ਰਵੀ ਸ਼ੰਕਰ ਪ੍ਰਸਾਦ ਦਾ ਤਿੱਖਾ ਬਿਆਨ: ਬੈਲਟ ਪੇਪਰ ਦੀ ਵਾਪਸੀ ਮਤਲਬ ਬੂਥਾਂ 'ਤੇ ਕਬਜ਼ੇ ਦੀ ਵਾਪਸੀ
ਭਾਜਪਾ ਆਗੂ ਰਵੀ ਸ਼ੰਕਰ ਪ੍ਰਸਾਦ ਨੇ ਲੋਕ ਸਭਾ ਵਿੱਚ ਬੈਲਟ ਪੇਪਰ ਪ੍ਰਣਾਲੀ ਦੀ ਵਾਪਸੀ ਦੀ ਮੰਗ ਨੂੰ ਸਿਰੇ ਤੋਂ ਖਾਰਜ ਕਰ ਦਿੱਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਵਿਰੋਧੀ ਧਿਰਾਂ 'ਤੇ ਨਿਸ਼ਾਨਾ ਸਾਧਦਿਆਂ ਕਿਹਾ ਕਿ ਬੈਲਟ ਪੇਪਰ ਦੀ ਵਾਪਸੀ ਦਾ ਅਸਲ ਮਤਲਬ ਬੂਥ ਕੈਪਚਰਿੰਗ ਅਤੇ ਵੋਟਾਂ ਦੀ ਲੁੱਟ ਦੇ ਦੌਰ ਨੂੰ ਵਾਪਸ ਲਿਆਉਣਾ ਹੋਵੇਗਾ। ਉਨ੍ਹਾਂ ਇਹ ਵੀ ਯਾਦ ਦਿਵਾਇਆ ਕਿ ਸੁਪਰੀਮ ਕੋਰਟ ਪਹਿਲਾਂ ਹੀ ਈਵੀਐਮ (EVM) ਦੀ ਵਰਤੋਂ ਨੂੰ ਕਈ ਵਾਰ ਜਾਇਜ਼ ਠਹਿਰਾ ਚੁੱਕੀ ਹੈ।
ਲੋਕ ਸਭਾ ਵਿੱਚ ਚੋਣ ਸੁਧਾਰਾਂ (Election Reforms) 'ਤੇ ਹੋਈ ਬਹਿਸ ਦੌਰਾਨ ਭਾਰਤੀ ਜਨਤਾ ਪਾਰਟੀ ਦੇ ਸੀਨੀਅਰ ਆਗੂ ਅਤੇ ਸਾਬਕਾ ਕੇਂਦਰੀ ਕਾਨੂੰਨ ਮੰਤਰੀ ਰਵੀ ਸ਼ੰਕਰ ਪ੍ਰਸਾਦ (Ravi Shankar Prasad) ਨੇ ਬੈਲਟ ਪੇਪਰ ਪ੍ਰਣਾਲੀ ਦੀ ਵਾਪਸੀ ਦੀ ਮੰਗ 'ਤੇ ਤਿੱਖਾ ਪ੍ਰਤੀਕਰਮ ਦਿੱਤਾ ਹੈ। ਵਿਰੋਧੀ ਧਿਰਾਂ ਵੱਲੋਂ ਈਵੀਐਮ (EVM) ਦੀ ਥਾਂ ਮੁੜ ਬੈਲਟ ਪੇਪਰ ਨਾਲ ਚੋਣਾਂ ਕਰਵਾਉਣ ਦੀ ਮੰਗ ਦਾ ਜਵਾਬ ਦਿੰਦਿਆਂ ਪ੍ਰਸਾਦ ਨੇ ਕਿਹਾ ਕਿ ਪੁਰਾਣੀ ਪ੍ਰਣਾਲੀ ਵੱਲ ਮੁੜਨ ਦਾ ਮਤਲਬ ਹੈ ਕਿ ਅਸੀਂ ਬੂਥ ਕੈਪਚਰਿੰਗ (Booth Capturing) ਅਤੇ ਵੋਟਾਂ ਦੀ ਲੁੱਟ ਦੇ ਉਸੇ ਕਾਲੇ ਦੌਰ ਵਿੱਚ ਵਾਪਸ ਚਲੇ ਜਾਈਏ।
ਰਵੀ ਸ਼ੰਕਰ ਪ੍ਰਸਾਦ ਨੇ ਕਿਹਾ ਕਿ ਚੋਣ ਕਮਿਸ਼ਨ (Election Commission) ਨੂੰ ਵਿਵਾਦਾਂ ਵਿੱਚ ਘੜੀਸਣਾ ਗਲਤ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਵਿਰੋਧੀ ਧਿਰ, ਖਾਸ ਕਰਕੇ ਕਾਂਗਰਸ 'ਤੇ ਦੋਹਰੇ ਮਾਪਦੰਡ ਅਪਣਾਉਣ ਦਾ ਦੋਸ਼ ਲਗਾਇਆ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜਦੋਂ ਕਾਂਗਰਸ ਕਰਨਾਟਕ, ਹਿਮਾਚਲ ਪ੍ਰਦੇਸ਼ ਜਾਂ ਤੇਲੰਗਾਨਾ ਵਿੱਚ ਜਿੱਤਦੀ ਹੈ ਤਾਂ ਈਵੀਐਮ ਬਿਲਕੁਲ ਠੀਕ ਹੁੰਦੀਆਂ ਹਨ, ਪਰ ਜਦੋਂ ਉਹ ਹਾਰ ਜਾਂਦੇ ਹਨ ਤਾਂ ਈਵੀਐਮ ਵਿੱਚ ਖਰਾਬੀ ਨਜ਼ਰ ਆਉਣ ਲੱਗਦੀ ਹੈ। ਇਹ ਸਿਰਫ ਉਨ੍ਹਾਂ ਦੀ ਹਾਰ ਦੀ ਨਿਰਾਸ਼ਾ ਹੈ ਜੋ ਈਵੀਐਮ ਬਹਾਨੇ ਬਾਹਰ ਆ ਰਹੀ ਹੈ।
ਆਪਣੇ ਭਾਸ਼ਣ ਵਿੱਚ ਪ੍ਰਸਾਦ ਨੇ ਸਪੱਸ਼ਟ ਕੀਤਾ ਕਿ ਈਵੀਐਮ ਨੇ ਭਾਰਤ ਵਿੱਚ ਚੋਣ ਪ੍ਰਕਿਰਿਆ ਨੂੰ ਸਾਫ-ਸੁਥਰਾ ਅਤੇ ਪਾਰਦਰਸ਼ੀ ਬਣਾਇਆ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਹੁਣ ਗਰੀਬ ਮਜ਼ਦੂਰ ਅਤੇ ਆਮ ਵੋਟਰ ਵੀ ਆਪਣੀ ਵੋਟ ਦਾ ਸਹੀ ਇਸਤੇਮਾਲ ਕਰ ਸਕਦੇ ਹਨ, ਜਦਕਿ ਬੈਲਟ ਪੇਪਰ ਦੇ ਜ਼ਮਾਨੇ ਵਿੱਚ ਬੂਥ ਲੁੱਟਣ ਦੀਆਂ ਘਟਨਾਵਾਂ ਆਮ ਸਨ। ਉਨ੍ਹਾਂ ਨੇ ਸੁਪਰੀਮ ਕੋਰਟ (Supreme Court) ਦੇ ਫੈਸਲਿਆਂ ਦਾ ਹਵਾਲਾ ਦਿੰਦਿਆਂ ਕਿਹਾ ਕਿ ਅਦਾਲਤ ਨੇ ਵੀ ਦਰਜਨਾਂ ਵਾਰ ਈਵੀਐਮ ਦੀ ਵਰਤੋਂ ਨੂੰ ਸਹੀ ਠਹਿਰਾਇਆ ਹੈ।