ਕੈਨੇਡਾ: ਜਹਾਜ਼ ਚੜ੍ਹਨ ਤੋਂ ਪਹਿਲਾਂ ਵੀ ਵੀਜ਼ਾ ਰੱਦ ਕਰ ਸਕਦੇ ਨੇ ਇਮੀਗ੍ਰੇਸ਼ਨ ਅਧਿਕਾਰੀ
ਕੈਨੇਡਾ ਨੇ ਇਮੀਗ੍ਰੇਸ਼ਨ ਨਿਯਮਾਂ ਵਿੱਚ ਤਬਦੀਲੀ ਕੀਤੀ ਹੈ ਜਿਸ ਨਾਲ ਅਧਿਕਾਰੀ ਹੁਣ ਜਹਾਜ਼ ਚੜ੍ਹਨ ਤੋਂ ਪਹਿਲਾਂ ਵੀ ਵੀਜ਼ਾ, ਸਟੱਡੀ ਪਰਮਿਟ ਜਾਂ ਵਰਕ ਪਰਮਿਟ ਰੱਦ ਕਰ ਸਕਦੇ ਨੇ। ਇਹ ਨਿਯਮ ਫਰਵਰੀ 2025 ਤੋਂ ਲਾਗੂ ਹੋ ਗਏ ਨੇ ਅਤੇ ਕੌਮਾਂਤਰੀ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਪੂਰੇ ਸਮੇਂ ਸੰਸਥਾ ਵਿੱਚ ਪੜ੍ਹਦੇ ਰਹਿਣਾ ਅਤੇ ਨਿਯਮਾਂ ਦੀ ਪਾਲਣਾ ਕਰਨੀ ਪਵੇਗੀ। ਵਾਰ-ਵਾਰ ਆਉਣ ਵਾਲੇ ਯਾਤਰੀਆਂ ਅਤੇ ਅਸਥਾਈ ਕਾਮਿਆਂ ਤੇ ਵੀ ਅਸਰ ਪਵੇਗਾ।
ਕੈਨੇਡਾ ਨੇ ਆਪਣੇ ਇਮੀਗ੍ਰੇਸ਼ਨ ਨਿਯਮਾਂ ਵਿੱਚ ਵੱਡੀ ਤਬਦੀਲੀ ਕੀਤੀ ਹੈ। ਹੁਣ ਇਮੀਗ੍ਰੇਸ਼ਨ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਪਹਿਲਾਂ ਜਾਰੀ ਕੀਤੇ ਵਿਜ਼ਿਟਰ ਵੀਜ਼ਾ, ਸਟੱਡੀ ਪਰਮਿਟ ਅਤੇ ਵਰਕ ਪਰਮਿਟ ਨੂੰ ਰੱਦ ਕਰਨ ਦੀ ਪੂਰੀ ਸ਼ਕਤੀ ਮਿਲ ਗਈ ਹੈ। ਇਹ ਨਵੇਂ ਨਿਯਮ ਫਰਵਰੀ 2025 ਤੋਂ ਲਾਗੂ ਹੋ ਗਏ ਨੇ। ਇਸ ਨਾਲ ਕੌਮਾਂਤਰੀ ਵਿਦਿਆਰਥੀਆਂ ਅਤੇ ਵਾਰ-ਵਾਰ ਕੈਨੇਡਾ ਆਉਣ ਵਾਲੇ ਯਾਤਰੀਆਂ ਨੂੰ ਜ਼ਿਆਦਾ ਸਾਵਧਾਨ ਰਹਿਣਾ ਪਵੇਗਾ।
ਇਮੀਗ੍ਰੇਸ਼ਨ ਅਧਿਕਾਰੀ ਹੁਣ ਜਹਾਜ਼ ਚੜ੍ਹਨ ਤੋਂ ਪਹਿਲਾਂ, ਕੈਨੇਡਾ ਪਹੁੰਚਣ ਵਾਲੀ ਜਗ੍ਹਾ ਤੇ ਜਾਂ ਕੈਨੇਡਾ ਵਿੱਚ ਰਹਿਣ ਦੌਰਾਨ ਵੀ ਵੀਜ਼ਾ ਰੱਦ ਕਰ ਸਕਦੇ ਨੇ। ਸਟੱਡੀ ਪਰਮਿਟ ਵਾਲੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਪੂਰੇ ਸਮੇਂ ਯੋਗਤਾ ਦੀਆਂ ਸ਼ਰਤਾਂ ਪੂਰੀਆਂ ਕਰਨੀਆਂ ਪੈਣਗੀਆਂ। ਉਨ੍ਹਾਂ ਨੂੰ ਮਾਨਤਾ ਪ੍ਰਾਪਤ ਸੰਸਥਾ ਵਿੱਚ ਦਾਖਲ ਰਹਿਣਾ ਅਤੇ ਅਕਾਦਮਿਕ ਤਰੱਕੀ ਕਰਨੀ ਜ਼ਰੂਰੀ ਹੈ। ਪਰਮਿਟ ਵਿੱਚ ਦੱਸੀਆਂ ਸੀਮਾਵਾਂ ਵਿੱਚ ਹੀ ਕੰਮ ਕਰਨਾ ਪਵੇਗਾ। ਜੇ ਵਿਦਿਆਰਥੀ ਬਿਨਾਂ ਮਨਜ਼ੂਰੀ ਕਲਾਸਾਂ ਛੱਡ ਦਿੰਦਾ ਹੈ ਜਾਂ ਜ਼ਿਆਦਾ ਕੰਮ ਕਰਦਾ ਹੈ ਤਾਂ ਸਟੱਡੀ ਪਰਮਿਟ ਰੱਦ ਹੋ ਸਕਦਾ ਹੈ। ਜੇ ਸੰਸਥਾ ਦੀ ਮਾਨਤਾ ਖਤਮ ਹੋ ਜਾਵੇ ਤਾਂ ਵਿਦਿਆਰਥੀ ਨੂੰ ਜਲਦੀ ਹੀ ਦੂਜੀ ਯੋਗ ਸੰਸਥਾ ਵਿੱਚ ਟਰਾਂਸਫਰ ਕਰਨਾ ਲਾਜ਼ਮੀ ਹੈ। ਨਕਲੀ Letters of Acceptance ਵਾਲੇ ਮਾਮਲਿਆਂ ਕਾਰਨ ਵੀ ਬਹੁਤ ਸਾਰੇ ਸਟੱਡੀ ਪਰਮਿਟ ਰੱਦ ਕੀਤੇ ਜਾ ਰਹੇ ਨੇ।
ਵਾਰ-ਵਾਰ ਕੈਨੇਡਾ ਆਉਣ ਵਾਲੇ ਯਾਤਰੀਆਂ ਲਈ ਵੀ ਮੁਸ਼ਕਲ ਵਧ ਸਕਦੀ ਹੈ। ਅਧਿਕਾਰੀ ਵਿਜ਼ਿਟਰ ਵੀਜ਼ਾ ਰੱਦ ਕਰ ਸਕਦੇ ਨੇ ਜੇ ਉਨ੍ਹਾਂ ਨੂੰ ਲੱਗੇ ਕਿ ਵਿਅਕਤੀ ਸਟੇਅ ਖਤਮ ਹੋਣ ਤੇ ਵਾਪਸ ਨਹੀਂ ਜਾਵੇਗਾ। ਇਸ ਨਾਲ ਮਾਪੇ ਜੋ ਬੱਚਿਆਂ ਨੂੰ ਮਿਲਣ ਅਕਸਰ ਜਾਂਦੇ ਨੇ, ਉਨ੍ਹਾਂ ਤੇ ਵੀ ਅਸਰ ਪਵੇਗਾ।
