ਇਸਤੰਬੁਲ ਵਿੱਚ ਪਾਕਿਸਤਾਨ-ਅਫਗਾਨ ਸ਼ਾਂਤੀ ਗੱਲਾਂ ਫੇਲ੍ਹ, ਦੋਵੇਂ ਪਾਸੇ ਇਕ ਦੂਜੇ ਨੂੰ ਜ਼ਿੰਮੇਵਾਰ ਠਹਿਰਾਉਣ ਲੱਗੇ
ਇਸਤੰਬੁਲ ਵਿੱਚ ਪਾਕਿਸਤਾਨ ਅਤੇ ਅਫਗਾਨਿਸਤਾਨ ਵਿਚਕਾਰ ਸ਼ਾਂਤੀ ਵਾਰਤਾ ਬਿਨਾਂ ਕਿਸੇ ਨਤੀਜੇ ਤੋਂ ਖਤਮ ਹੋ ਗਈ ਜਿੱਥੇ ਦੋਵੇਂ ਪਾਸੇ ਸਰਹੱਦੀ ਤਣਾਅ ਅਤੇ ਜੰਗਬੰਦੀ ਨੂੰ ਲੈ ਕੇ ਇਕ ਦੂਜੇ ਨੂੰ ਦੋਸ਼ ਦੇ ਰਹੇ ਹਨ। ਤਾਲਿਬਾਨ ਨੇ ਪਾਕਿਸਤਾਨ ਦੀਆਂ ਗਲਤ ਮੰਗਾਂ ਨੂੰ ਜ਼ਿੰਮੇਵਾਰ ਠਹਿਰਾਇਆ ਜਦਕਿ ਪਾਕਿਸਤਾਨ ਨੇ ਅਫਗਾਨ ਵੱਲੋਂ ਉਲੰਘਣੇ ਦੀ ਚੇਤਾਵਨੀ ਦਿੱਤੀ ਹੈ। ਇਹ ਨਾਕਾਮੀ ਹਾਲੀਆ ਧਮਾਕਿਆਂ ਅਤੇ ਲੜਾਈ ਤੋਂ ਬਾਅਦ ਖੇਤਰੀ ਸੁਰੱਖਿਆ ਨੂੰ ਹੋਰ ਖਤਰੇ ਵਿੱਚ ਪਾ ਰਹੀ ਹੈ।
ਇਸਤੰਬੁਲ ਵਿੱਚ ਪਾਕਿਸਤਾਨ ਅਤੇ ਅਫਗਾਨਿਸਤਾਨ ਵਿਚਕਾਰ ਚੱਲ ਰਹੀਆਂ ਸ਼ਾਂਤੀ ਵਾਰਤਾ ਬਿਨਾਂ ਕਿਸੇ ਸਮਝੌਤੇ ਦੇ ਖਤਮ ਹੋ ਗਈਆਂ ਹਨ। ਅਧਿਕਾਰੀਆਂ ਨੇ ਸ਼ਨੀਵਾਰ ਨੂੰ ਦੱਸਿਆ ਕਿ ਦੋਵੇਂ ਪਾਸੇ ਸਰਹੱਦੀ ਤਣਾਅ ਘੱਟ ਕਰਨ ਅਤੇ ਨਾਜ਼ੁਕ ਜੰਗਬੰਦੀ ਨੂੰ ਜਾਰੀ ਰੱਖਣ ਦੇ ਟੀਚੇ ਨਾਲ ਸ਼ੁਰੂ ਕੀਤੀਆਂ ਗੱਲਾਂ ਟੁੱਟਣ ਲਈ ਇਕ ਦੂਜੇ ਨੂੰ ਦੋਸ਼ ਦੇ ਰਹੇ ਹਨ। ਹਾਲ ਹੀ ਦੇ ਹਫ਼ਤਿਆਂ ਵਿੱਚ ਦੋਵਾਂ ਦੇਸ਼ਾਂ ਵਿਚਕਾਰ ਘਾਤਕ ਸਰਹੱਦੀ ਲੜਾਈ ਹੋਈ ਸੀ ਜਿਸ ਨਾਲ ਤਣਾਅ ਵਧ ਗਿਆ। ਇਸ ਲੜਾਈ ਵਿੱਚ ਦਰਜਨਾਂ ਫੌਜੀ ਅਤੇ ਆਮ ਲੋਕ ਮਾਰੇ ਗਏ।
ਕਾਬੁਲ ਵਿੱਚ 9 ਅਕਤੂਬਰ ਨੂੰ ਹੋਏ ਧਮਾਕਿਆਂ ਨੇ ਹਿੰਸਾ ਨੂੰ ਹੋਰ ਭੜਕਾ ਦਿੱਤਾ। ਅਫਗਾਨਿਸਤਾਨ ਦੀ ਤਾਲਿਬਾਨ ਸਰਕਾਰ ਨੇ ਇਨ੍ਹਾਂ ਨੂੰ ਪਾਕਿਸਤਾਨ ਵੱਲੋਂ ਕੀਤੇ ਗਏ ਡਰੋਨ ਹਮਲੇ ਕਿਹਾ ਅਤੇ ਬਦਲਾ ਲੈਣ ਦਾ ਵਾਅਦਾ ਕੀਤਾ। ਕਤਰ ਵੱਲੋਂ 19 ਅਕਤੂਬਰ ਨੂੰ ਜੰਗਬੰਦੀ ਦੀ ਵਿਚੋਲਗੀ ਕਰਨ ਤੋਂ ਬਾਅਦ ਤਣਾਅ ਕੁਝ ਘੱਟਿਆ ਸੀ। ਪਰ ਹੁਣ ਇਹ ਜੰਗਬੰਦੀ ਨਾਜ਼ੁਕ ਹੋ ਗਈ ਹੈ। ਅਫਗਾਨਿਸਤਾਨ ਸਰਕਾਰ ਦੇ ਬੋਲਪੁਲ ਜ਼ਬੀਹੁੱਲਾ ਮੁਜਾਹਿਦ ਨੇ ਗੱਲਾਂ ਟੁੱਟਣ ਲਈ ਪਾਕਿਸਤਾਨ ਨੂੰ ਜ਼ਿੰਮੇਵਾਰ ਠਹਿਰਾਉਂਦੇ ਹੋਏ ਕਿਹਾ ਕਿ "ਸ਼ਾਂਤੀ ਵਾਰਤਾ ਦੌਰਾਨ ਪਾਕਿਸਤਾਨ ਦੀਆਂ ਮੰਗਾਂ ਗਲਤ ਸਨ ਅਤੇ ਗੱਲਾਂ ਅੱਗੇ ਨਹੀਂ ਵਧ ਸਕੀਆਂ, ਮੀਟਿੰਗ ਖਤਮ ਹੋ ਗਈ ਅਤੇ ਗੱਲਾਂ ਹੁਣ ਲਈ ਰੁਕ ਗਈਆਂ ਹਨ।" ਸ਼ਨੀਵਾਰ ਨੂੰ ਦੱਖਣੀ ਅਫਗਾਨ ਸ਼ਹਿਰ ਕੰਧਾਰ ਵਿੱਚ ਪੱਤਰਕਾਰਾਂ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਮੁਜਾਹਿਦ ਨੇ ਕਿਹਾ ਕਿ ਅਫਗਾਨਿਸਤਾਨ ਖੇਤਰ ਵਿੱਚ ਅਸੁਰੱਖਿਆ ਨਹੀਂ ਚਾਹੁੰਦਾ ਅਤੇ ਜੰਗ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣਾ ਸਾਡੀ ਪਹਿਲੀ ਚੋਣ ਨਹੀਂ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ "ਜੇਕਰ ਜੰਗ ਸ਼ੁਰੂ ਹੋ ਜਾਂਦੀ ਹੈ ਤਾਂ ਸਾਨੂੰ ਆਪਣਾ ਬਚਾਅ ਕਰਨ ਦਾ ਹੱਕ ਹੈ।"
