ਆਡੀਓ ਵਾਇਰਲ ਮਾਮਲੇ 'ਚ ਅਕਾਲੀ ਦਲ ਦੇ ਆਗੂ ਪੁਲੀਸ ਕੋਲ ਪੇਸ਼: ਲੋਕਤੰਤਰੀ ਵਿਸ਼ਵਾਸ ਬਹਾਲ ਕਰਨ ਲਈ ਹਾਈਕੋਰਟ ਦੀ ਨਿਗਰਾਨੀ ਹੇਠ ਜਾਂਚ ਦੀ ਮੰਗ
ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ (SAD) ਦੇ ਸੀਨੀਅਰ ਆਗੂ ਅਤੇ ਲੀਗਲ ਸੈੱਲ ਦੇ ਪ੍ਰਧਾਨ, ਐਡਵੋਕੇਟ ਅਰਸ਼ਦੀਪ ਸਿੰਘ ਕਲੇਰ, ਪਟਿਆਲਾ ਜ਼ਿਲ੍ਹਾ ਪਰਿਸ਼ਦ ਚੋਣਾਂ ਦੌਰਾਨ ਵਾਇਰਲ ਹੋਈ ਆਡੀਓ ਕਲਿੱਪ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਚੰਡੀਗੜ੍ਹ ਸਥਿਤ ਪੰਜਾਬ ਪੁਲੀਸ ਹੈੱਡਕੁਆਰਟਰ ਵਿਖੇ ਏਡੀਜੀਪੀ ਐਸ ਪੀ ਐੱਸ ਪਰਮਾਰ ਮੂਹਰੇ ਪੇਸ਼ ਹੋਏ। ਇਹ ਮਾਮਲਾ ਲੋਕਤੰਤਰੀ ਪ੍ਰਕਿਰਿਆ ਦੀ ਪਵਿੱਤਰਤਾ ਉੱਤੇ ਗੰਭੀਰ ਸਵਾਲ ਖੜ੍ਹੇ ਕਰਦਾ ਹੈ। ਕਲੇਰ ਨੇ ਪੁਲੀਸ ਨੂੰ ਆਡੀਓ ਦੀ ਕਾਪੀ ਸੌਂਪਦਿਆਂ ਜ਼ੋਰਦਾਰ ਮੰਗ ਕੀਤੀ ਕਿ ਪੰਜਾਬ ਦੇ ਲੋਕਾਂ ਦਾ ਵਿਸ਼ਵਾਸ ਬਰਕਰਾਰ ਰੱਖਣ ਲਈ ਇਸ ਆਡੀਓ ਦੀ ਜਾਂਚ ਪੰਜਾਬ ਤੋਂ ਬਾਹਰ ਦੀ CFSL ਏਜੰਸੀ ਵੱਲੋਂ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈਕੋਰਟ ਦੀ ਨਿਗਰਾਨੀ ਹੇਠ ਕਰਵਾਈ ਜਾਵੇ। ਇਸ ਦੇ ਨਾਲ ਹੀ, ਉਨ੍ਹਾਂ ਨੇ ਆਡੀਓ ਨੂੰ AI-ਨਿਰਮਿਤ ਦੱਸਣ ਵਾਲੇ ਪਟਿਆਲਾ ਪੁਲੀਸ ਦੇ DIG ਨੂੰ ਚੁਣੌਤੀ ਦਿੱਤੀ ਕਿ ਉਹ ਇਸ ਸਬੰਧੀ ਹਾਈਕੋਰਟ ਵਿੱਚ ਹਲਫ਼ਨਾਮਾ ਦਾਇਰ ਕਰਨ। ਕਲੇਰ ਨੇ ਪਾਰਟੀ ਪ੍ਰਧਾਨ ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਸਮੇਤ ਹੋਰਨਾਂ ਆਗੂਆਂ ਵੱਲੋਂ ਜਾਰੀ ਨੋਟਿਸ ਦਾ ਜਵਾਬ ਵੀ ਦਾਇਰ ਕੀਤਾ।
ਪੰਜਾਬ ਦੀ ਸਿਆਸਤ ਵਿੱਚ ਭਰੋਸੇ ਦੀ ਉਲੰਘਣਾ ਕਰਨ ਵਾਲੇ ਇੱਕ ਅਹਿਮ ਮਾਮਲੇ ਦੇ ਤੌਰ 'ਤੇ, ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ (SAD) ਦੇ ਸੀਨੀਅਰ ਆਗੂ ਅਤੇ ਲੀਗਲ ਸੈੱਲ ਦੇ ਪ੍ਰਧਾਨ ਐਡਵੋਕੇਟ ਅਰਸ਼ਦੀਪ ਸਿੰਘ ਕਲੇਰ ਅੱਜ ਚੰਡੀਗੜ੍ਹ ਵਿੱਚ ਪੰਜਾਬ ਪੁਲੀਸ ਹੈੱਡਕੁਆਰਟਰ ਵਿਖੇ ADGP ਐਸ ਪੀ ਐੱਸ ਪਰਮਾਰ ਮੂਹਰੇ ਪੇਸ਼ ਹੋਏ। ਇਹ ਪੇਸ਼ੀ ਜ਼ਿਲ੍ਹਾ ਪਰਿਸ਼ਦ ਅਤੇ ਪੰਚਾਇਤ ਸਮਿਤੀ ਚੋਣਾਂ ਦੌਰਾਨ ਪਟਿਆਲਾ ਪੁਲੀਸ ਨਾਲ ਸਬੰਧਤ ਕਥਿਤ ਧੱਕੇਸ਼ਾਹੀ ਵਾਲੀ ਵਾਇਰਲ ਆਡੀਓ ਕਲਿੱਪ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਹੋਈ।