ਬਿੱਲ C-12 ਨੂੰ ਹੁਣ ਸਥਾਈ ਕਮੇਟੀ ਕੋਲ ਵਿਸਥਾਰਤ ਜਾਂਚ ਲਈ ਭੇਜਿਆ ਗਿਆ ਹੈ। ਇਹ ਬਿੱਲ ਇਮੀਗ੍ਰੇਸ਼ਨ ਮੰਤਰੀ ਅਤੇ ਸਰਹੱਦੀ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਵੀਜ਼ਾ ਰੱਦ ਕਰਨ ਦੀ ਜ਼ਿਆਦਾ ਸ਼ਕਤੀ ਦੇਣ ਅਤੇ ਦੇਸ਼ ਨਿਕਾਲੇ ਦੀ ਪ੍ਰਕਿਰਿਆ ਨੂੰ ਸੌਖਾ ਬਣਾਉਣ ਦੀ ਮੰਗ ਕਰਦਾ ਹੈ। ਮਾਹਿਰਾਂ ਨੇ ਚੇਤਾਵਨੀ ਦਿੱਤੀ ਹੈ ਕਿ ਇਸ ਨਾਲ ਅਸਥਾਈ ਵਿਦੇਸ਼ੀ ਕਾਮਿਆਂ ਅਤੇ ਕੌਮਾਂਤਰੀ ਵਿਦਿਆਰਥੀਆਂ ਦੀਆਂ ਮੁਸ਼ਕਲਾਂ ਵਧਣਗੀਆਂ।
Canada has made a major change in its immigration rules. Now immigration officers have full authority to cancel previously issued visitor visa, study permit, and work permit. These new rules have come into effect from February 2025. This will require international students and frequent travelers to Canada to be more cautious.
Immigration officers can now cancel a visa even before boarding the plane, at the port of entry upon arrival in Canada, or during the stay in Canada. Students with a study permit must meet eligibility conditions throughout their entire stay. They must remain enrolled in a recognized institution and make academic progress. They must work only within the limits specified in the permit. If a student stops attending classes without approval or works more than allowed, the study permit can be cancelled. If an institution loses its recognition, the student must transfer to another eligible institution promptly. Due to cases involving fake Letters of Acceptance, a large number of study permits are also being cancelled.
Frequent travelers to Canada may also face increased difficulties. An officer can cancel a visitor visa if they believe the person will not leave Canada after the stay expires. This will also affect parents who frequently visit their children.
Bill C-12 has now been sent to the standing committee for detailed review. This bill seeks to give more power to the immigration minister and border officers to cancel visas and streamline the deportation process. Experts have warned that this will increase difficulties for temporary foreign workers and international students.