ਉਨ੍ਹਾਂ ਵਿਰੋਧੀ ਧਿਰ ਨੂੰ ਸਲਾਹ ਦਿੱਤੀ ਕਿ ਉਹ ਚੋਣ ਕਮਿਸ਼ਨ ਨੂੰ ਕੋਸਣ ਦੀ ਬਜਾਏ ਆਪਣੀ ਪਾਰਟੀ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰਨ ਵੱਲ ਧਿਆਨ ਦੇਣ।
During a debate on Election Reforms in the Lok Sabha, senior Bharatiya Janata Party leader and former Union Law Minister Ravi Shankar Prasad reacted sharply to the demand for returning to the ballot paper system. Responding to the Opposition's demand to hold elections using ballot papers instead of EVMs (Electronic Voting Machines), Prasad stated that reverting to the old system would mean going back to the dark era of booth capturing and looting of votes.
Ravi Shankar Prasad said that dragging the Election Commission into controversy is wrong. He accused the Opposition, especially the Congress, of adopting double standards. He remarked that when Congress wins in states like Karnataka, Himachal Pradesh, or Telangana, the EVMs are considered perfectly fine, but when they lose, they start finding faults in the EVMs. He termed this as merely frustration over their defeat, which is being vented out through the excuse of EVMs.
In his speech, Prasad clarified that EVMs have made the election process in India clean and transparent. He stated that now even poor laborers and common voters can exercise their vote correctly, whereas incidents of booth looting were common in the era of ballot papers. Citing Supreme Court judgments, he mentioned that the court has also validated the use of EVMs dozens of times. He advised the Opposition to focus on strengthening their party instead of blaming the Election Commission.