ਮੁਜਾਹਿਦ ਨੇ ਇੱਕ ਲਿਖਤੀ ਬਿਆਨ ਵਿੱਚ ਵੀ ਦੁਹਰਾਇਆ ਕਿ ਅਫਗਾਨਿਸਤਾਨ ਕਿਸੇ ਨੂੰ ਵੀ ਆਪਣੀ ਧਰਤੀ ਨੂੰ ਕਿਸੇ ਹੋਰ ਦੇਸ਼ ਵਿਰੁੱਧ ਵਰਤਣ ਦੀ ਇਜਾਜ਼ਤ ਨਹੀਂ ਦੇਵੇਗਾ ਅਤੇ ਨਾ ਹੀ ਅਜਿਹੀ ਕੋਈ ਕਾਰਵਾਈ ਦੀ ਇਜਾਜ਼ਤ ਦੇਵੇਗਾ ਜੋ ਇਸ ਦੀ ਸਰਹੱਦ ਜਾਂ ਸੁਰੱਖਿਆ ਨੂੰ ਕਮਜ਼ੋਰ ਕਰੇ। ਤੁਰਕੀ ਅਤੇ ਕਤਰ ਦੀ ਵਿਚੋਲਗੀ ਨਾਲ ਇਸਤੰਬੁਲ ਵਿੱਚ ਹੋਈਆਂ ਇਹ ਦੋ ਦਿਨਾਂ ਦੀਆਂ ਗੱਲਾਂ ਸ਼ਾਂਤੀ ਵਾਰਤਾ ਦਾ ਤੀਜਾ ਦੌਰ ਸੀ। ਇਹ 2021 ਵਿੱਚ ਅਫਗਾਨਿਸਤਾਨ ਵਿੱਚ ਤਾਲਿਬਾਨ ਦੇ ਸੱਤਾ 'ਤੇ ਆਉਣ ਤੋਂ ਬਾਅਦ ਦੋਵਾਂ ਗੁਆਂਢੀ ਦੇਸ਼ਾਂ ਵਿਚਕਾਰ ਸਭ ਤੋਂ ਅਹਿਮ ਕੂਟਨੀਤਕ ਕੋਸ਼ਿਸ਼ਾਂ ਵਿੱਚੋਂ ਇੱਕ ਸੀ। ਪਰ ਪਿਛਲੀਆਂ ਕੋਸ਼ਿਸ਼ਾਂ ਦੇ ਬਾਵਜੂਦ ਅਧਿਕਾਰੀਆਂ ਨੇ ਕਿਹਾ ਕਿ ਸ਼ਾਂਤੀ ਵਾਰਤਾ ਸ਼ੁੱਕਰਵਾਰ ਰਾਤ ਨੂੰ ਬਿਨਾਂ ਕਿਸੇ ਅੱਗੇ ਵਧਣ ਤੋਂ ਰੁਕ ਗਈ।
ਉਧਰ ਪਾਕਿਸਤਾਨ ਦੇ ਰੱਖਿਆ ਮੰਤਰੀ ਖਵਾਜਾ ਆਸਿਫ ਨੇ ਸ਼ੁੱਕਰਵਾਰ ਰਾਤ ਨੂੰ ਜੀਓ ਨਿਊਜ਼ ਚੈਨਲ ਨੂੰ ਦੱਸਿਆ ਕਿ "ਗੱਲਾਂ ਖਤਮ ਹੋ ਗਈਆਂ ਹਨ" ਅਤੇ ਪਾਕਿਸਤਾਨੀ ਟੀਮ ਭਵਿੱਖ ਵਿੱਚ ਕਿਸੇ ਵੀ ਮੀਟਿੰਗ ਦੀ ਯੋਜਨਾ ਤੋਂ ਬਿਨਾਂ ਘਰ ਵਾਪਸ ਆ ਰਹੀ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਜੰਗਬੰਦੀ ਉਦੋਂ ਤੱਕ ਚੱਲੇਗੀ ਜਦੋਂ ਤੱਕ "ਅਫਗਾਨਿਸਤਾਨ ਵੱਲੋਂ ਇਸ ਦੀ ਕੋਈ ਉਲੰਘਣਾ ਨਾ ਹੋਵੇ।" ਪਾਕਿਸਤਾਨ ਅਤੇ ਅਫਗਾਨਿਸਤਾਨ ਵਿਚਕਾਰ ਸਰਹੱਦੀ ਤਣਾਅ ਅਤੇ ਸ਼ਾਂਤੀ ਵਾਰਤਾ ਨਾਕਾਮ ਹੋਣ ਨਾਲ ਖੇਤਰ ਵਿੱਚ ਸੁਰੱਖਿਆ ਦੇ ਮਾਮਲੇ ਹੋਰ ਗੰਭੀਰ ਹੋ ਗਏ ਹਨ। ਤਾਲਿਬਾਨ ਨੇ ਟੀਟੀਪੀ ਵਰਗੇ ਗਰੁੱਪਾਂ ਨੂੰ ਪਨਾਹ ਦੇਣ ਨੂੰ ਇਨਕਾਰ ਕੀਤਾ ਹੈ ਅਤੇ ਕਿਹਾ ਹੈ ਕਿ ਉਹ ਆਪਣੀ ਧਰਤੀ ਨੂੰ ਕਿਸੇ ਵੀ ਹਮਲੇ ਲਈ ਵਰਤਣ ਨਹੀਂ ਦੇਣਗੇ।
The peace talks between Pakistan and Afghanistan ongoing in Istanbul have ended without any agreement. Officials stated on Saturday that both sides are blaming each other for the breakdown of the discussions started with the aim of reducing border tensions and maintaining the fragile ceasefire. Tensions have escalated in recent weeks between the two countries due to deadly border fighting in which dozens of soldiers and civilians were killed.
