1993 ਦੇ ਝੂਠੇ ਮੁਕਾਬਲੇ: ਸਾਬਕਾ ਐੱਸਐੱਸਪੀ, ਡੀਐੱਸਪੀ ਸਣੇ ਪੰਜ ਪੁਲੀਸ ਅਧਿਕਾਰੀ ਦੋਸ਼ੀ

ਮੋਹਾਲੀ ਦੀ ਸੀਬੀਆਈ ਅਦਾਲਤ ਨੇ 1993 ਵਿੱਚ ਹੋਏ ਝੂਠੇ ਪੁਲੀਸ ਮੁਕਾਬਲਿਆਂ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਪੰਜ ਸੇਵਾਮੁਕਤ ਪੁਲੀਸ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਦੋਸ਼ੀ ਠਹਿਰਾਇਆ ਹੈ। ਇਨ੍ਹਾਂ ਵਿੱਚ ਸਾਬਕਾ ਸੀਨੀਅਰ ਸੁਪਰਡੈਂਟ ਆਫ਼ ਪੁਲੀਸ (ਐੱਸਐੱਸਪੀ) ਭੁਪਿੰਦਰਜੀਤ ਸਿੰਘ, ਡਿਪਟੀ ਸੁਪਰਡੈਂਟ ਆਫ਼ ਪੁਲੀਸ (ਡੀਐੱਸਪੀ) ਦਵਿੰਦਰ ਸਿੰਘ, ਇੰਸਪੈਕਟਰ ਸੂਬਾ ਸਿੰਘ, ਅਸਿਸਟੈਂਟ ਸਬ-ਇੰਸਪੈਕਟਰ ਗੁਲਬਰਗ ਸਿੰਘ ਅਤੇ ਰਘਵੀਰ ਸਿੰਘ ਸ਼ਾਮਲ ਹਨ। ਅਦਾਲਤ ਨੇ ਇਨ੍ਹਾਂ ਨੂੰ ਅਪਰਾਧਿਕ ਸਾਜਿਸ਼, ਕਤਲ, ਸਬੂਤ ਨਸ਼ਟ ਕਰਨ ਅਤੇ ਜਾਅਲੀ ਰਿਕਾਰਡ ਬਣਾਉਣ ਦੇ ਦੋਸ਼ਾਂ ਵਿੱਚ ਦੋਸ਼ੀ ਪਾਇਆ। ਸਜ਼ਾ ਦਾ ਐਲਾਨ 4 ਅਗਸਤ 2025 ਨੂੰ ਹੋਵੇਗਾ।

ਇਹ ਮਾਮਲਾ 1993 ਦਾ ਹੈ, ਜਦੋਂ ਅਮਰੀਕਾ ਦੇ ਤਰਨਤਾਰਨ ਜ਼ਿਲ੍ਹੇ ਦੇ ਪਿੰਡ ਰਾਣੀ ਵਲਾਅ ਦੇ ਸੱਤ ਨੌਜਵਾਨਾਂ ਨੂੰ ਪੁਲੀਸ ਨੇ ਗੈਰ-ਕਾਨੂੰਨੀ ਤੌਰ ’ਤੇ ਚੁੱਕਿਆ, ਤਸੀਹੇ ਦਿੱਤੇ ਅਤੇ ਫਿਰ ਝੂਠੇ ਮੁਕਾਬਲਿਆਂ ਵਿੱਚ ਮਾਰਿਆ। ਮਾਰੇ ਗਏ ਨੌਜਵਾਨਾਂ ਵਿੱਚ ਸ਼ਿੰਦਰ ਸਿੰਘ, ਦੇਸਾ ਸਿੰਘ ਅਤੇ ਸੁਖਦੇਵ ਸਿੰਘ ਸਪੈਸ਼ਲ ਪੁਲੀਸ ਅਫਸਰ (ਐੱਸਪੀਓ) ਸਨ। 27 ਜੂਨ 1993 ਨੂੰ ਸਰਹਾਲੀ ਪੁਲੀਸ ਨੇ ਸ਼ਿੰਦਰ ਸਿੰਘ, ਦੇਸਾ ਸਿੰਘ, ਸੁਖਦੇਵ ਸਿੰਘ, ਬਲਕਾਰ ਸਿੰਘ ਅਤੇ ਦਲਜੀਤ ਸਿੰਘ ਨੂੰ ਇੱਕ ਸਰਕਾਰੀ ਠੇਕੇਦਾਰ ਜੋਗਿੰਦਰ ਸਿੰਘ ਦੇ ਘਰੋਂ ਚੁੱਕਿਆ, ਜਿੱਥੇ ਉਹ ਗੰਨਮੈਨ ਵਜੋਂ ਤਾਇਨਾਤ ਸਨ। ਇਹ ਨੌਜਵਾਨ ਸੰਗਤਪੁਰਾ ਪਿੰਡ ਵਿੱਚ ਹੋਈ ਚੋਰੀ ਦੇ ਦੋਸ਼ ਵਿੱਚ ਚੁੱਕੇ ਗਏ ਸਨ। ਜੋਗਿੰਦਰ ਸਿੰਘ ਨੇ ਉਨ੍ਹਾਂ ਦੀ ਰਿਹਾਈ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ, ਪਰ ਸਿਰਫ਼ ਦਲਜੀਤ ਸਿੰਘ ਨੂੰ ਛੱਡਿਆ ਗਿਆ।

