ਭੁੱਲਰ ਕੇਸ ਵਿੱਚ ਪਟਿਆਲਾ ਦੇ ਬੀਐੱਚ ਪ੍ਰਾਪਰਟੀਜ਼ ਮਾਲਕ ਦੇ ਘਰ ਤੇ ਸੀਬੀਆਈ ਛਾਪਾ
ਸੀਬੀਆਈ ਨੇ ਭੁੱਲਰ ਕੇਸ ਵਿੱਚ ਪਟਿਆਲਾ ਦੇ ਬੀਐੱਚ ਪ੍ਰਾਪਰਟੀਜ਼ ਮਾਲਕ ਭੁਪਿੰਦਰ ਸਿੰਘ ਦੇ ਘਰ ਤੇ ਛਾਪਾ ਮਾਰਿਆ ਹੈ, ਜਿੱਥੇ ਭੁੱਲਰ ਨੂੰ ਬਨੂੜ ਨੇੜੇ ਜ਼ਮੀਨ ਦੇਣ ਦੇ ਸਬੰਧ ਵਿੱਚ ਜਾਂਚ ਜਾਰੀ ਹੈ। ਇਹ ਕਾਰਵਾਈ ਭੁੱਲਰ ਤੋਂ ਪੁੱਛਗਿੱਛ ਅਤੇ ਦਸਤਾਵੇਜ਼ਾਂ ਤੋਂ ਮਿਲੀ ਜਾਣਕਾਰੀ ਤੇ ਅਧਾਰਤ ਹੈ। ਭੁੱਲਰ ਪਹਿਲਾਂ ਹੀ ਰਿਸ਼ਵਤ ਅਤੇ ਆਮਦਨ ਤੋਂ ਵੱਧ ਜਾਇਦਾਦ ਦੇ ਮਾਮਲਿਆਂ ਵਿੱਚ ਗ੍ਰਿਫ਼ਤਾਰ ਹੋ ਚੁੱਕਾ ਹੈ ਅਤੇ ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਵੀ ਇਸ ਵਿੱਚ ਸ਼ਾਮਲ ਹੈ।
ਰੋਪੜ ਰੇਂਜ ਦੇ ਮੁਅੱਤਲ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਬਾਰੇ ਕੁਝ ਮਹੱਤਵਪੂਰਨ ਜਾਣਕਾਰੀ ਮਿਲਣ ਤੋਂ ਬਾਅਦ ਸੀਬੀਆਈ ਦੀ ਇੱਕ ਟੀਮ ਨੇ ਅੱਜ ਪਟਿਆਲਾ ਵਿੱਚ ਬੀਐੱਚ ਪ੍ਰਾਪਰਟੀਜ਼ ਦੇ ਮਾਲਕ ਭੁਪਿੰਦਰ ਸਿੰਘ ਦੇ ਘਰ ਤੇ ਛਾਪਾ ਮਾਰਿਆ ਹੈ। ਭੁੱਲਰ ਪਹਿਲਾਂ ਹੀ ਸੀਬੀਆਈ ਦੀ ਗ੍ਰਿਫ਼ਤ ਵਿੱਚ ਹੈ। ਜਾਣਕਾਰੀ ਮੁਤਾਬਕ ਸੀਬੀਆਈ ਦੀ ਟੀਮ ਭੁਪਿੰਦਰ ਸਿੰਘ ਦੇ ਘਰ ਪਹੁੰਚੀ ਅਤੇ ਉੱਥੇ ਤਲਾਸ਼ੀ ਲਈ। ਇਸ ਵੇਲੇ ਟੀਮ ਨੇ ਕਿਸੇ ਨੂੰ ਵੀ ਅੰਦਰ ਜਾਂ ਬਾਹਰ ਜਾਣ ਨੂੰ ਇਜਾਜ਼ਤ ਨਹੀਂ ਦਿੱਤੀ। ਸੂਤਰਾਂ ਅਨੁਸਾਰ ਭੁੱਲਰ ਤੋਂ ਲਗਾਤਾਰ ਪੁੱਛਗਿੱਛ ਅਤੇ ਸੀਬੀਆਈ ਨੂੰ ਮਿਲੇ ਕੁਝ ਦਸਤਾਵੇਜ਼ਾਂ ਵਿੱਚ ਬੀਐੱਚ ਪ੍ਰਾਪਰਟੀਜ਼ ਦਾ ਨਾਮ ਅੱਗੇ ਆਇਆ ਹੈ। ਹਾਲਾਂਕਿ ਅਧਿਕਾਰੀ ਇਸ ਵਿਸ਼ੇ ਤੇ ਚੁੱਪ ਹਨ। ਸੂਤਰਾਂ ਮੁਤਾਬਕ ਬੀਐੱਚ ਪ੍ਰਾਪਰਟੀ ਵਾਲਿਆਂ ਨੇ ਭੁੱਲਰ ਨੂੰ ਬਨੂੜ ਨੇੜੇ ਕੋਈ ਜ਼ਮੀਨ ਦਿੱਤੀ ਸੀ ਅਤੇ ਇਸੇ ਸਬੰਧ ਨਾਲ ਸੀਬੀਆਈ ਨੇ ਇਹ ਛਾਪਾ ਮਾਰਿਆ ਹੈ।
ਪਟਿਆਲਾ ਦੇ ਮੋਤੀ ਬਾਗ ਇਲਾਕੇ ਵਿੱਚ ਬੀਐੱਚ ਪ੍ਰਾਪਰਟੀਜ਼ ਦੇ ਮਾਲਕ ਭੁਪਿੰਦਰ ਸਿੰਘ ਦੀ ਰਿਹਾਇਸ਼ ਦੇ ਬਾਹਰ ਮੌਜੂਦ ਪੁਲੀਸ ਵਾਲੇ।
ਸੀਬੀਆਈ ਦੀਆਂ ਟੀਮਾਂ ਨੇ ਅੱਜ ਸਵੇਰੇ 7:30 ਵਜੇ ਦੇ ਆਸਪਾਸ ਪਟਿਆਲਾ ਦੇ ਮੋਤੀ ਬਾਗ ਵਿਖੇ ਭੁਪਿੰਦਰ ਦੇ ਘਰ ਵਿੱਚ ਦਸਤਕ ਦਿੱਤੀ। ਖ਼ਬਰ ਲਿਖਣ ਵੇਲੇ ਤੱਕ ਤਲਾਸ਼ੀ ਅਜੇ ਵੀ ਜਾਰੀ ਸੀ। ਬੀਐੱਚ ਪ੍ਰਾਪਰਟੀਜ਼ ਇੱਕ ਜਾਣ-ਪਛਾਣੀ ਕੰਪਨੀ ਹੈ ਜੋ ਪ੍ਰਾਪਰਟੀ ਦੀ ਸਲਾਹ ਅਤੇ ਵਪਾਰ ਕਰਦੀ ਹੈ। ਇਹ ਪਟਿਆਲਾ ਅਤੇ ਮੁਹਾਲੀ ਵਿੱਚ ਕਈ ਰੀਅਲ ਅਸਟੇਟ ਪ੍ਰੋਜੈਕਟਾਂ ਦੀ ਮਾਲਕ ਹੈ। ਇਸ ਦੇ ਪਟਿਆਲਾ ਅਤੇ ਚੰਡੀਗੜ੍ਹ ਵਿੱਚ ਕਈ ਵੱਡੇ ਆਗੂਆਂ, ਅਧਿਕਾਰੀਆਂ ਅਤੇ ਪੁਲੀਸ ਵਾਲਿਆਂ ਨਾਲ ਨੇੜਲੇ ਰਿਸ਼ਤੇ ਹਨ।