BSF ਵੱਲੋਂ ਲੋਕਾਂ ਦੇ ਚੁਣੇ ਹੋਏ ਨੁਮਾਇੰਦਿਆਂ ਨੂੰ ਨਾਮਜ਼ਦਗੀ ਪੱਤਰ ਦਾਖਲ ਕਰਨ ਤੋਂ ਰੋਕਣ ਲਈ ਪਟਿਆਲਾ ਦੇ ਐਸਐਸਪੀ ਵੱਲੋਂ ਹੋਰ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ ਦੇਣ ਦੀ ਕਥਿਤ ਵਿਉਂਤਬੰਦੀ ਦੀ ਆਡੀਓ ਨੂੰ ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਨੇ ਸੋਸ਼ਲ ਮੀਡੀਆ 'ਤੇ ਵਾਇਰਲ ਕੀਤਾ ਸੀ, ਜਿਸ ਤੋਂ ਬਾਅਦ ਪਟਿਆਲਾ ਪੁਲੀਸ ਨੇ ਕੇਸ ਦਰਜ ਕੀਤਾ।
ਪੇਸ਼ੀ ਦੌਰਾਨ, ਐਡਵੋਕੇਟ ਕਲੇਰ ਨੇ ਪੁਲੀਸ ਨੂੰ ਉਕਤ ਆਡੀਓ ਦੀ ਕਾਪੀ ਇੱਕ ਪੈਨਡਰਾਈਵ ਵਿੱਚ ਸੌਂਪੀ ਅਤੇ ਸੱਚ ਸਾਹਮਣੇ ਲਿਆਉਣ ਦੀ ਭਾਵਨਾ ਨਾਲ ਇੱਕ ਮਹੱਤਵਪੂਰਨ ਮੰਗ ਕੀਤੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜਿੱਥੇ ਪਟਿਆਲਾ ਦੇ ਡੀਆਈਜੀ ਇਸ ਆਡੀਓ ਨੂੰ AI-ਨਿਰਮਿਤ ਦੱਸ ਰਹੇ ਹਨ, ਉੱਥੇ ਇਸ ਦੀ ਨਿਰਪੱਖਤਾ ਨਾਲ ਜਾਂਚ ਕਰਵਾਉਣਾ ਜ਼ਰੂਰੀ ਹੈ। ਇਸ ਲਈ, ਉਨ੍ਹਾਂ ਮੰਗ ਕੀਤੀ ਕਿ ਆਡੀਓ ਦੀ ਜਾਂਚ ਪੰਜਾਬ ਤੋਂ ਬਾਹਰ ਦੀ CFSL ਏਜੰਸੀ ਤੋਂ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈਕੋਰਟ ਦੀ ਨਿਗਰਾਨੀ ਹੇਠ ਕਰਵਾਈ ਜਾਵੇ।
ਕਲੇਰ ਨੇ ਸਪਸ਼ਟ ਕੀਤਾ ਕਿ ਉਹ ਪਾਰਟੀ ਪ੍ਰਧਾਨ ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਸਮੇਤ ਹੋਰਨਾਂ ਆਗੂਆਂ, ਜਿਨ੍ਹਾਂ ਨੂੰ BNS ਦੀ ਧਾਰਾ 94 ਤਹਿਤ ਨੋਟਿਸ ਜਾਰੀ ਕੀਤੇ ਗਏ ਸਨ, ਵੱਲੋਂ ਵੀ ਆਪਣਾ ਜਵਾਬ ਦਾਇਰ ਕਰਨ ਲਈ ਆਏ ਹਨ। SAD ਦੇ ਆਗੂਆਂ ਦਾ ਮੰਨਣਾ ਹੈ ਕਿ ਇਹ ਕਾਰਵਾਈ ਸੂਬਾ ਸਰਕਾਰ ਦੇ ਇਸ਼ਾਰੇ 'ਤੇ ਵਿਰੋਧੀ ਧਿਰ ਨੂੰ ਦਬਾਉਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਹੈ, ਜਿਸ ਨੇ ਲੋਕਤੰਤਰੀ ਪ੍ਰਣਾਲੀ ਦੇ ਬੰਧਨ ਨੂੰ ਕਮਜ਼ੋਰ ਕੀਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਚੋਣਾਂ ਦੌਰਾਨ ਧੱਕਾ ਕਰਨ ਵਾਲੇ ਅਧਿਕਾਰੀਆਂ ਖ਼ਿਲਾਫ਼ ਵੀ ਕਾਰਵਾਈ ਦੀ ਮੰਗ ਕੀਤੀ।
