ਮੁਹਾਲੀ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰੀਸ਼ਦ ਚੋਣਾਂ ਅੱਗੇ ਪਈਆਂ: 15 ਪਿੰਡਾਂ ਨੂੰ ਨਿਗਮ ਵਿੱਚ ਸ਼ਾਮਲ ਕਰਨ ਕਰਕੇ ਹੋਇਆ ਫੈਸਲਾ
ਰਾਜ ਚੋਣ ਕਮਿਸ਼ਨ ਵੱਲੋਂ ਮੁਹਾਲੀ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰੀਸ਼ਦ ਅਤੇ ਪੰਚਾਇਤ ਸਮਿਤੀ ਦੇ ਮੈਂਬਰਾਂ ਦੀਆਂ ਚੋਣਾਂ ਨੂੰ ਮੁਲਤਵੀ ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ, ਜਿਹੜੀਆਂ 14 ਦਸੰਬਰ ਨੂੰ ਹੋਣੀਆਂ ਸਨ। ਇਹ ਫੈਸਲਾ ਪੇਂਡੂ ਵਿਕਾਸ ਅਤੇ ਪੰਚਾਇਤ ਵਿਭਾਗ ਦੀ ਸਿਫ਼ਾਰਸ਼ 'ਤੇ ਲਿਆ ਗਿਆ ਹੈ, ਕਿਉਂਕਿ ਹਾਲ ਹੀ ਵਿੱਚ 15 ਪਿੰਡਾਂ ਨੂੰ ਮੁਹਾਲੀ ਨਗਰ ਨਿਗਮ ਦੀ ਹੱਦ ਵਿੱਚ ਸ਼ਾਮਲ ਕਰ ਲਿਆ ਗਿਆ ਹੈ। ਇਸ ਬਦਲਾਅ ਕਾਰਨ ਪੰਚਾਇਤੀ ਜ਼ੋਨਾਂ ਦਾ ਨਵੇਂ ਸਿਰੇ ਤੋਂ ਪੁਨਰਗਠਨ ਕਰਨਾ ਜ਼ਰੂਰੀ ਹੋ ਗਿਆ ਹੈ, ਜਿਸ ਦੀ ਪ੍ਰਕਿਰਿਆ ਪੂਰੀ ਹੋਣ ਤੱਕ ਇਹ ਚੋਣਾਂ ਮੁਲਤਵੀ ਰਹਿਣਗੀਆਂ, ਪਰ ਡੇਰਾਬੱਸੀ, ਖਰੜ ਅਤੇ ਮਾਜਰੀ ਦੀਆਂ ਚੋਣਾਂ ਸਮੇਂ ਸਿਰ ਹੋਣਗੀਆਂ।
ਰਾਜ ਚੋਣ ਕਮਿਸ਼ਨ (State Election Commission) ਨੇ ਮੁਹਾਲੀ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰੀਸ਼ਦ ਅਤੇ ਮੁਹਾਲੀ ਪੰਚਾਇਤ ਸਮਿਤੀ ਦੇ ਮੈਂਬਰਾਂ ਦੀਆਂ ਚੋਣਾਂ ਨੂੰ ਤੁਰੰਤ ਪ੍ਰਭਾਵ ਨਾਲ ਮੁਲਤਵੀ ਕਰ ਦਿੱਤਾ ਹੈ। ਇਹ ਮੁਹਾਲੀ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰੀਸ਼ਦ ਚੋਣਾਂ ਪਹਿਲਾਂ 14 ਦਸੰਬਰ ਨੂੰ ਕਰਵਾਉਣੀਆਂ ਨਿਸ਼ਚਿਤ ਕੀਤੀਆਂ ਗਈਆਂ ਸਨ। ਰਾਜ ਚੋਣ ਕਮਿਸ਼ਨਰ ਰਾਜ ਕਮਲ ਚੌਧਰੀ ਨੇ ਸਪੱਸ਼ਟ ਕੀਤਾ ਕਿ ਚੋਣਾਂ ਮੁਲਤਵੀ ਕਰਨ ਦਾ ਇਹ ਮਹੱਤਵਪੂਰਨ ਫੈਸਲਾ ਪੇਂਡੂ ਵਿਕਾਸ ਅਤੇ ਪੰਚਾਇਤ ਵਿਭਾਗ (Department of Rural Development and Panchayats) ਦੀ ਸਿਫ਼ਾਰਸ਼ ਦੇ ਆਧਾਰ 'ਤੇ ਲਿਆ ਗਿਆ ਹੈ।
ਮੁਲਤਵੀ ਕਰਨ ਦਾ ਮੁੱਖ ਕਾਰਨ ਇਹ ਹੈ ਕਿ ਸਥਾਨਕ ਸਰਕਾਰਾਂ ਵਿਭਾਗ ਵੱਲੋਂ 28 ਨਵੰਬਰ 2025 ਨੂੰ ਜਾਰੀ ਇੱਕ ਨੋਟੀਫਿਕੇਸ਼ਨ ਰਾਹੀਂ ਮੁਹਾਲੀ ਨਗਰ ਨਿਗਮ (Municipal Corporation) ਨਾਲ ਲੱਗਦੇ 15 ਪਿੰਡਾਂ ਨੂੰ ਨਿਗਮ ਦੀਆਂ ਹੱਦਾਂ ਵਿੱਚ ਸ਼ਾਮਲ ਕਰ ਲਿਆ ਗਿਆ ਹੈ। ਪੇਂਡੂ ਵਿਕਾਸ ਅਤੇ ਪੰਚਾਇਤ ਵਿਭਾਗ ਨੇ ਦੱਸਿਆ ਕਿ ਇਸ ਬਦਲਾਅ ਕਾਰਨ, ਪੰਚਾਇਤ ਸਮਿਤੀ ਮੁਹਾਲੀ ਨਾਲ ਸਬੰਧਤ 15 ਗ੍ਰਾਮ ਪੰਚਾਇਤਾਂ ਹੁਣ ਸਬੰਧਤ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰੀਸ਼ਦ ਮੁਹਾਲੀ ਦੇ ਅਧਿਕਾਰ ਖੇਤਰ ਤੋਂ ਬਾਹਰ ਹੋ ਗਈਆਂ ਹਨ। ਕਿਉਂਕਿ ਪੰਚਾਇਤ ਸਮਿਤੀ ਮੁਹਾਲੀ ਦੇ ਨਾਲ-ਨਾਲ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰੀਸ਼ਦ ਖੇਤਰ ਦੀਆਂ ਹੱਦਾਂ ਵਿੱਚ ਮਹੱਤਵਪੂਰਨ ਬਦਲਾਅ ਆਇਆ ਹੈ, ਇਸ ਲਈ ਵਿਭਾਗ ਨੂੰ ਇਨ੍ਹਾਂ ਜ਼ੋਨਾਂ ਦਾ ਨਵੇਂ ਸਿਰੇ ਤੋਂ ਪੁਨਰਗਠਨ (Fresh Reorganisation) ਕਰਨ ਦੀ ਜ਼ਰੂਰਤ ਹੈ। ਇਹ ਮੁਹਾਲੀ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰੀਸ਼ਦ ਚੋਣਾਂ ਉਦੋਂ ਤੱਕ ਮੁਲਤਵੀ ਰਹਿਣਗੀਆਂ ਜਦੋਂ ਤੱਕ ਪੇਂਡੂ ਵਿਕਾਸ ਵਿਭਾਗ ਵੱਲੋਂ ਇਹ ਪੁਨਰਗਠਨ ਪ੍ਰਕਿਰਿਆ ਪੂਰੀ ਨਹੀਂ ਹੋ ਜਾਂਦੀ। ਹਾਲਾਂਕਿ, ਇਹ ਵੀ ਸਪੱਸ਼ਟ ਕੀਤਾ ਗਿਆ ਹੈ ਕਿ ਪੰਚਾਇਤ ਸਮਿਤੀ ਡੇਰਾਬੱਸੀ, ਪੰਚਾਇਤ ਸਮਿਤੀ ਖਰੜ ਅਤੇ ਪੰਚਾਇਤ ਸਮਿਤੀ ਮਾਜਰੀ ਦੀਆਂ ਚੋਣਾਂ ਆਪਣੇ ਨਿਰਧਾਰਤ ਸਮੇਂ ਅਨੁਸਾਰ ਹੀ ਕਰਵਾਈਆਂ ਜਾਣਗੀਆਂ।
The State Election Commission has immediately postponed the Mohali Zila Parishad elections and the polls for the members of the Mohali Panchayat Samiti. These elections were originally scheduled to be conducted on December 14. State Election Commissioner Raj Kamal Chaudhari clarified that the decision to have the elections postponed was based on a recommendation from the Department of Rural Development and Panchayats.
The primary reason for the postponement is that, through a notification issued by the Local Government Department on November 28, 2025, 15 villages adjacent to the Mohali Municipal Corporation limits have now been included in the Corporation's jurisdiction. The Department of Rural Development and Panchayats stated that due to this change, 15 Gram Panchayats associated with the Mohali Panchayat Samiti are now outside the authority of the concerned Zila Parishad, Mohali. Since there has been a significant change in the boundaries of both the Panchayat Samiti and the Zila Parishadareas, the department requires a fresh reorganisation of zones. These Mohali Zila Parishad elections will remain postponed until the Rural Development Department completes this reorganisation process. However, it was also clarified that the Panchayat Samiti elections for Derabassi, Kharar, and Majri will proceed as per their predetermined schedule.