2 ਜੁਲਾਈ 1993 ਨੂੰ ਸਰਹਾਲੀ ਪੁਲੀਸ ਨੇ ਦਾਅਵਾ ਕੀਤਾ ਕਿ ਸ਼ਿੰਦਰ ਸਿੰਘ, ਦੇਸਾ ਸਿੰਘ ਅਤੇ ਸੁਖਦੇਵ ਸਿੰਘ ਹਥਿਆਰਾਂ ਸਮੇਤ ਫ਼ਰਾਰ ਹੋ ਗਏ। ਇਸ ਤੋਂ ਇੱਕ ਹਫ਼ਤੇ ਬਾਅਦ ਬਲਕਾਰ ਸਿੰਘ ਨੂੰ ਵੀ ਰਾਣੀ ਵਲਾਅ ਤੋਂ ਚੁੱਕਿਆ ਗਿਆ। 12 ਜੁਲਾਈ 1993 ਨੂੰ ਭੁਪਿੰਦਰਜੀਤ ਸਿੰਘ (ਉਸ ਵੇਲੇ ਡੀਐੱਸਪੀ ਗੋਇੰਦਵਾਲ) ਅਤੇ ਸਰਹਾਲੀ ਦੇ ਐੱਸਐੱਚਓ ਗੁਰਦੇਵ ਸਿੰਘ ਦੀ ਅਗਵਾਈ ਵਿੱਚ ਪੁਲੀਸ ਨੇ ਦਾਅਵਾ ਕੀਤਾ ਕਿ ਉਹ ਕਰਮੂਵਾਲਾ ਪਿੰਡ ਦੇ ਮੰਗਲ ਸਿੰਘ ਨੂੰ ਡਕੈਤੀ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਗੜਕਾ ਪਿੰਡ ਲੈ ਕੇ ਜਾ ਰਹੇ ਸਨ, ਜਦੋਂ ਅੱਤਵਾਦੀਆਂ ਨੇ ਹਮਲਾ ਕੀਤਾ। ਇਸ ਝੂਠੇ ਮੁਕਾਬਲੇ ਵਿੱਚ ਮੰਗਲ ਸਿੰਘ, ਸ਼ਿੰਦਰ ਸਿੰਘ, ਦੇਸਾ ਸਿੰਘ ਅਤੇ ਬਲਕਾਰ ਸਿੰਘ ਨੂੰ ਮਾਰਿਆ ਗਿਆ।

ਇਸੇ ਤਰ੍ਹਾਂ, ਜੂਨ-ਜੁਲਾਈ 1993 ਵਿੱਚ ਵੀਰੋਵਾਲ ਪੁਲੀਸ ਨੇ ਸੁਖਦੇਵ ਸਿੰਘ, ਸਰਬਜੀਤ ਸਿੰਘ (ਹੰਸਾਵਾਲਾ ਪਿੰਡ) ਅਤੇ ਹਰਵਿੰਦਰ ਸਿੰਘ (ਕੈਥਲ, ਜਲਾਲਾਬਾਦ) ਨੂੰ ਚੁੱਕਿਆ ਅਤੇ ਇੱਕ ਮਹੀਨੇ ਬਾਅਦ ਭੁਪਿੰਦਰਜੀਤ ਸਿੰਘ ਅਤੇ ਸੂਬਾ ਸਿੰਘ (ਵੀਰੋਵਾਲ ਦੇ ਐੱਸਐੱਚਓ) ਦੀ ਅਗਵਾਈ ਵਿੱਚ ਦੂਜੇ ਝੂਠੇ ਮੁਕਾਬਲੇ ਵਿੱਚ ਮਾਰਿਆ। ਮਾਰੇ ਗਏ ਨੌਜਵਾਨਾਂ ਦੀਆਂ ਲਾਸ਼ਾਂ ਨੂੰ ਅਣਪਛਾਤੀਆਂ ਦੱਸ ਕੇ ਸਸਕਾਰ ਕਰ ਦਿੱਤਾ ਗਿਆ। ਸੀਬੀਆਈ ਨੇ ਇਹ ਮਾਮਲਾ 1999 ਵਿੱਚ ਸ਼ਿੰਦਰ ਸਿੰਘ ਦੀ ਪਤਨੀ ਨਰਿੰਦਰ ਕੌਰ ਦੇ ਬਿਆਨ ’ਤੇ ਦਰਜ ਕੀਤਾ। ਸੀਬੀਆਈ ਨੇ 2002 ਵਿੱਚ 10 ਪੁਲੀਸ ਅਧਿਕਾਰੀਆਂ ਵਿਰੁੱਧ ਚਾਰਜਸ਼ੀਟ ਦਾਖ਼ਲ ਕੀਤੀ, ਪਰ 2010 ਤੋਂ 2021 ਤੱਕ ਮੁਕੱਦਮੇ ’ਤੇ ਰੋਕ ਲੱਗੀ ਰਹੀ। ਇਸ ਦੌਰਾਨ ਪੰਜ ਮੁਲਜ਼ਮਾਂ ਦੀ ਮੌਤ ਹੋ ਗਈ ਅਤੇ 67 ਵਿੱਚੋਂ 36 ਗਵਾਹ ਵੀ ਮਰ ਗਏ।

