ਸ੍ਰੀ ਆਨੰਦਪੁਰ ਸਾਹਿਬ ਵਿੱਚ ਸਕੂਲੀ ਵਿਦਿਆਰਥੀਆਂ ਦਾ 'ਮੌਕ ਵਿਧਾਨ ਸਭਾ' ਸੈਸ਼ਨ, ਲੋਕਤੰਤਰ ਦੀ ਸਿਖਲਾਈ
ਸ੍ਰੀ ਆਨੰਦਪੁਰ ਸਾਹਿਬ ਵਿਖੇ ਸੰਵਿਧਾਨ ਦਿਵਸ ਮੌਕੇ ਸਰਕਾਰੀ ਸਕੂਲਾਂ ਦੇ ਵਿਦਿਆਰਥੀਆਂ ਦਾ ਵਿਸ਼ੇਸ਼ ਮੌਕ ਵਿਧਾਨ ਸਭਾ ਸੈਸ਼ਨ ਕਰਵਾਇਆ ਗਿਆ। ਇਸ ਦੌਰਾਨ ਵਿਦਿਆਰਥੀਆਂ ਨੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਸਮੇਤ ਸਪੀਕਰ ਅਤੇ 117 ਵਿਧਾਇਕਾਂ ਦੀਆਂ ਭੂਮਿਕਾਵਾਂ ਨਿਭਾਈਆਂ, ਜਿੱਥੇ ਪ੍ਰਸ਼ਨ ਕਾਲ ਦੌਰਾਨ ਬਿੱਲ ਵੀ ਪੇਸ਼ ਕੀਤੇ ਗਏ। ਸਪੀਕਰ ਕੁਲਤਾਰ ਸਿੰਘ ਸੰਧਵਾਂ ਨੇ ਕਿਹਾ ਕਿ ਇਸ ਪਹਿਲ ਦਾ ਉਦੇਸ਼ ਨੌਜਵਾਨ ਪੀੜ੍ਹੀ ਨੂੰ ਲੋਕਤੰਤਰ ਅਤੇ ਰਾਜਨੀਤੀ ਦੀ ਸਿਖਲਾਈ ਦੇਣਾ ਹੈ।
ਆਨੰਦਪੁਰ ਸਾਹਿਬ: ਸ੍ਰੀ ਆਨੰਦਪੁਰ ਸਾਹਿਬ ਵਿਖੇ ਸੰਵਿਧਾਨ ਦਿਵਸ ਮੌਕੇ ਰਾਜ ਦੇ ਸਰਕਾਰੀ ਸਕੂਲਾਂ ਦੇ ਵਿਦਿਆਰਥੀਆਂ ਲਈ ਇੱਕ ਇਤਿਹਾਸਕ 'ਮੌਕ ਵਿਧਾਨ ਸਭਾ' ਸੈਸ਼ਨ ਕਰਵਾਇਆ ਗਿਆ। ਇਹ ਵਿਸ਼ੇਸ਼ ਸੈਸ਼ਨ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਦੀ ਅਗਵਾਈ ਹੇਠ ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਸ੍ਰੀ ਗੁਰੂ ਤੇਗ ਬਹਾਦਰ ਜੀ ਦੇ 350ਵੇਂ ਸ਼ਹੀਦੀ ਪੁਰਬ ਨੂੰ ਸਮਰਪਿਤ ਤਿਆਰ ਕੀਤੀ ਗਈ ਵਿਸ਼ੇਸ਼ ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਦੀ ਇਮਾਰਤ ਵਿੱਚ ਆਯੋਜਿਤ ਕੀਤਾ ਗਿਆ।
ਸਮਾਗਮ ਦੀ ਸ਼ੁਰੂਆਤ ਵਿਧਾਨ ਸਭਾ ਦੇ ਸਕੱਤਰ ਰਾਮਲੋਕ ਖਟਾਣਾ ਨੇ ਸਪੀਕਰ ਕੁਲਤਾਰ ਸਿੰਘ ਸੰਧਵਾਂ ਦੀ ਇਜਾਜ਼ਤ ਨਾਲ ਕੀਤੀ। ਇਸ ਮੌਕੇ ਡਿਪਟੀ ਸਪੀਕਰ ਜੈ ਕ੍ਰਿਸ਼ਨ ਸਿੰਘ ਰੌੜੀ ਨੇ ਸਵਾਗਤੀ ਭਾਸ਼ਣ ਦਿੰਦਿਆਂ ਸੰਵਿਧਾਨ ਦਿਵਸ ਦੀ ਮਹੱਤਤਾ ਅਤੇ ਇਸ ਦੀ ਰਾਜਨੀਤਕ ਤੇ ਸਮਾਜਿਕ ਅਹਿਮੀਅਤ ਬਾਰੇ ਸਕੂਲੀ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਜਾਣੂ ਕਰਵਾਇਆ।
ਪੰਜਾਬ ਦੇ ਸੰਸਦੀ ਮਾਮਲਿਆਂ ਬਾਰੇ ਮੰਤਰੀ ਡਾ. ਰਵਜੋਤ ਸਿੰਘ ਨੇ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਦੇਸ਼ ਦਾ ਸੰਵਿਧਾਨ ਨਾ ਸਿਰਫ਼ ਨਾਗਰਿਕਾਂ ਦੇ ਅਧਿਕਾਰ ਨਿਰਧਾਰਤ ਕਰਦਾ ਹੈ, ਬਲਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਕਰਤੱਵਾਂ ਬਾਰੇ ਵੀ ਸਚੇਤ ਕਰਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਇਸ ਪਹਿਲਕਦਮੀ ਦੀ ਸ਼ਲਾਘਾ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਇਹ ਵਿਦਿਆਰਥੀਆਂ ਵਿੱਚ ਲੋਕਤੰਤਰਕ ਸੋਚ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰੇਗੀ ਅਤੇ ਰਾਜਨੀਤੀ ਪ੍ਰਤੀ ਉਨ੍ਹਾਂ ਦੀ ਰੁਚੀ ਪੈਦਾ ਕਰੇਗੀ।