In a significant development concerning an alleged breach of trust in the political landscape of Punjab, Advocate Arshdeep Singh Kler, a senior leader and Legal Cell President of the Shiromani Akali Dal (SAD), appeared today before ADGP S P S Parmar at the Punjab Police Headquarters in Chandigarh. The appearance relates to the viral audio clipconcerning alleged coercion by Patiala Police during the Zila Parishad and Panchayat Samiti elections.
The audio, which was circulated by SAD President Sukhbir Singh Badal on social media, purportedly contained an outline by the Patiala SSP instructing other officers on how to prevent opposition candidates from filing their nomination papers, leading to a case being registered by the Patiala Police.
During his submission, Advocate Kler presented a copy of the audio on a pendrive and made a crucial demand driven by the emotional need to bring the truth forward. He emphasized that while the Patiala DIG claims the audio is AI-generated, a neutral investigation is essential. Therefore, he demanded that the audio be probed by an external agency (CFSL) from outside Punjab, under the supervision of the Punjab and Haryana High Court, to uphold the faith of the people of Punjab in the system.
Kler clarified that he also appeared to file a reply on behalf of party president Sukhbir Singh Badal and other leaders, who were issued notices under BNS Section 94. SAD leaders believe that this action is an attempt by the state government to suppress the opposition, an act that weakens the bonds of the democratic system. He also sought action against the officers who allegedly carried out the coercion during the elections.
