ਜੇਲ੍ਹ ਤੋਂ ਲੋਕ ਸਭਾ ਮੈਂਬਰ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਨੇ ਮੁੜ ਹਾਈ ਕੋਰਟ ਦਾ ਰੁਖ਼ ਕੀਤਾ।
ਲੋਕ ਸਭਾ ਮੈਂਬਰ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਨੇ ਸੰਸਦ ਦੇ ਸਰਦ ਰੁੱਤ ਸੈਸ਼ਨ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣ ਲਈ ਰੱਦ ਹੋਈ ਆਰਜ਼ੀ ਪੈਰੋਲ ਖ਼ਿਲਾਫ਼ ਮੁੜ ਪੰਜਾਬ ਤੇ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ ਦਾ ਰੁਖ਼ ਕੀਤਾ ਹੈ। ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਪੈਰੋਲ ਦੀ ਅਰਜ਼ੀ ਰੱਦ ਕਰਨ ਦੇ ਫ਼ੈਸਲੇ ਨੂੰ ਚੁਣੌਤੀ ਦਿੱਤੀ ਗਈ ਹੈ, ਅਤੇ ਇਸ ਮਾਮਲੇ ਦੀ ਅਗਲੀ ਸੁਣਵਾਈ 1 ਦਸੰਬਰ ਨੂੰ ਹੋਵੇਗੀ। ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਅਪਰੈਲ 2023 ਤੋਂ ਕੌਮੀ ਸੁਰੱਖਿਆ ਐਕਟ ਤਹਿਤ ਅਸਾਮ ਦੀ ਡਿਬਰੂਗੜ੍ਹ ਜੇਲ੍ਹ ਵਿੱਚ ਨਜ਼ਰਬੰਦ ਹਨ, ਪਰ ਉਹ ਆਪਣੇ ਹਲਕੇ ਪ੍ਰਤੀ ਫਰਜ਼ ਨਿਭਾਉਣ ਲਈ ਵਚਨਬੱਧ ਹਨ।
ਲੋਕ ਸਭਾ ਮੈਂਬਰ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਨੇ ਅੱਜ ਇੱਕ ਵਾਰ ਫਿਰ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ ਦਾ ਰੁਖ਼ ਕੀਤਾ ਹੈ, ਜਿਸ ਵਿੱਚ ਉਨ੍ਹਾਂ ਨੇ ਸੰਸਦ ਦੇ ਸਰਦ ਰੁੱਤ ਸੈਸ਼ਨਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣ ਲਈ ਆਰਜ਼ੀ ਪੈਰੋਲ ਦੀ ਮੁੜ ਮੰਗ ਕੀਤੀ ਹੈ। ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਨੂੰ ਸੰਸਦ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣ ਤੋਂ ਰੋਕਣ ਦੇ ਹੁਕਮ ਨੂੰ ਅਦਾਲਤ ਵਿੱਚ ਚੁਣੌਤੀ ਦਿੱਤੀ ਗਈ ਹੈ। ਇਸ ਕੇਸ ਦੀ ਅਗਲੀ ਸੁਣਵਾਈ ਪਹਿਲੀ ਦਸੰਬਰ ਨੂੰ ਹੋਣੀ ਤੈਅ ਹੋਈ ਹੈ।
ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਦੀ ਪੈਰੋਲ ਦੀ ਅਰਜ਼ੀ ਨੂੰ ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਪਹਿਲਾਂ ਰੱਦ ਕਰ ਦਿੱਤਾ ਸੀ, ਜਿਸ ਕਾਰਨ ਉਨ੍ਹਾਂ ਦੇ ਸੰਸਦ ਦੇ ਸਰਦ ਰੁੱਤ ਸੈਸ਼ਨ (ਜੋ 1 ਦਸੰਬਰ ਤੋਂ 19 ਦਸੰਬਰ ਤੱਕ ਹੋ ਰਿਹਾ ਹੈ) ਵਿੱਚ ਭਾਗ ਲੈਣ 'ਤੇ ਸਵਾਲ ਖੜ੍ਹੇ ਹੋ ਗਏ ਸਨ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ 21 ਨਵੰਬਰ ਨੂੰ ਪੰਜਾਬ ਤੇ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ ਨੇ ਪੈਰੋਲ ਮਾਮਲੇ ਵਿੱਚ ਦਾਇਰ ਪਟੀਸ਼ਨ 'ਤੇ ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਇੱਕ ਹਫ਼ਤੇ ਦੇ ਅੰਦਰ ਫੈਸਲਾ ਲੈਣ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਸਨ।
ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਗ੍ਰਹਿ ਵਿਭਾਗ ਨੇ ਹਾਈ ਕੋਰਟ ਦੇ ਹੁਕਮਾਂ ਦੇ ਮੱਦੇਨਜ਼ਰ ਜ਼ਿਲ੍ਹਾ ਮੈਜਿਸਟ੍ਰੇਟ ਅੰਮ੍ਰਿਤਸਰ ਅਤੇ ਜ਼ਿਲ੍ਹਾ ਪੁਲਿਸ ਕਪਤਾਨ ਤੋਂ ਰਿਪੋਰਟ ਮੰਗੀ ਸੀ। ਅੰਮ੍ਰਿਤਸਰਪ੍ਰਸ਼ਾਸਨ ਨੇ ਪੈਰੋਲ ਦੀ ਅਰਜ਼ੀ ਰੱਦ ਕਰਨ ਦੀ ਸਿਫ਼ਾਰਸ਼ ਕੀਤੀ ਸੀ, ਜਿਸ ਦੇ ਆਧਾਰ 'ਤੇ ਗ੍ਰਹਿ ਵਿਭਾਗ ਨੇ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਨੂੰ ਪੈਰੋਲ ਨਾ ਦੇਣ ਦਾ ਫ਼ੈਸਲਾ ਲਿਆ। ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਅਪਰੈਲ 2023 ਤੋਂ ਕੌਮੀ ਸੁਰੱਖਿਆ ਐਕਟ (NSA) ਤਹਿਤ ਅਸਾਮ ਦੀ ਡਿਬਰੂਗੜ੍ਹ ਜੇਲ੍ਹ ਵਿੱਚ ਨਜ਼ਰਬੰਦ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਖਡੂਰ ਸਾਹਿਬ ਹਲਕੇ ਤੋਂ ਨਜ਼ਰਬੰਦੀ ਦੌਰਾਨ ਹੀ ਲੋਕ ਸਭਾ ਦੀ ਚੋਣ ਜਿੱਤੀ ਸੀ, ਪਰ ਉਹ ਅਜੇ ਤੱਕ ਸੰਸਦ ਦੇ ਕਿਸੇ ਵੀ ਸੈਸ਼ਨ ਵਿੱਚ ਸ਼ਾਮਲ ਨਹੀਂ ਹੋ ਸਕੇ ਹਨ। ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਨੇ ਆਪਣੇ ਵਕੀਲ ਰਾਹੀਂ ਅਦਾਲਤ ਵਿੱਚ ਪਟੀਸ਼ਨ ਦਾਇਰ ਕਰਕੇ ਆਪਣੇ ਹਲਕੇ ਦੇ ਲੋਕਾਂ ਨਾਲ ਬੰਧਨ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰਨ ਲਈ ਸੈਸ਼ਨ ਵਿੱਚ ਹਿੱਸਾ ਲੈਣ ਦੀ ਆਸ ਜਤਾਈ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ, ਸੁਪਰੀਮ ਕੋਰਟ ਵਿੱਚ ਵੀ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਦੇ ਸਬੰਧ ਵਿੱਚ ਇੱਕ ਮਾਮਲਾ ਵਿਚਾਰ ਅਧੀਨ ਹੈ।
Lok Sabha Member Amritpal Singh has once again approached the Punjab and Haryana High Court today, seeking the grant of Temporary Parole to attend the Parliament Winter Session. The order by the Punjab Governmentpreventing Amritpal Singh from attending the Parliament has been challenged in the court, and the next hearing for this matter is scheduled for December 1.
The Parole Plea of Amritpal Singh was previously rejected by the Punjab Government, raising questions over his participation in the Parliament Winter Session (which is being held from December 1 to December 19). Earlier, on November 21, the Punjab and Haryana High Court, during the hearing of the petition filed regarding the parole matter, had directed the Punjab Government to make a decision within a week.
The Home Department of the Punjab Government, in light of the High Court's directives, sought a report from the District Magistrate of Amritsar and the District Police Chief. The Amritsar administration recommended the Parole Plea Rejected, based on which the Home Department decided not to grant Parole to Amritpal Singh. It is noteworthy that Amritpal Singh has been detained since April 2023 under the National Security Act (NSA) in Dibrugarh Jail in Assam. He won the Lok Sabha Election from the Khadoor Sahib constituency while still in detention, but has not yet been able to attend any session of Parliament. Amritpal Singh has filed a petition through his lawyer, expressing hope to attend the session and strengthen his Bonding with the people of his constituency by fulfilling his duties. Furthermore, a related matter concerning Amritpal Singh is also currently under consideration in the Supreme Court.