ਸਪੀਕਰ ਕੁਲਤਾਰ ਸਿੰਘ ਸੰਧਵਾਂ ਨੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਅੱਜ ਦਾ ਇਹ ਸੈਸ਼ਨ ਇਤਿਹਾਸਕ ਹੈ ਕਿਉਂਕਿ ਨੌਜਵਾਨ ਪੀੜ੍ਹੀ ਨੂੰ ਸੱਤਾ ਚਲਾਉਣ ਦੀ ਸਿਖਲਾਈ ਦਿੱਤੀ ਜਾ ਰਹੀ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ 'ਵੋਟ ਚੋਰੀ' ਵਿਸ਼ੇ 'ਤੇ ਲੇਖ ਲਿਖਣ ਦਾ ਟਾਸਕ ਵੀ ਦਿੱਤਾ, ਜਿਸ ਦੇ ਪਹਿਲੇ ਤਿੰਨ ਸਥਾਨਾਂ ਲਈ ਕ੍ਰਮਵਾਰ ₹51,000, ₹21,000 ਅਤੇ ₹11,000 ਦੇ ਇਨਾਮ ਦਾ ਐਲਾਨ ਕੀਤਾ ਗਿਆ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ 29 ਨਵੰਬਰ ਤੱਕ ਪੰਜਾਬ ਦਾ ਹਰ ਸਕੂਲ ਇਸ ਵਿਸ਼ੇਸ਼ ਵਿਧਾਨ ਸਭਾ ਦਾ ਦੌਰਾ ਕਰ ਸਕਦਾ ਹੈ।
ਇਸ ਮੌਕ ਸੈਸ਼ਨ ਵਿੱਚ ਸਕੂਲੀ ਵਿਦਿਆਰਥੀਆਂ ਨੇ ਸਪੀਕਰ, ਡਿਪਟੀ ਸਪੀਕਰ, ਮੁੱਖ ਮੰਤਰੀ, ਮੰਤਰੀਆਂ ਅਤੇ ਸਾਰੇ 117 ਵਿਧਾਇਕਾਂ ਦੀ ਭੂਮਿਕਾ ਨਿਭਾਈ। ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਦਾ ਕਿਰਦਾਰ ਹਰਿਕਮਲਦੀਪ ਸਿੰਘ ਨੇ ਅਤੇ ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਆਗੂ ਪ੍ਰਤਾਪ ਸਿੰਘ ਬਾਜਵਾ ਦਾ ਕਿਰਦਾਰ ਹਰਪ੍ਰੀਤ ਸਿੰਘ ਨੇ ਨਿਭਾਇਆ।
ਪ੍ਰਸ਼ਨ ਕਾਲ ਦੌਰਾਨ ਵਿਦਿਆਰਥੀਆਂ ਦੁਆਰਾ 10 ਸਵਾਲ ਪੁੱਛੇ ਗਏ। ਜਲ ਸਰੋਤ, ਲੋਕ ਨਿਰਮਾਣ, ਜੰਗਲਾਤ, ਸਿੱਖਿਆ, ਸਿਹਤ, ਸਥਾਨਕ ਸਰਕਾਰਾਂ, ਟਰਾਂਸਪੋਰਟ ਅਤੇ ਸਮਾਜਿਕ ਸੁਰੱਖਿਆ ਵਰਗੇ ਵਿਭਾਗਾਂ ਦੇ ਮੰਤਰੀਆਂ ਦੀ ਭੂਮਿਕਾ ਨਿਭਾ ਰਹੇ ਵਿਦਿਆਰਥੀਆਂ ਨੇ ਇਨ੍ਹਾਂ ਸਵਾਲਾਂ ਦੇ ਜਵਾਬ ਦਿੱਤੇ। ਇਸ ਤੋਂ ਇਲਾਵਾ, ਸੈਸ਼ਨ ਵਿੱਚ 'ਦਿ ਪੰਜਾਬ ਪੰਚਾਇਤੀ ਰਾਜ (ਅਮੈਂਡਮੈਂਟ) ਬਿੱਲ 2024' ਅਤੇ 'ਦਿ ਪ੍ਰੀਵੈਨਸ਼ਨ ਆਫ਼ ਕਰੂਲਟੀ ਟੂ ਐਨੀਮਲਜ਼ (ਪੰਜਾਬ ਅਮੈਂਡਮੈਂਟ) ਬਿੱਲ 2025' ਸਮੇਤ ਕਈ ਬਿੱਲ ਅਤੇ ਮਤੇ ਪੇਸ਼ ਕੀਤੇ ਗਏ, ਜੋ ਸਰਬਸੰਮਤੀ ਨਾਲ ਪਾਸ ਹੋਏ। ਇਹ ਸਮਾਗਮ ਨੌਜਵਾਨਾਂ ਵਿੱਚ ਲੋਕਤੰਤਰ ਪ੍ਰਤੀ ਜ਼ਿੰਮੇਵਾਰੀ ਅਤੇ ਭਰੋਸਾ ਹੋਰ ਮਜ਼ਬੂਤ ਕਰਨ ਵਿੱਚ ਸਹਾਈ ਹੋਇਆ।
Anandpur Sahib: An historic 'Mock Assembly' session for School Students of the state's government schools was held in Sri Anandpur Sahib on the occasion of Constitution Day. This special session, organized under the leadership of Chief Minister Bhagwant Mann and the Punjab Government, took place in the special Punjab Vidhan Sabha building prepared to commemorate the 350th martyrdom anniversary (Shahidi Purab) of Sri Guru Tegh Bahadur Ji.
The event commenced with Vidhan Sabha Secretary Ramlok Khatana beginning the proceedings with permission from the Speaker, Kultar Singh Sandhwan. Welcoming the participants, Deputy Speaker Jai Kishan Singh Rouri informed the School Students about the significance of Constitution Day and its political and social importance.
