Punjab. In this debate, the state government targeted the Center while the opposition tried to corner the Mann government.

During the debate, Water Resources Minister Barinder Goyal presented a resolution against the Center government and demanded a 20,000 crore package from the Center for Punjab. Finance Minister Harpal Cheema said that the opposition is doing politics on dead bodies. There, opposition leader Partap Singh Bajwa demanded an impartial probe into the causes of the floods and said that this probe should be conducted by a High Court judge. Bajwa also raised questions on Rangla Punjab society and appealed to overseas Punjabis from the assembly not to give funds to this society and to send help directly to the flood victims. He said that there could be fraud with people in the Rangla Punjab fund. Bajwa also said that the floods in Punjab were largely due to human errors and the state government made mistakes in releasing water from dams.

Water Resources Minister Barinder Goyal demanded during the debate that the control of BBMB should be handed over to Punjab. He said that during the floods, BBMB left Punjab helpless and their stubborn decisions caused damage to Punjab. He also mentioned the obstacles put by the Center in the desilting of rivers. Goyal, while cornering the Center government, said that the Center sprinkled salt on Punjab's wounds during the floods instead of applying balm. He said that in the hour of difficulty, the Center did not support Punjab and local leaders also took the Center's side. Goyal said that the Center now has a good opportunity to correct mistakes and they should help with an open heart for compensating the damage caused by floods in Punjab. He demanded that the Prime Minister come forward and immediately help the state.

Finance Minister Harpal Cheema raised questions on the central relief fund in the house and said that not a single penny from the 1600 crore given by the Center has come to the Punjab government's treasury. He also presented the account of 12 thousand crore relief funds in the house. After Bajwa targeted the Punjab government, there was uproar in the house. The Water Resources Minister responded to the allegations made by Bajwa but Bajwa kept interrupting him. In addition, the ruling party MLAs raised slogans against the Center government in front of the Speaker and held placards protesting against Prime Minister Modi with 'Modi Ji's 1600 crore jumla' written on them. Due to this sloganeering, the Speaker adjourned the house proceedings for 20 minutes. The opposition members remained seated while the ruling party continued the slogans.

Before this, at the beginning of the special session of the Punjab Assembly, tributes were paid to the departed souls. The members expressed grief over the demise of former minister Harmel Singh Tohra, former MLA Raghubir Singh, Lieutenant Colonel martyr Bhanu Pratap Singh Mankotia, ALD martyr Daljit Singh, Lance Naik martyr Rinku Singh, martyr Pritpal Singh, sepoy martyr Harminder Singh, actor and comedian Jaswinder Singh Bhalla, musician Charanjit Ahuja, and the brother of BJP MLA Ashwani Sharma. In addition, tributes were also paid to the 59 citizens who lost their lives in the recent floods in Punjab. The members stood at their seats and observed two minutes of silence to pay tribute to the departed souls. After this, the assembly proceedings were adjourned till 12 noon. This special session will run from September 26 to 29 and the opposition has also demanded to increase the compensation of 20 thousand rupees per acre for crop damage, which they consider insufficient. Mutual allegations have increased in the session where the ruling party targeted the Center and the opposition cornered the Punjab government. MLA Aman Arora said that the opposition is taking the side of BJP.