The explosions in Kabul on October 9 further fueled the violence. Afghanistan's Taliban government called these Pakistani drone strikes and vowed revenge. After Qatar mediated a ceasefire on October 19, the tension had somewhat eased. But now this ceasefire has become precarious. Afghanistan government spokesperson Zabihullah Mujahid, holding Pakistan responsible for the talks' failure, said, "Pakistan's demands during the peace talks were wrong and the discussions could not move forward, the meeting ended and the talks are on hold for now." Addressing journalists in the southern Afghan city of Kandahar on Saturday, Mujahid said that Afghanistan does not want insecurity in the region and entering war is not our first choice. He stated, "If war breaks out, we have the right to defend ourselves."
In a written statement as well, Mujahid reiterated that Afghanistan will not allow anyone to use its territory against any other country and nor will it permit any action that weakens its borders or security. These two-day talks in Istanbul, with mediation from Turkey and Qatar, were the third round of peace talks. This was one of the most important diplomatic efforts between the two neighboring countries since the Taliban came to power in Afghanistan in 2021. However, despite previous efforts, officials said the peace talks stalled late Friday night without any progress.
Meanwhile, Pakistan's Defense Minister Khawaja Asif told Geo News channel on Friday night that "the talks are over" and the Pakistani team is returning home without any plans for future meetings. He said the ceasefire will continue as long as "there is no violation from the Afghan side." The failure of the peace talks and border tensions between Pakistan and Afghanistan have made regional security issues even more serious. The Taliban has denied sheltering groups like TTP and said they will not allow their territory to be used for any attacks.