Addressing the audience, Punjab's Minister of Parliamentary Affairs, Dr. Ravjot Singh, stated that the country's Constitution not only determines the rights of citizens but also makes them aware of their duties. He praised the initiative, saying it would strengthen democratic thinking among the students and generate their interest in politics.
Speaker Kultar Singh Sandhwan addressed the students and called the day historic because the young generation was being trained in governance. He also gave them a task to write an article on the topic of 'Vote Chori' and announced prizes of ₹51,000, ₹21,000, and ₹11,000 for the first three positions, respectively. He informed that every school in Punjab can visit this special Vidhan Sabha until November 29.
In this Vidhan Sabha Mock Session, the School Students played the roles of the Speaker, the Deputy Speaker, the Chief Minister, ministers, and all 117 MLAs. Harikamaldeep Singh played the character of Chief Minister Bhagwant Mann, while Harpreet Singh played the role of the Leader of the Opposition, Partap Singh Bajwa.
During the Question Hour, 10 questions were asked by the students. The answers were given by the students playing the roles of ministers from departments like Water Resources, Public Works, Forest, Education, Health, Local Government, Transport, and Social Security. Furthermore, several bills and motions were presented during the session, including 'The Punjab Panchayati Raj (Amendment) Bill 2024' and 'The Prevention of Cruelty to Animals (Punjab Amendment) Bill 2025', which were passed unanimously. This event helped in further strengthening the sense of responsibility and faith in democracy among the youth, thus achieving the goal of Legislative Training.