ਇਹ ਛਾਪਾ ਅਜਿਹੇ ਸਮੇਂ ਮਾਰਿਆ ਗਿਆ ਹੈ ਜਦੋਂ ਇੱਕ ਦਿਨ ਪਹਿਲਾਂ ਮੁਹਾਲੀ ਕੋਰਟ ਨੇ ਪੰਜਾਬ ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਵੱਲੋਂ ਰੋਪੜ ਰੇਂਜ ਦੇ ਮੁਅੱਤਲ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਵਿਰੁੱਧ ਆਮਦਨ ਤੋਂ ਵੱਧ ਜਾਇਦਾਦ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਪੇਸ਼ਗੀ ਵਾਰੰਟ ਜਾਰੀ ਕਰਨ ਦੀ ਅਰਜ਼ੀ ਨੂੰ ਬੇਕਾਰ ਦੱਸਿਆ ਹੈ। ਸੀਬੀਆਈ ਨੇ ਕੋਰਟ ਦੇ ਇਸ ਫ਼ੈਸਲੇ ਨੂੰ ਆਪਣੀ ਜਾਂਚ ਨੂੰ ਨਿਰਾਸ਼ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਿਹਾ ਸੀ।
ਭੁੱਲਰ ਨੂੰ 31 ਅਕਤੂਬਰ ਨੂੰ ਚੰਡੀਗੜ੍ਹ ਦੀ ਬੁੜੈਲ ਜੇਲ੍ਹ ਵਿੱਚ ਆਮਦਨ ਤੋਂ ਵੱਧ ਜਾਇਦਾਦ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਵੱਲੋਂ ਰਸਮੀ ਤੌਰ ਤੇ ਗ੍ਰਿਫ਼ਤਾਰ ਵਿਖਾਇਆ ਗਿਆ ਸੀ, ਪਰ ਉਸ ਵੇਲੇ ਉਹ ਸੀਬੀਆਈ ਦੀ ਨਿਆਂਇਕ ਹਿਰਾਸਤ ਵਿੱਚ ਸੀ।
ਸੀਬੀਆਈ ਨੇ ਭੁੱਲਰ ਨੂੰ 16 ਅਕਤੂਬਰ ਨੂੰ ਦਲਾਲ ਕ੍ਰਿਸ਼ਨੂ ਸ਼ਾਰਦਾ ਰਾਹੀਂ 8 ਲੱਖ ਰੁਪਏ ਦੀ ਰਿਸ਼ਵਤ ਲੈਣ ਦੇ ਇਲਜ਼ਾਮ ਵਿੱਚ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ ਸੀ। ਉਸ ਤੋਂ ਬਾਅਦ ਭੁੱਲਰ ਦੇ ਚੰਡੀਗੜ੍ਹ ਵਾਲੇ ਘਰ ਅਤੇ ਹੋਰ ਥਾਵਾਂ ਤੇ ਛਾਪੇ ਮਾਰਨ ਦੌਰਾਨ ਸੀਬੀਆਈ ਨੇ 7.5 ਕਰੋੜ ਰੁਪਏ ਨਕਦ ਪੈਸੇ, 2.5 ਕਿਲੋ ਸੋਨੇ ਦੇ ਗਹਿਣੇ, 26 ਮਹਿੰਗੀਆਂ ਘੜੀਆਂ, ਦੋ ਮਹਿੰਗੀਆਂ ਕਾਰਾਂ, 100 ਲੀਟਰ ਸ਼ਰਾਬ ਅਤੇ 50 ਅਚੱਲੀ ਜਾਇਦਾਦਾਂ ਨਾਲ ਜੁੜੇ ਦਸਤਾਵੇਜ਼ ਬਰਾਮਦ ਕੀਤੇ ਸਨ। ਭੁੱਲਰ ਦੇ ਵਕੀਲ ਨੇ ਇਨ੍ਹਾਂ ਚੀਜ਼ਾਂ ਦਾ ਵਿਰੋਧ ਕੀਤਾ ਸੀ ਅਤੇ ਕਿਹਾ ਸੀ ਕਿ ਇਹ ਜ਼ਬਤੀਆਂ ਪਰਿਵਾਰਕ ਜਾਇਦਾਦ ਨਾਲ ਜੁੜੀਆਂ ਹਨ।
ਪਿਛਲੇ 15 ਦਿਨਾਂ ਵਿੱਚ ਡੀਆਈਜੀ ਵਿਰੁੱਧ ਚਾਰ ਕੇਸ ਦਰਜ ਹੋਏ ਹਨ- ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਰੋਕਥਾਮ ਕਾਨੂੰਨ, ਆਬਕਾਰੀ ਕਾਨੂੰਨ ਅਤੇ ਆਮਦਨ ਤੋਂ ਵੱਧ ਜਾਇਦਾਦ ਨਾਲ ਜੁੜੇ ਦੋ ਵੱਖਰੇ ਐਫਆਈਆਰ (ਪਹਿਲਾਂ ਸੀਬੀਆਈ ਅਤੇ ਫਿਰ ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਵੱਲੋਂ)।
Following some important information about the suspended DIG of Ropar Range, Harcharan Singh Bhullar, a CBI team raided the house of BH Properties owner Bhupinder Singh in Patiala today. Bhullar is already in CBI custody. According to information, the CBI team reached Bhupinder Singh's house and started a search there. During this time, the team did not allow anyone to go inside or outside. Sources say that during continuous questioning of Bhullar and from some documents received by CBI, the name of BH Properties has come up. However, officials are silent on this matter. According to sources, the people of BH Properties had given some land to Bhullar near Banur, and it is in connection with this that CBI has conducted this raid.