ਪੀੜਤ ਪਰਿਵਾਰਾਂ ਦੇ ਵਕੀਲ ਸਰਬਜੀਤ ਸਿੰਘ ਵੇਰਕਾ ਨੇ ਕਿਹਾ ਕਿ 32 ਸਾਲਾਂ ਦੀ ਲੰਬੀ ਲੜਾਈ ਤੋਂ ਬਾਅਦ ਪਰਿਵਾਰਾਂ ਨੂੰ ਇਨਸਾਫ਼ ਮਿਲਿਆ ਹੈ। ਅਦਾਲਤ ਨੇ ਪੀੜਤ ਪਰਿਵਾਰਾਂ ਦੀਆਂ ਮੁਸ਼ਕਲਾਂ ਨੂੰ ਮੰਨਦਿਆਂ ਉਨ੍ਹਾਂ ਲਈ ਮੁਆਵਜ਼ੇ ਦੀ ਸਿਫ਼ਾਰਸ਼ ਵੀ ਕੀਤੀ ਹੈ।

The CBI court in Mohali has convicted five retired Punjab Police officers in a 1993 fake encounter case involving the killing of seven youths. The convicted officers include former Senior Superintendent of Police (SSP) Bhupinderjit Singh, Deputy Superintendent of Police (DSP) Davinder Singh, Inspector Suba Singh, Assistant Sub-Inspectors Gulbarg Singh, and Raghbir Singh. The court found them guilty of criminal conspiracy, murder, destruction of evidence, and fabricating records. The sentencing is scheduled for August 4, 2025.

The case dates back to 1993, when seven youths from Rani Valah village in Tarn Taran district, Amritsar, were illegally detained, tortured, and killed in two staged encounters. Among the victims were Special Police Officers (SPOs) Shinder Singh, Desa Singh, and Sukhdev Singh. On June 27, 1993, Sarhali police picked up Shinder Singh, Desa Singh, Sukhdev Singh, Balkar Singh, and Daljit Singh from the house of a government contractor, Joginder Singh, where they were stationed as gunmen. They were accused of involvement in a robbery in Sangatpura village. Joginder Singh attempted to secure their release, but only Daljit Singh was freed.

On July 2, 1993, Sarhali police claimed that Shinder Singh, Desa Singh, and Sukhdev Singh had absconded with weapons. A week later, Balkar Singh was also abducted from Rani Valah. On July 12, 1993, a police team led by Bhupinderjit Singh (then DSP Goindwal) and Sarhali SHO Gurdev Singh claimed they were taking Mangal Singh from Karmuwala village to Gharka for a dacoity case recovery when militants attacked. In this staged encounter, Mangal Singh, Shinder Singh, Desa Singh, and Balkar Singh were killed.

Similarly, in June-July 1993, Verowal police abducted Sukhdev Singh, Sarabjit Singh (from Hansawala village), and Harwinder Singh (from Kaithal, Jalalabad) and killed them in another fake encounter a month later, led by Bhupinderjit Singh and Suba Singh (then Verowal SHO). The bodies were cremated as unclaimed. The CBI registered the case in 1999 based on a statement from Narinder Kaur, the wife of SPO Shinder Singh. In 2002, the CBI filed a chargesheet against 10 police officers, but the trial was stayed from 2010 to 2021. During this period, five accused died, and 36 of the 67 witnesses also passed away.

Sarabjit Singh Verka, the lawyer for the victims’ families, stated that justice was delivered after a 32-year struggle. The court acknowledged the hardships faced by the families and recommended compensation for them.