CBI teams knocked on the door at Bhupinder's house in Moti Bagh, Patiala, around 7:30 AM today. As of writing this news, the search was still ongoing. BH Properties is a well-known company that provides property advice and deals. It owns several real estate projects in Patiala and Mohali. It has close relations with many big leaders, officials, and police personnel in Patiala and Chandigarh.
This raid was conducted at a time when just a day earlier, the Mohali court had declared the Punjab Vigilance Bureau's application to issue an anticipatory warrant against the suspended DIG of Ropar Range, Harcharan Singh Bhullar, in the disproportionate assets case as baseless. CBI had called the court's decision an attempt to frustrate its investigation.
Bhullar was shown as officially arrested by the Vigilance Bureau in the disproportionate assets case in Burail Jail, Chandigarh, on October 31, but at that time he was in CBI's judicial custody.
CBI arrested Bhullar on October 16 on allegations of taking a bribe of 8 lakh rupees through broker Krishanu Sharda. After that, during raids on Bhullar's house in Chandigarh and other places, CBI recovered 7.5 crore rupees in cash, 2.5 kg of gold jewelry, 26 expensive watches, two luxury cars, 100 liters of alcohol, and documents related to 50 immovable properties. Bhullar's lawyer had opposed these seizures and said that they are related to family property.
In the last 15 days, four cases have been registered against the DIG - Prevention of Corruption Act, Excise Act, and two separate FIRs related to disproportionate assets (first by CBI and then by Vigilance Bureau).
